Friday night Pittsburg conferred the third
decree, and there was a very large turnout
of membeis and visitors. The wort was
done In fine style.
Next Friday night the offlcers-elect of
Pittsburg Lodge No, 3SS will be installed,
and the brothers are requested to be present
for that purpose as well as for.other busi
ness of importance.
Twenty-flve candidates were rroposed in
Fort Pitt Lodge last Tuesday by D. D. G. M.
Thomas Matthews. The applicants will
draw their cards lmmeaiately and connect
themselves with the new lodge in Bloom
field. This lodge is in good hands and will
start with a large membership.

The celebration of the seventy-third anni-
versary of the Independent Order of Odd
i ciiows, April 28, at the Auditorium, Dy tne
Patriarchs Militant promises to be a great
enccos. The principal feature of the event
will of course be the conferring of the "Dec
oration of Chivalry" upon about 50 candi
dates who have been selected to receive it.
This degree will be conferred by General
James B. Nicholson and staff, of Philadel
phia, agisted by Colonel IV. Ed Marsh, of
Corrv, Pa., and Canton Pittsburg No. 18,
under command of Captain Andrew Acker
man, Canton Altoona No. 23, Captain Long,
and Canton Allegheny No. 12, Captain
Charles E. Means. The following explana
tion of the degree is given for the benefit of
those who have not heard of it before: At
the session of the Sovereign Grand Lodge
held in Denver. Col.. Septomb-r. 1SS7, there
was authorized a "Decoration of Chivalry"
to be confcried in public by the Commander
of the Patriarchs Militant, said dec
oration to consist of three degrees.
First, the Grand Deeoration of Chivalry to
be conferred by the Commander or Patri
archs Militanr upon chevaliers whom he
shall select for intrinsic worth, military
ability and prowess and honorable atrlbutes
of character; second, the decoration of chiv
alry, to be conferred by the commanders of
aepanuicnis upon cnevaners wnom tney
may select and upon chevaliers recom
mended by cantons to receive such dec
oration, all of whom shall be chosen because
of excellence of character, military ability
and other honorable qualities; third, the
decoration of chivalry, for a lady, to be con
feried by tbo Commander of Patriarchs
Militant upon Daughters of Bebekali se
lected by himself and by commanders of de
partments upon snch Daughters of Be
bekali and other ladies, who are wives of
chevaliers, as may be recommended by
lodges of the degree of Kebekah to receive
the decoration, all or which shall oe done In
consequence of the pure, womanly traits,
general loveliness and beauty of character
or the lady selected to receive the decora
tion. After the degree lsconforred, dancing
w ill tw the order of the evening. Supper

Wednesday evening Allegheny Council
No. 23 held a musical ana literary entei tain
ment, with refreshments, in their council
chauiber. 173 Federal street. The friends
of the council showed their appreciation
and tho esteem In which Allegheny Council
is held by filling the hall till there was no
more standing room. An excellent opening
address,n the objects of tho older, was
maue Dy Worthy Deputy Jackson Kerr, fair
lowed by some beautilul selections on the
mandolin and guitar by Messrs. L. W. Duff
ana iv. J. smitu. The Washington Orches
tra, Colonel Christy prompter, rendered
very choice selections. The singing of little
Jcrtie Center and the recitations by Misses
Nan and Pearl Warnock and Mr. Joseph
Keefer wore received with loud applause.
The Committee, of Arrangements deserves
special mention, as the manner in which
they passed refreshments to a crowd of peo
ple, sittingand standing, was surprising, and
the talent selected was above tho average.
The committee consisted of Mrs. Cora Beatty
Mrs. Bella Flockcr, Mrs. Lizzie Color, Mr.
John Floofcer and Mr. John Zitnmer, as
sisted by Mrs. McHenry, Mrs. Billings, Miss
Putnam, Miss Baker, Miss Means, Mrs.
Swoger, 31r. Gray and Mr. J. W. Swoger. If
Allegheny Council always has such commit
tees it need fear no failure.
Royal Society or Good Fellows,
District Sunreme Deputy L. N. Etcher will,
in the near future, institute a new assembly
on Mt. Washington.
D. S. D. James W. Swoger expects to In
stitute a new as-semhly at Dawson, Fayette
county. Pa., in the near future, with 40 char
ter membeis.
The order expects to institute new assem
blies at Beaer Falls, New Castle, Home
stead, McKeesport and ConnellsviUe, all in
this State, in the very near future.
It is the desire or the members or the order
in this State to have a Grand Assembly in
stituted in Pennsylvania at an early date,
and officers of the Supremo Assembly will
institute a Grand Assembly Just as soon as
the membership reaches the required num
ber. Pittsburg Assembly No. 23i will, on Friday
evening, April 1j, institute McKee's Bocks As
sembly, at Enterprise Hall, Chartiers. A
special train has been arranged for tolcavo
the city at 7:5r. St., leturnlng after tbe in
stitution is over. This assembly will have
47 charter members.
Protected Home Circle.
McKeesport Circle is now the largest in the
county.

There are now 16 circles that have seenred
more than 100 members.
Banner, No. S6, has passed the 100 line and

Bock Point Grove has been secured for
July SO for the second annual reunion of the

evening lor their open meeting. An excel
lent programme has beon arranged.
The P. II. C. has paid $8,000 In death losses
in the last.three months in Pittsburg and
Allegheny and has over (63,000 in its reserve
lund.
Pittsburg, 48. has secured a new hall on
Mith avenue where'lt will meet hereafter
on the second and fourth Thursday nights
i if each month. Their hall Is next door to
ttie Duquebue Club.

There is a proposition nnderconsideration
by some of the prominent Heptasophs for
the erection of a building for lodge pur
poses. It bids fair to materialize.
An important meeting of the Heptasophs'
Association of Western Pennsylvania will
be held Tuesday night at 400 Grant street.
Officers for the ensuing term will be elected
and the question of the extension of the
organization will be acted on.
Good Templars.
Moreland Lodge is arrangipg for an enter
tainment to be held in the near future at its
hall, corner Washington avenue and Beaver,
Allegheny, which promises to be quite a
success.
West Manchester Lodge had a leap year
necktie and apron social nt its hall Saturday
evening, which was very enjoyable. This
lodge is doing more solid hustling now than
eyer. The Chief Templar has sent out a cir
cular to the absent members, and a copy of
the programme that is to be rendered at
each meeting in the quarter.
General Lodge Notes.
Manchester Sons or Liberty Lodge No. ISO,
Loyal Orange Institute, meets on the second
and fourth Friday of each month at Wash
ington Hall, corner Beaver and Washington
avenues, Allegheny. The B, A. P. degree
will be conferred on three members at the
next meeting. The following officers have
been elected for the ensuing term: W. 1L,
John McCalla; D. M., John Hill; Chaplain,
James McCabe: Secretary, John Hazeltoni
D. C, Eobert Adams: I. T.. David Dixon: C.
JL, W. J. Buchanan; Treasurer, B. E. Simp
son. Press Onward Lodge No. M, L O. G. T., held
a very successful leap year social recently.
The members of Willow Grove furnished an
excellent programme. Brother F. Jack
acted as master of ceremonies, and Brother.
Grant Whittakerwas the auctioneer. Wil
low Grove Lodge sent a very handsome cake
and a prize concealed in a box. Brother Ted
Meller won the prize, which proved to bea
$2 50 gold piece. Among the visitors were
Brothers Creamer and Harry Winters, of
Bessemer Lodge.
A musical and literary entertainment was
given by General Alex. Hays Council No.
839, O. Tj. A. M., Wednesday evening, at Mor
ris Hail, McClure avenue, Allegheny, which
was made, very Interesting bv some of the
best talent of the two cities. This council is
growing stronger every month, and Coun
cilor Newhart. assisted bv a faithlul bodv of
men, win in time make 399 a grand success.
The three degress were conferred at the last
meeting. The council meets every Thurs
day evening at suipman's Hall, Ninth ward,
Allegheny.
REFORM IN CERTIFICATES.
Teachers and Pnplls Suffer From the Pres
ent System in Pennsylvania New Cook
ing and Sloyd Schools The Grammar

Superintendent Morrow, of Allegheny,
deviated from his usual cusom and held an
evening Institute last Friday and concluded
with a Saturday morning session, which
brought together a very representative-
gathering. State Superintendent
of Publio Instruction, D. J. Wal
ler, yesterdav morning spoke on
"Certificates." As it is at present there can
be obtained provisional certificates, good
for one year; professional, given when one
displays unusual pedagogic ability; and per
manent, which accordtng to present legisla
tion, are only permanent in the countyin
which issued and outside of that county only
good for one year.
Mr. Waller favors some system of legisla
tion that the permanent certificates can ob
tain a State value. To do this there must bo
a uniform, system of 'examination estab
lished for applicants for this grade. He
stated that over SO per cent of Pennsylva
nia's teachers were teaching under the old
provisional certificates, good for one
year. The system of annually exam
ining candidates for provisional cer
tificates entails unnecessary labor on
both county and city superintendents,
and at the same time offers a premium to
teachers who have no ambition for higher
scholarship, thus making it unfair to teach
ers who had spent time and money to pre
pare themselves for the highest grade
of certificates, inasmuph as under
the economio law the price de
pends on the commodity in market, end
therefore, the holders of poor certificates
have a tendency to keep down wages.
Superintendent Waller favors such legisla
tion as will at the end of three or fonr years
compel the holders of provisional certifi
cates to prepare for a higher grade or drop
out of the profession, and that there
should be higher motives and zeal in teach
ing than tbe pecuniary ones. Dr. O. T.
Coursln, Ohio State Commissioner of Educa
tion, also made an address.

Evidences of School Enterprise.
Pittsburg schools are still coming to.
the front in all that is new and practicable.
At the next meeting ot the Central Board of
Education the Industrial Committee will
recommend that another cooking school be
established on the Sonthside. Lloyd indus
trial schools will be opened next year at the
Homewood, Mt. 'Washington, Franklin and
in one or two other distrlots. The initiatory
one established at the Forbes school still
keeps np a remarkable record in attendance
and progress.
Odds and Ends of School Gossip.
Hiss Bells Gallagher, of the Grant
School, has arraneed her vacation pro
gramme so as to visit at Washington, D. C.
The , Teachers' Library Committee an
nounces that the annual subscriptions are
due. This applies not to the teaohers alone
but to all subscribers.

rangements with Superintendent of Public
Instruction, D. J. Waller, to speak before a
general meeting of the Teachers' Institute
efore the closing of the sohools in June.

and Forbes schools, and spent some time

tral Board of Education, is having a delight
ful jaunt through Southern California, If his
letters be any index. His last from San
Slego speaks of his visit to the Industrial
School there, which be says compares favor
ably to our own Lloyd.
Hiss Grace B. MoMastebs, of the Grant
School, whose resignation was noted last
Snnday, was on Satnrday presented with a
handsome etching from her pupils and an
individual present or Tennyson's volumes.
Friday Hiss HcMasters severed her connec
tion with the Grant Sohool, where for a num
ber of yeafs she ranked as a foremost
teacher.
A tew changes will mark Allegheny school
circles this year. Prof. Jackson, of the
Third ward school, has Just resigned the
prlncipalship to commence the praotioe of
law, he having completed the student course
lately. Pror. Dodds, Principal of the High
School, contemplates the same course in

Woods had charge will meet to eleot his
successor.
