EEGDLAR GELD OP THE JDSTICE MILL When the list of retail licenses granted to township and borough applicants was handed down yesterday morning there were Tery few people in the room, as it was not expected the judges would give it out until the entire list ol applicants had been heard. The same order was made in handing it down as that made when the former list was completed, that is that "all ojhers were re fused." Among these latter are some fa mous road houses that hare been regular stopping places not only for farmers but for owners of fast driving teams throughout the city. "William Lamb, of Stowe township, can he counted among these, and Frank ShoDene, of Indiana township, as out-of-town men. The latter's place was the only one for a distance of 16 miles on the Kittan ning road, beyond Dorseyville. In the boroughs there will be 77 retail drinking places. Last year there were only 60. The only dry ones are Tarentum.Beltzboover and Oakmont. The townships where drouths ex ist arc Hamilton, Harmar, Marshall, Spowden. Jefferson, Forward, Sonth Versailles and Springdale. Objections Kaised to tbe Bids for Natural Gas and Groceries. PBICES ASKED C0XSIDERED TOO HIGH Yesterday was the regular meeting day fpr Pittsburg Councils, but a quorum failed to show up in the Select Branch, and it was a close call to get enough members to do busi ness in the other branch. As a result two important ordinances ordering tbe burying of electric wires in the heart of the city, which were to hare been presented in Select Council by Mr. Lambie, were started on their way in Common Council by Mr. Tag-N gart and referred to the Committee on Public Works. The first ordinance provides that after July 1, 1892, it' shall be unlawful for any light, telegraph or telephone company to raise; maintain, continue, use, operate or employ in that part of the city bounded by the Monongahela river, the Allegheny river, Grant street and Eleventh street, any pole, overhead wire, overhead cable or device above the surface of the ground, by means of which electricity is or has been transmitted, or to keep any such pole or wire now or before that date erected. Owners Mnst Bear the Expense. Each and every such "pole or wire now in that portion ot the city shall be taken down before that date at the cost of the owner. The. Chief of the Department of Public Safety on July 1, 1892; shall proceed to remove all such poles or wires as may not have been removed by tho owners, and is given express cower to uso tbe police force for this purpose. Any company maintaining such poles or wires' after July 1, 1892, or which shall .Interfere with the Chief of the Department of Public Safety -in removing them shall pay for every offense not loss than J50 nor more than 3100. The second ordinance relates to underground wires. It provides that any company engaged In the electric light, telegraph or telephone busi ness nrinr to Ju!v 1. 1S92, and which has complied with the ordinance tor the removal of poles and wires, shall have the right to enter bn the streets for the purpose of laying the necessary conduits and sub-ways for the wires on these conditions: A plan of the proposed system must be submitted to the Department of Public Works, subject to approval before the work is. Degun. Buried Away Under Ground. All wires shall be 'three feet below the sur face and close to the curb, and not more than two squares of any street shall be opened at one time; tbe street pavement must be replaced in good condition; tbe city shall have the right to use the conduits for the wires of the Bureau of Electricity; the system shall always be under the supervision ot the Department of Public Safety so far as the safety of tho public, police and fire apparatus are concerned; reports of the workings of .the system shall be furnished in detail when requested by tbe De partment of Public Safety. Any company neglecting to comply with the provisions of the ordinance shall pay for every offense not less than 150 nor more than S100. The matter of awarding the contract for fuel for the water works to the Philadelphia Com pany at the rate of 6 cents per each 12,000 gallons of water pumped, which was laid over at the last meeting was called, and cansed a lively discussion. The contract was then sont back to the Chief of the Department of Pnblic Works to be re advertised. The award of contracts made by Chief Elliot, ot the Department of Public Charities, was taken up.
