Stewart Claims Those TVno Pay the
Taxes Are Entitled to Them.

Representative Stewart, of Verona, ac
companied by his wife, left for Xew York
last evening. He was much disappointed
over the veto of the road hill
by the Governor, as they had hard
work to pet the necessary 103 votes to carry
the measure through the House. 3Ir.
Stewart taid that at least a half-dozen mem
bers had to be begged to stand by the bill
when the test came. He blames Captain
Skinner for the defeat of the bill, as the
Pulton county Democrat is a very influen
tial man, and probably had much to do in
converting the Governor to his way of
thinking.
Several days ago Mr. Stewart introduced
another road bill which he hopes to have
passed this session. The objection of the
Governor that the vetoed bill provided for
the unfair distribution of State funds was
carefully avoided.
Badly in Need of a Road Bill.
3Ir. Stewart applied for a special
order to have the new bill put
on the calendar, and he was anxious
to know last evening if it had been granted.
In discussing the subject he said: "My
people were greatly disappointed when the
Governor killed the road bill, It was use
less to try to have it passed over his head,
as it barely got , through the House
as it was. My constituents were more in
terested in the road bill than in any other
legislation, and it 'was tough to lose on a
technicality. The Governor claimed it was
an unfair distribution of State funds to
spend money to repair the roads in counties
in proportion to the amount of State
road tax paid. I can t see it in that light, as
the people who pay the taxes should be en
titled to the roads. "We want highways in
the thicklv-settled communities, and to
deny them "because some mountaineer would
not get the same privilege, which he has not
paid for seems ridiculous. However, this
was Captain Skinner's great complaint. He
wanted the money spent according to the
number of miles of roadway in the county.
This would work well enough for Fulton
county, for nothing would suit them better
than to have the State build the-highways.
Peatures of the Xw Measure
"In the new bill all the good features of
the first measure are retained, but no al
lusion is made to how the money shall be
divided. That can be attended to
afterward by a special appropriation.
T.Vkat the people want is a roaa tax paid in
money and not worked out This is one of
the grievous evils of the present system.
Johnson, of Cambria county, made the
same objection as Qaptain Skinner, but he
was broad enough to vote for the bill, even
if Cambria's share of the taxes is not as
large as Allegheny's.
"Well, great reformers work slowly, and
I suppose we will have to put up with bad
roads for two years more, but the people
won't stand it much longer. The
roads in "Western Pennsylvania couldn't
be much worse, and the loss to busi
ness interests annually in consequence must
be large."
Mr. Stewart took occasion to say that if
Major Gourley was sincere in his attack on
the people who helped to elect him that his
action was commendable, but he thought it
didn't look well for a man to desert his
friends. I
CHIEF EHXEBS SWORN IS.
Numerous Candidates for His Old Position
of City Engineer.
Charles Elilers is now chief indeed, as
well as in name, o er Allegheny's public
works. Yesterday he filed his bond of S20,-
000 with the Controller and took the oath of
oflice before Mayor "Wyman. Though he is
now in charge, it will probably be several
days before the new Chief i ill take full con
trol of liis oniee. His affairs in the Engi
neer's oliice are not in shape to be left at
onre, and he is getting everything ready to
be turned over to his successor.
There are numerous candidates for the po
sition of City Engineer, to be vacated Dy
Chief Ehlcrs. Among them are Kobert
Stvan and Lewis Corspecken.

3IIke Stable Caught a 3,000 Tolt Current
and SOU Lives.
Mike Stable, an inspector for the Alle
gheny Electric Light Company, is now
ready to do a turn in any first-class museum
as "the only living electrocuted man." He
wasjable to be around the streets yesterday,
though only a few hours previous he took
in 3,000 volts of electricity through his
hands. His right hand was burned to the
bone, and his left hand and right foot were
severely burned. Stable climbed to the top
of the tower at the corner of North avenue
and Monterey streetsto make some repairs.
"With one hand he grasped a wire, and with
the other he used a pair of plycrs. The
plyers were not properly insulated, and he
got the full force of the current. A lady
who su-; the accident says that electric
sparks seemed to be flying all about the
man, and she could not understand it.
"With the current on, Stable found that he
had bitten off more than he could com
fortably chew, as he could not let go. A
man went to the works and had the current
turned ofl'and Stable was released. He was
taken to Armour's drugstore and soon after
ward was able to walk home.
CORPSES AS TRESPASSERS.
A Boss Township Man Learns Something;
About Sheriff's Sales.
An irate Boss township farmer, with
blood in his eyes and hay on his horns,
rushed into the County Recorder's oflice,
j esterday, to learn whether or not he had a
right to farm a cemetery, and whether or
not the , corpses therein were not
trespassers on his domain. In 1854
Benjamin Dilworth deeded property
in the above, named township, but reserved
a graveyard which contained the dust of a
considerable number of the Dilworth con
nection. Subsequently the property was
sold by the Sheriff without any reference to
the reservation, and lately the buyer be
came possessed with an idea that he had
been taken in by that official.
The present possessor was not greatly
consoled when informed that buyers at a
Sheriff's sale took in the "more-or-less"
principle, and if less must be satisfied, as
they cannot discard and take the chances of
getting a better hand in the draw.
CLEARING HER CONSCIENCE.
Sirs. Margaret Lane Has Sent S1O0 to Pay
for a Stc'en "Watch.
John B. Gasaway, the Allegheny drug
gist, who many years ago served a term in
the Ohio Penitentiary for a crime he didn't
commit, received a letter yesterday morning
from Mrs. Margaret Xane, the woman who
has confessed the crime for which he suf
fered. The letter was slipped under the
door of his place, and he believes the woman
put it there herself. In it Mrs. Lane said
that she saw by a Cleveland paper that the
name of the lady who lost the watch is
Conger, and she sent $100 to that paper to
pay lier. She will send ?50 more soon, and
says her confessor will deal with Mr. Gas
away. Mr. Gasaway telegraphed to Cleveland to
confirm the letter, and later received a re
ply that the money had arrived. He at first
thought the letter a hoax, but now believes
that it is just as it appears.
