EEXEFIT OF PEOTtCHOX TO 1MEEIC1 Ah interesting document was received yesterday by the Consular Agent of Belgium, for the local Chamber of Commerce. It is the report of M. P. Hageman, Consul Gen eral of Belgium, now located at Philadel phia, which he has prepared to send to the officials of bis Government, on the recent British Iron and Steel Institute, which he accompanied on its tour through the manu facturing centers of the United States. In this report the Belgian Consul speaks very flatteringly of Pittsburg as the manu facturing center of the Union. He refers to it as the center of the coal basin, extending from the Allegheny Mountains and the State of Alabama, and it takes the first place among the manufacturing cities of the Slates. He calls it the Birmingham and the Sheffield of the United States, cays that through its position at the conjunction oi the Allegheny and Honongahela rivers it is made one of the most important commercial posts. It is from this that Pittsburg is the intermediate market between the slope and the South and 'West, sending out coal, rails, iron, glass, etc, and getting in return, cot ton, sugar, tobacco, minerals, lumber, grain and meat. Large, clean, well-paved streets, bordered on cither side by line architectural bouMis, magnificent stores, hotels, banks anu clubs ie it an aspect of wealth aud pros perity that only a few of the larger cities lu;,Mis. A French chemist. Henri Saint Clair Devills, made tbe first experiments on this subject, in order to obtain pure aluminum and Air. Hageman predicts that tbe alloy is soon to become an important factor as a manufactur ing materiak The Consul closes bis report by paying his re spects to the McKinley bill in terms that will be Interesting to American manufacturers. He savs: "All our people have wondered if this law wonld not onfy close tbe United States to European products, bnt also furnish an excuse to force reciprocity upon the southern conn tries, for which eflect the Pan-American Con gress of lSQ was instigated, and by which means tbe United States coulrt control tbe two Americas to tbe exclusion of our products.
