Some Prominent Saloon Keepers Knocked
Oat John Stroap Befased a License,
and Can't Explain It What He Says
About It.
There was an unusual number of people
on the down-town streets last night, and
many were asking the reason, forgetful of
the fact that the names ot the successful
license applicants had been given out
duringtheevening. Several well-known men
were refused permits to trade this rear,
among them John Stroup, Lenz & Klein-
schmidt and J. B. Boyer. The talk on the
streets was nearly all in reference to Johnny
StrouD's knockout His house is eenerallv
conceded to be an excellent one, and as or-
derlv as anv in town, and- the trreatest snr-
nriia was evinced at hil beinrr refnsed a I
license; People who neror visited his place,
expressed as much regret as those who
went there.
"Wheu 'Sir. Stroup was apprised of the
fact of his having been relused a license
last evening bv a DISPATCH reporter, it
was the first intimation be had had, he said,
of the news. He was at a loss as to any rea
sons why he should have been refused,
when so many new men were granted
licenses, and conld assitrn no reason for it
Mr. Stroup could hardly believe tha't a
licenss had been refused him.
Never Expected to Be Knocked Oat
"Why." he said, "so far from expecting
a refusal I have been engaged in fiiini" np
my honse with a view to making it more
comfortable and convenient than ever. I
have spent $1,800 in decorations within the
last three months, and only to-day bought
more material for settiag off the saloon to
better advantage. I can't conceive any
reason why I should bo refused a license.
I have always tried to conduct my business
in an orderly manner, nnd that I have suc
ceeded is proven by the lact that this is the
first time in 18 years that I have been posi
tively refused.
"My house has been frequented by the
best people in the city, and nobody can say
they have ever seen a drunken man on
my premises. I have served nearly J500
people at meals every day, aud as many as
590 on Saturdays, and, I believe, to the satis
faction of every one who came here. Among
those who dine here are manv gentlemen
who never touch liquor in any form. Judge
Stowe has dined here four days a week, for
the last five or six weeks; General Pearhon,
Charles C. Monsooth, and Major Montooth;
Charles O'Donnell, V. C. Knox, of Knox &
Keed; Mr. Loner, of Fourth avenue; Mr.
Harper, Mr. TJnderboIdt, Mr. Evans, and
many others are frequent guests of the bouse.
My petition to the court was signed by sucn
prominent citizens as Charles 6. Milnor,
Secretary of the Pittsburg Bank for Sav
ings; the President of the Farmers Deposit
Dank; tne .President ot the Iron City Bank;
the President of the Merchants' and Manu
facturers' Bank; of the Odd Fellows' Bank;
bv J. D. Bigeert; Mr. Whitney, of Fourth
'avenue; Watson Bell; Mr. Herron, of
fourth avenue; Dr. Jjangford, and many
others.
Had a Costly Establishment
"I have been supplying Gusky's with
meals for some time, and on Saturday serve
these people with 128 meals. This, place
has cost me 573,000, and I have always
tried to keep a house which would be some
thin above the ordinary run of saloons in
this city. I have nothiug to say regarding
tbeactions of the Judges. They are the
arbiters, and mus know, of course, what
they are doing."
Mr. Lenz, of Lenz & Kleinschmidt, conld
not assign auy reason why he was refused a
license. He said it was true he was Presi
dent of a social club which met in the
Forbes street Turner Hall, but the amount
of beer which was drunk there -did not ex
ceed what was sold in any other club in the
city. Mr. Lenz said he would still carry on
his restaurant business, and wait until uext
year.
L"B. Boyer, of Hotel Boyer, was also re
fnsed a license. Mr. Boyer was ill and
could not be seen regarding the matter. The
loss of the license will be taken as bad news
by a number of oil men and well-diggers,
who make this hotel their headquarters.

County Detective Beltzhoover claims that
the Southside police are not trying to assist
him as they might in. discovering the mur
derer of J. W. Guusanlis, and that Officer
William McDonough is trying fo shield the
man who, if not the man wanted, might
throw some light on the mystery.
According to the statement of T. H.
Fraser, an employe of Houston & Co.'s
grocery store on Seventh avenue, Officer
McDonough was at the head of the Du
quesne incline at 11:45 o'clock on the night
of the murder, when a man came up who
seemed to be on intimate terms with the o(
ficer. He was agitated and acted in a sus
picious manner.
The officer asked: "Why, what are you
doing up this way at this time of uicht?"
"On," was the stranger's reply, "I have
been up visiting an aunt of mine."
"Well,"iaid Frassr to the officer, "if
there has been anything done on the hill to
night that man is responsible."
McDonough replied: "If anything has
occurred I kuoiv where to get the man.
He's a crook and I know him well."
.This information did not reach Detective
Beltzhoover until last Tuesday. That night
be telephoned to McDonough to ask him
who the man in questiou was. McDonough
replied that he would not tell anything, but
when informed that it was the county detec
tive who desired to know he said he knew
well the man in question and could find him
whenever wanted, but refused to give his
name.
Mr. Beltzhoover applied to Inspector Mc
Kelvy, but the Inspector said McDonough
had, denied knowing anything of the man.
Beltzhoover then had recourse to Superin
tendent of Police Gamble Weir, who yes
terday consulted the Xuspcctor, but could
get no additional information.
The County Detective is very wroth over
the matter, and s.iys it is hard for him lo
perform good worK when city police place
obstacles in his way.
Inspector McKelvy said last; night that

WOEKIHO 01T THE HEW BILL.
The Mlnlnc Commission Will Complete Its
Labors In Ten Days.
The Mining Commission passed over the
thirteenth section of their new bill yester
day. The entire commission is present now,
with the exception of J. P. Brennen, of the
Fifth district. Mr. Brennen is the general
manager of the McClure Coke Company,
and it is not known whv he is not present.
' .'.Mr. Lynch, from the Second district, was
unable to get away from the coke country,
and John Saxman was placed on the com
mission in his stead. The commission will
not complete its work for over a week yet,
and no report will be made until the gentle
men go back to Harrisbnrg and report to
the Legislature.

Corkworkem Claiming Increased Strength
in Their Banks.
The corkworkers arc jubilant that the
threatened break in their ranks did not oc
cur yesterday, and they say now that they
can win. They deny the statement that
they are not getting their benefits. On the
contrary they say they have all the money
they need.
They have arranged with the management
of the World's Museum in Allegheny for a
benefit on Friday afternoon and evenine.
and several hundred tickets have already
been sold.
Several Tressing; Orders.
Preparations are going on to put the Al
legheny Bessemer Steel Works in shape to
roll rails again. It is said that several big
orders are pressing the firm of Carnegie
Bros. & Co., among them the Penn
sylvania Bailroad order, and fhat'they will
take this action in order to fill their con
tracts, as the Duquesne mill can be operated
with a great deal less coke than it takes to
run the Edgar Thomson.
