MAKING THE STATE PAT FOE LUNATICS Dilatory Councilmen receivcdja severe re buke yesterday, and were given to under stand tbat 2 o'clock means just GO minutes alter 1 and not 3 o'clock. Both branches of Councils used the same method to enforce the lesson. There has been considerable crumbling for months on the part of those members who are prompt in attendance, and yester day, when but 15 out of the necessary 24 answered to their names in Common Coun cil, at 2:25 i 31., 25 minutes after the time set for beginning business, a motion to ad jonrn was made and promptly carried. The neus was carried to Select Council, where 15 gentlemen were impatiently await ing the four more necessary to complete a quorum. President Ford .suggested that a recess of 10 minutes be taken, but the motion was voted down, and a motion to adjourn, offered by Mr. Terry, was as promptly re jected. A.fC Robertson filed a great, big objec tion to the action taken, and thought it con cealed a job, which led Mr. Perry to become indignant, and stated that he was tired of wasting time in Council chamber waiting for the men who run things, and President Ford settled the dispute by declaring the meeting adjourned. J ust a. Trifle Premature. llr. Robertson was in an unfortunate position, having given to the afternoon pa pers the draft ot an ordinance, which those journals had prematurely stated that the gentleman from the Fourteenth ward bad al ready presented in Select Council. The ordinance provides for a special election to allow tbe citizens to vote on the issue of (1.000,000 worth ot 1 per cent SO- ear bonds, to provide for tbe erection of free bridges and the improvement of parks. This action is declared net essary by the recent decision on the street act. Controller Morrow, in speaking of this propo sition j esterdaj- af ternonu, raid be had not given the matter much consideration, but be was opposed, on general principles, to increas ing the city's indebtedness. chief Elliott, of the Department of Public Charity, sent a communication to Councils bet ting forth that the cities of tbe State. Dotably Piitsborg and Philadelphia, fail to participate in the benefit of tbe act of 1SS3, which au thorizes the State to pay one-bait the expense of maintaining the indigent insane of fie sev eral counties of the Commonwealth. Air. Elliot presented with bis communination tbe draft of an act prepared to remedy this evil. Tbe proposed act recites in a preamble, that tbe act of IS3 provides that the expense of ilie care and treatment of the indigent insane in the State Hospital for the Insane shall be divided betw cen tbe State ana tbe enmity; that the secral appropriation bills of 1S&5, 1SS7 and lbSO make no provision for the indigent insane of the several city poor districts, which have their ok n insane hospitals, notably, Philadel phia and Pittsburg. Crort ded Out of State Asylums. The bill goes on to say that owing to the re fusal of State hospitals to care for the indigent insane of cities constituting separate poor dis tricts, by reason of lack of room, some of tbe city poor districts have been compelled to main tain their own hospitals for insanp; that the sum ot 2,000,000 has been appropriated since lbt5 "to pay for the State's sbare of keeping the indigent insane of the several courtiesof the Commonwealth in State Hos pitals for the Insane under tbe provisions of the act of 1&3. not one dollar of which went to tbe several city poor districts having their own hospitals, and that the cities contribute as welt .is tbe counties by taxation to tbe revenues of tbe btate. and are as justly and equitably entitled to be reimbursed for the care and treat ment of tbeir indigent insanp as thecounties of tbe Commonwealth under the said act of 1S83. and ought to have participated in the several appropriations made by tbe General Assembly subsequent thereto. The first section provides, therefore, that the expenses ot the care of tbe indigent insane ot tbe several poor districts ot the Commonwealth, whether cities or counties, shall be borne equally by tbe State and poor district, provided, tbat the maximum charce to tbe State where such insane are not cjutincd in State hospitals. elinll vi... The second section provides tor the appro priation of a sum sufficient to reimburse the cities constituting poor districts (cot included in the act of 1853) for payment of tbe expenses of indigent insane incurred m hospitals of city districts since 18S3, at the sum per week al low ed in the first section of this act, to be paid by the Commonwealth to the proper depart ment ot the several cities. Provided that tbe chief of department of such institution shall make a report, under oatb, to tbe Auditor Gen eral ot tbe actual nnmberof indigent insane persons received in hipital from June 13. 1SE3. to January 1. 1631. with details showing time each person was treated. The third section provides tbat hereafter it sball be the duty of tbe chief officer in each city poor district to report to tbe Auditor Gen eral on or before June 1 of each jear the num ber of indigent insane in tbeir district, with tbe names, age and other details of each per son. The fourth or final section provides tbat neg lect or refusal to perform Hie duties required r the city poor district officials by this act, w II forfeit .o that city the whole amount al lowed under its provisions.
