Local Eailroad Officials-Don't Believe
There Is Immediate Relief
FOR MILL MEN OF THE VALLEYS.
The Question to Be Considered at the
Chicago Meeting To-Day.
UOW THE FREIGHT FOIST IS YIEVYED
The prospects for an immediate cnt in
freight rates on coke to the Rationing and
Shenango valleys are not very bright. The
question of reducing the rates on manufac
tured articles to the East and "West will be
considered at the meeting of the Central
Traffic Association in Chicago to-day.
The furnace men about 2ew Castle and
Sharon claim thp t the solntion of the shut
down problem rests now with the railroads;
that the coke men have agreed to reduce
their product to 81 75 per ton, but they are
waiting to see what the railroads will do,
and unless a corresponding cut in lreight
rates is made the cut on coke, would not be
of much avail. When this statement was
shown yesterday to General Freight Agent
Prank Dean, of the Lake Erie road, hesaid:
No Possibility or Lower Kates.
"lliat is certainly incorrect. It was only
last Saturdav that a prominent coke oper
ator told me tUey could not figure on the pnre
until the wage question is settled. anO the
workmen intend to go on a strike on Wednes
day. Even if tlie freight rate on cote is re
duced 15 cents, as they ask, I do not
believe tne furnace men will re
sume. As nearly as I can remember,
the entire freight charges for a ton of iron, ac
cording to i heir figures are S2 54, and a re
duction of 15ccnts would not reduce the cost
er much. Until the price of coke is fixed
there is no possibility of the freight rate, being
reduced. 1 don't know when the Local Freight
Committee will meet again to consider the de
wands." General Western Freight Agent C. S. Wright,
ot the Baltimore and Ohio road, said he had no
opinion:, on the question to offer, as they might
be revered by lus superiors, and talk was use
less, anvbow.
Another frieght agent spoke more at length.
"This Is not a one-sided question." he said.
"Whenever the Mahoning and Shenango fur
nace men arennable to compete in the markets
they blame the railroads. They never thluk of
holding themselves responsible for the
rcult. To beirin with, overproduction is
tho mam cause of the present depression.
About a car ago when the price of Bessemer
pi; iron w& up to$235Q, the fnrnace men were
too greedv, and they turned in and made too
much iroii. What as the result? The bottom
dropped out of the market, and to-day jou will
find little mill iron in the valleys, but there is
a bcarj stock of pis.
Increased Tig Iron Production.
"Ta show how the pig iron production lias
incitaed, in 1SS5 the American outpntwag
0.660,000 net tons; in 1S90 it reached 10,000,000
net tos. In England in 1SS5, S.400.000 net tons
were produced, and in 1890 the figures had only
Increased to 9.000,000. The furnace men
fail to consider this factor, but sail into the
railroads when everything is not going to suit
thrm. On the other hand.:in their fight for a
reduction in lre.gbt rates they never mention
the fact that last year they paid SI per ton
more for their ore than ever before. 1 claim
that the cut of lb cents on the coke rate will
not ale it possible for them to resume work.
T-e Mahoninsand Shenango men are fol
lowing in the footsteps of their fathers. They
are making iron as their daddies did years ago.
Inst.ad ot confining themselves to making
rnJnant iron, which the Southern manu
fauurer is knocking out, why don't they turn
oui other specialties, as steel shafts, billets,
wire rod6, etc, on which they could realize
living prices? Much of their pig iron
used to be shipped to Pittsbnrg and other
places, but the capacity of the furnaces
has been increased in this city, and the valley
men have, to a large extent, lost the market.
In a similar manner markets in other places
Lave bfen cut off by local production. Surely
the railroads are not responsible for this
feature of the problem.

"Again, the Inrnace men have recently spent
large sums of money in improving and enlarg
ing their works. The sudden depression in the
trtde pinches eoine of them and
they rush to the railroads for re
lief, but in their demands they
never speak of their late expenditures.
Southern pig iron is also a prominent factor in
the question, and will continue to be for some
time. The southern men ran make and load
pig iron on the cars for $9 75 per ton, and
the freight to the valleys is $1 10. makingthe
entire cost in Yonnrstown S13 85. The
valley furnace men can't deliver the iron on
the cars for this price. They have been work
mc on a higher basis, anil until they change it
they can't bone to compete with the Southern
manufacturers. The reason whv these fel
lows can make iron so cheap now is that
thev have made lots of money out of town lots,
which Is promptlv invested in iron mills, and
they are using much of it to put their product
on the market at a low rate to call attention to
them and their business. This can't last for
ever, but until the shaking Ait process is over,
tlie Northern furnace man is bound to suffer.
The coke rate at present to the valleys Is
$1 35. Of this sum 70 cents on the ton goes
to the lines irom the regions to Pittsburg, and
the roads from this point to the valleys receive
the other 65 cents. These figures may seem
large for the transportation of a ton of coke,
but when all the switching necessary is done to
get a car of coke trom the regions to the fur
naces, the above suniB have been very much
reduced.
In Pittsbnrg. where the iron trade is dull,
the manufacturers have asked for nothing.
They don't confine themselves to making mer
chant iron, but turn out other specialties on
whicn the Southern men. with their inferior
grades of iron, cannot figure."

A verdict for the defendants was given
yesterday in the suit of Richard McCabe
against Inspector John McAleese and Offi
cer Thomas Paisley. The case was an nc
tibfefor damages for an alleged false arrest.
On September 29 Inspector McAleese and
his officers raided a speak-easy and poker
room at the corner of Market and Water
streets. JtcCabe was a shoemaker, and had
a loom in the same building on the floor above
the room raided. When the officers entered
the house, McCabe was in the hallway. When
be saV the police, he and another man ran up
stairs to McCabe's room. The police followed
and arrested both, taking them, with 13 others,
to Central station. McCabe was afterward re
leased, bnt brought suit for dam aces.
Judra Collier, In charging the jnry in the
case, painted out a police officer's duty as very
clear. It was defined explicitly by the laws and
ordinances in relation to such places. It was
an officer's duty in making a raid to arrest any
one seen by them in or about the bouse, either
in the hallways or coming out or going in the
doors, or in the rooms. Their presence was
sufficient cause for arrest anil detention for a
hearing, aud if at the hearing tbey proved in
nocence, tbey should be released. The jury
speedily gave a verdict for the defendants.

Notes From the Courts.
The snit ot J. M. Larimer against Margaret
A. Negley and John Uroetzlnger, an action on
a lease, is on trial before Judge Magee.
Edward Slack yesterday entered suit
against John Conner for $1,000 damages for
injuries received wnile working at a 'stone
breaking machine.
Joseph Fedf.k, assignee of. Aaron Feder,
yesterday entered suit against Mrs. J. M.
Gnsky to recover $3,573 on an account for
clothing furnished.
The jury is out in the case of James M.
Fleming against the Baden Gas Company, an
action to recover damages for Injury to land
caused by laying a pipe line through it.
Ix the suit of A. J. and L. C. Barton against
Henry Murphy, trustee of T. J. Hamilton, an
action on an account, a verdict of $39 09 for the
plaintiffs was taken esterday by consent. .
The suit of the Granny Mining and Smelting
Company against the First National Bank" of
Pittsburg, garnishee of the Manufacturers'
Galvanizing Company, an action on an
account, is on trial before Judge Slagle.
A verdict of S428 lor the plaintiff was
given yesterday in the snit of Jacob Powle
against the Baltimore and Ohio Railroad Com
pany. The suit was for damages for injuries
received by being struck by ono train as he
was dismounting from another.
Geokge Baibd yesterday entered suit
against Herman Vondereckfor $6,000 damages.
Baird claims that one day while walking along
the P. V. & C. R. R. tracks Vandoreck. ont of
maliciousness, tired at him with a shotgun.
The shot struck him in the head and face, and
destroyed one of his eyes.
A kox-suit was entered against the plaintiff
j esterday in the case of John Mellon against
H. A. Warner, Superintendent, and J. H. Hare,
A. Lysle, Charles Donnell, W. A. Magee,
William Hill and C. C. Hox, managers of the
workhouse. Mellon was employed at tho
workhouse, and was injured by the kick of a
borte. He sued for damages, claiming that the
officers knew the horse was vicious when tbey
sent him to attenu to it. Tbe Court directed a
non-suit on motion of the defendant's attorney.

carriaces. buggies, etc. to pay their licenses as
this office forthwith.
All" licenses not paid on or before the first
Monday in March, 1801, will be placed in ths
hands of vehicle officer for collection, subject
to collection fee of 60 cents on each license.
Aud all persons neglecting to pay on or befors
first Mondav In May, 180L will be subject to a
penalty double tba amount of the liceines, to bo
recovered before the proper legal authority of
said city. The old metal plates of last year
must be returned at the timelicenses are takes
out, or 25 cents additional will be charged oa
tbe license.
Rates of license: Each one-horse vehicle. S6;
each twn-horse vehicle, $10; each foor-horsa
vehicle. 112; each four-horse hack, $15; oronl
bnsses and timber wheels, drawn by two
horses, 110.
One extra dollar will be charged for each ad
ditional horse used in above sn-cified vehicles.

tho Tenth ward of said city, being qualified to
vote for members of the House of Representa
tives, will meet at their resoective places for
holding elections, and elect by ballot one citi
zen to serve as Common Councilman fortha
unexpired term of John Kearns. resigned.

Penn avenue Second district to meet at Gal
lagher's, corner Nineteenth street and Penn
avenue.

ceived for any kind of boiler, but bidders
roust show in detail what tbey propose to
furnish. Boilers to be arranged for a mechan
