He never failed in his duty toward the order and never hesitatod to sacrifice himself for the good of all. 'Whether It were in local, de partment or national matters, he was al ls ays ready with his invaluable counsel and services when they were called for. In his position as chairman of the National Coun cil of Administration he was higher than the Commander in Ciller, as this body composed of only nine men is the highest tribunal of the order, representing the Na tioual encampment. No greater compli ment could have been accorded him than the five successive elections to this hfcrh olllce. So perfect was his fitness for the difficult place that opposition to him was never thought of. Yet, withal, he was the most modest of men. The Allegheny County Executive Com mittee, of which Comrade McClelland was ro long a valued member, passed these reso lutions: "Adjutant General William McClelland Is dead! Such was the startling news that Cashed through Pennsylvania yesterday evening. Though not unexpected, yet when ever the dread messenger comes within reach of our hearts how appalling. "After a long and painful illness, Comrade McClelland lias passed to bis final rest. In all tint pertains to nobleness of character he was a man among men. "His gallant recoid as a soldier, his honor able career a citizen, his services to the State, and his usefulness to the G. A. B., whether In department or national affairs, aie too well known to need more mention here. None came In contact with him but to love him. He was gentle ana unassum ing, hi-h minded and honorable In all the relations of life. His daily deportment was pure. "He was by instinct as well as by edu cation, a Christian gentleman. In his death this commonwealth loses the services of a cultured and conscientious officer, our country an honored ana useful citizen, end the G. A. It. a wise counselor and a genial oomradv. Cut off in the prime of life and in the midst of a useful and honorable career his de-.th is indeed a sad one. "The termination of long and confidential friendship existing between the deceased and the members of this committee adds a new pang to our hearts. The Chair made vacant by this dread sum mons will be hard to .fill" But we must all bow to tho relentless man date and accept our loss with the heaviness of sorrow.
