IESTEKDAI IS THE COUXTI CODETS The question of the existence of the Salary Doard of the county was raised yesterday. It was the day for the County Commis sioners and Controller to meet and organize as the Salary Board under the act of 1883. Under this law the officers meet after their election and organize, after which they are subject to the call of any county officer who may desire the action of the board in recard to his office. Such officer when his office is affected is for the time a member of the board. When the matter of holding the meeting to organize the board was discussed jeteraay tbe Commissioners Ftated that they had been advised by County Solicitor Gever thatomng to the fact that the cunty now has a population of more than 5cQ,000. tho actor Ascnibl providing for a Salary Board does not apply to Aliechenv oountv, and the Salary Doarrt was no longer in existence. At:3Uin the afternoon the Commissioners and Controller met, and the written opinion from County Solicitor Ge er was produced. It was in substance lis loliows: "The act only applies to counties of less than EO0.PU0 and more than C0Q.OUO inhabitants, and as tbe population of tiiia county is in excess of 500.000 it is not included m the urousionsof taid act." Tbe County Cornmissioicrs acquiesced in the opinion but'Mr. Gricr declined to admit the situation. He was not ready to admit that the laws for a county of less ihan500.000inhabitants were no longer applicable to Allegheny county, and desired to hare the decision of tbe court in the matter. The Commissioners took tbe ground that as the fact that the county has a population of more than 500.000 cannot be surmounted the Salary Board does not exist. No action was taken at the meeting. xhe wiping out of the Salary Board, it was stated, will allow the different officers to engare such clerks as they see fit to perform the work of their offices, so loug as they earn enough fees to pay the salaries. County Controller Grier esterday refused to pay Alex. McGunnegle, a clerk in the office of his brother. Clerk of Courts McGunnegle, his salary of 1U0 for the month of December be cause he did not work. TLe Clerk of Courts made a foriuai demand for the pay and it was refused. The Clerk of Courts said his brother bad worked aud he could show it when the tune came, but that was not the question. He would let tbe court settle it. He maintained that he is allowed so many clerks to do the work in his office, and whether the work is per formed m equal shares or by only half of the men does not concern the Controller. H aio maintained that Controller Grier has no jurisdiction fur work in December, as that was dunug Controller Speer's term. In the Criminal Court Yesterday. Criminal Court cases: Henry Graham and Charles Rowe pleaded guilty to larceny, ana tho latter was sentenced to one year and two sientbsinthc penitentiary. Harry Jarvis was sent four months to the workhouse for the came offense. Martin Hines was convicted of larceny. Alois Hopf, John Ensley and Charles Held were convicted of snooting pigeons, Martin Black was sent three months to the workhouse tor aggravated assault and battery. Ji. Sutherland was fined 10 for assault and bat terr. J. J. Fisher. Jr.. was acquitted of em bezzlement, and William Mcintue was ac quitted of larceny. The Aldermen Committed. Aldermen Calleu and Maneese appeared in Criminal Court jesterday and Judge Stowe, without comment, ordered that the original sentences be carried out. That of the former is three years in the penitentiary and the latter mx months in tbe workhouse. Attornev V. D. Mooie announced that Alderman Doughty conlu not appear, us he was sick.
