Foster moved that it should betaken and voted upon at once, as it was a very portant matter. Mr. James B. Scott n asked if an objection would carry it to ommittee. President Kelly replied that ections from two members would carry .o a committee. tr. James B. Scott and Mr. John R. ndley then entered objections and the let was referred to a committee. Ee said: "I don't believe that the mer ltile tax should be repealed. It ?250,000 taken from taxes by repealing that tax, sn it must be raised in some other way, rhaps from real estate. People carrying business here are protected by the police i the fire department, and I know of a mber of firms, I could show a great num r, that outside of their mercantile tax not pay one cent for taxes. No, sir; not licayune; and I for one cannot see the ;tice or the eauitv of it." President Kellv here said that the objec ns of two members carried the paper to a nmittee without debate. Opon call of the committees, Captain hn F Dravo, as Chairman of the Eiver 1 Harbor Committee, submitted three olutions, all of which were passed. The it resolution was in regard to Congress ablishing a regular standard of charges pilot and maritime service. The second lolution was indorsing the action of the neral Assembly of Georgia in asking for co-operation of the other States of the lion in the improvement of the harbor of vannah. The third resolution was in rsing the action of a convention of repre ltatives from 17 States held in Kansas ty, December 15, 1891, for the improvc int of the Missouri and the Mississippi 'ers and their navigable tributaries.
