A Big Shortage in Appropriations
When the Tear Closes.
ESTIMATES WERE TOO GENEROUS.
Controller Morrow's Prediction Borne Out
by Figures
IN HIS REPORT FOR SIX MONTHS BACK
The close of this fiscal year will find the
citv -without enough money to operate the
various branches of its government. "When
the hist appropriation ordinance was under
consideration Controller Morrow sent a
communication to Councils. It showed
where the Finance Committee had esti
mated receipts too high and expenditures
too low. He predicted a large deficit be
fore the year was out. low he has cold col
umn? of figures to prove the correctness of
his statements.
The Controller has completed his report
of the receipts and expenditures of the
municipal government for the six months
ending August 31. In submitting the re
port for publication the Controller said he
had not given the details sufficient thought
to make a statement as to what position the
city's finances are in, according to this re
port. He probably will be able to do so on
his return next Triday from Atlantic City.

as shown by the report, the indications are
that the finance committee's estimate on
thu-e items will be very nearly correct, yet
the controller is of the opinion that when
the vear's business is wound up there will
be as large a deficiency- as last ear.
