Though few put on wide morning on the
demise of the late Legislature, although
labor reformers were not satisfied yet the
body seems to have dabbled to a consider
able extent around the edge of the reform
dih. The laws it enacted and amended are
at length presented to a long-expectant pub
lic, and some people are inclined to be
satisfied to get them before the next bien
nial seion.
The Governor vetoed one bill, for which
act he will not get the thanks of dwellers in
the suburbs of large towns and cities. This
was House bill No. 71, an act providing for
the arrc-t and punUhmcnt of persons guilty
of di-ordcrly conduct in the townships of
tlri Commonwealth. His Excellency says
he has filed his reasons for the veto -nith
the Secretary of the Commonwealth. Many
people will le curious to know what they
are, as Sunday in summer is at present
made hideous within a radius of ten miles
of this city by toughs ot both
sexes who make it a day of
riot, instead of innocent recreation. They
can be punished for disturbing a religious
meeting, but in view of the other mischief
ihey do to suburban dwellers, this provi-ion
is ridiculous, as a worshiping congregation
is able to take care of itself, while an iso
lated family is not.

victed of the wilful and malicious obstruc-
ticn, rcmoal or misplacing ot any light,

Act Xo. 3.0 provides that it shall be lawful

laws, resolutions, etc., if any club, associa
tion, organ. zation or meeting they may have

laws of this Commonwealth. But they are
not allowed to use force, threats or menace

Act Xo. 214 makes it nnlawful for mining
or manulacturing corporations to carry on
stores by direct or indirect means, nor are
they allowed to lease or sell the right to

PLUCK-ME STORES ARE ILLEGAL.
Nor are such companies or corporations
allowed to contract with the owner of any
btore w hereby employes shall be obliged to
trade at such'store. It is made the duty of
the Attorney General on complaint of viola
tion of the act, by a petition signed and

iore lies it enacted. That it shall lie lawful for

own raising, which ate not tirst-class, or
maikctablc, and -ell Said wine to licensed
dealers witliout taking out or paying a
license for such manufacture- or sale.
Tims, little by little, is tho hoiizouof the

koimI repute states that in his opinion the
burden ofproof that wine made by fanners
is not of spoiled grapes will be on thc.Com
jnonwraltit. This law may tend to blacken
the eve of liquor trusts. In former times
fanneiseould sell wine, but the law of 1S89
knocked them out.
Act No. ssa stipulates that vinegar offered
for s;ilo as eider vinegar must be pure applo
juice, and no ingredients injurious to health,
buchas lead, copperor sulphuric acid shall
be put into it; nor shall anv color
ing matter be used, and vine
gar casks, barrels or kegs must be
branded with the name and residence of
the manufacturer, date of manufacture and
the words "cider vinegar," and no vinegar
bhall be branded "fruit vinegar"' unless It
be made w hull) from apples, grapes or other

Hon. John Dalzell's letter to Senator
Kobinson was made public yesterday. It
was written Tuesday, but the writer ex
plained that he did not feel justified in al
lowing the letter to become public until
after it had been received by Mr. Bobinson.
The following is the letter:

it was written, and I will oheerfnlly lend
von any aid in my power in bringing to

seemly act.
Xo more signal proof of tho truth of this
proposition could be found than is furnished
by the historv of the pending contest for tho
Presidency of tho State .League. Under its
impulse clubs havo been organized in
numerous pi ices where up till this timo
apathy lias prevailed. Tho Stato Leaguo
will moot at fccranton stronger in numbers,
more thorough in organization, more enthu
siastic in Zealand better equipped to enter
upon a. battle for Republican victory than it
Ins ever been before.

mony strikes me as very novel, and falls to
appeal to my judgment. All experience
proves tnai nonorauiy conuueuou corneals
within party lines aro tho most effoctivo
methods of strengthening tho party organ
ization. Xothing can mar tho harmony of tho
Scranton convention short of the success of
the attempt recently made at n meeting of
the Executive Committee in Philadelphia to
introduce gag law and to exclude lrom
rightful participation in tho Leagno conven
tion the clubs lrom 25 counties of the Com
monwealth. In my humble Judgment tho issue now
pending is not as to the choice of one candi
date ovor another. It is a higher, broader
and mure far renching issue. It involves
the integrity of the League itself, wrapped
up, as it is, in the determination of the ques
tion whether tho representatives of a min
ority of the clubs of the Conmionwenlth can
gag'tho majority.
Xottheryour retirement from tho Held,
nor mine, nor the retirement of both, can
eliminate from tho contest this vital issue. I
propose to remain in the light until this
question is determined. If discord results
from the Scranton convention they will be
responsible lor it and they only who have
attempted to control its actions by unfair
methods.
But even if my intentions wore different,
I could not give my assent to the extraordi
nary suggestions ol your letter, that you
and land a third party should choose a
President for the State League. I place too
high an estimate on the manhood of tho
Republican club men of the Stato to believe
that they would tamely submit to dictation
from anyone.
To gag tho clubs of 25 counties would be
bad enough; to undertake to do the "voting
for the remainder w ould bo even worse.
Let us have an open, manly contest, hon
est methods and a fair convention and party
harmony will pot be endanged.
