The increase in city valuation is exciting
consHserablc discussion among property
holders and tenants. George Johnston, real
estate agent, state that, generally speak
ing, bis tenants, will bear the brunt in the
increase of taxation, as landlords say they
canno: accept less net returns from their
property than they have been getting and
tenants must endure the pressure, or Mr.
Johnston didn't say just what, but the in
ference would naturally be that they must
c;:ve the landlords a chance to get other
tessnts.
John Herron, of TVilliam A. Herron &
Sous, was not disponed to take a gloomy
view ol the situation. He says in growing
cities rents for business properties natural
ly advance villi the increase of population,
sad holds that the present increase de
laand by some owners is not abnormal. Mr.
Herron further states that the depression
caused by the panic of 1873, has not yet
been overcome, and houses on First avenue
which rented for f 1,200 prior to 1873 had
declined to J300 during the depression
which followed, and, though there has been
areeotery, are still renting for consider
ably less than they did 19 years ago.
Still Not Cp to Former Figures,
Here Mr. Kelly interposed to remark that
in 1S73 and previous rents, as everything
el, were based on an inflated state of the
currency. Mr. Herron admitted this, but
still held that the recovery had not
reached the basis of 1873, inflation
tubtraetcd. Mr. Herron states that busi
ness properties, though apparently
bringing high rents are not overly remuner
ative and seldom net over 4V or 5 per cent
to their owners. The centralization that is
constantly goinc on in all branches of trade
reduces competition, as the demand for
room does not grow with the increase of
trade, and only the constricted business
area of Pittsburg keeps rents up to a re
munerative figure. As to tenement houses,
Mr. Herron said it was not good policy for
owners to stand out for the last dollar possi
ble to squeeze out of tenants, and a part of
their duty as agents was te make each party
understand the situation. As a rule, Mr.
Herron said, good tenants were dealt with
reasonably.
In this connection it may be stated that
Kormecutt Co., of Fifth avenue, refuse to
accept the situation and will move to
Mashey's place, but it is said that the rise
on them was a speculation on the part of a
person who rented the entire building, and
tfcis kind of business is not infrequent.
Tlio Last Day Tor Assessors.
Yesterday was the last day for the assess
ors to return their books to the Countv
Commissioners with the assessment for 1892.
Almost all the books were brought in and
the few still out will be returned in a dav
or two. The Commissioners have already
commenced work as the Board ot Revision,
and the result of their labors will be made
apparent when the total valuation for the
county is calculated. They have been
working on the books as they come in.
taking a general look through them and
estimating about what proportion to in
crease valuations to give 3n equitable valu
ation throughout the entire county-. They
have about defined their course and acting
on recent sales as a basis, will raise valu
ations to what they consider a proper figure.
An increase in the county's valuation will
be the result.
A Heavy Increase Made.
The assessors themselves have in almost
sll the districts made an increase ranging
all the way from 3 to 10l per cent over the
last triennial assessment. Even the latter
figure, however, the Commissioners say,'
has not brought the valuations up to what
they should be. The increase by the
assessors will average 33 per cent on flie
total. This, with the 520,000.000 increase
made by the Board of Revision on the
occupation valuations will run the total
near to 400,000,000, withcut calculating
the increase tiiat uill be made by the Com
missioners on property valuations. They
trill make a still larger figure, and as the
total valuation at present is but J2S5,000,000,
there will be considerable room for a re
duction of the taillage.
