HOW THE NEW WORK IS PE0GEESS1NG
The first annual National Convention of
the Kon-Partisan "V. C. T. TJ. opened its
sessions yesterday morning: in the North
Avenue M. E. Church. All the members
of the convention are assigned to the houses
of friends of the cause in the two cities, but
at the opening exercises there -were not more
than 75 present. As the dav wore on, how
ever, the cburcb became filled with later ar
rivals. The membership, as can easily be
seen, is composed of ladies of unusual in
tellectual attainments. Some were richly,
but all tastefully, dressed.
A feature of the convention were the
young lady pages, whose blue badges flut
tered up and down the aisles as they at
tended to the wants of the delegates. An
other feature is the music, which is under
the direction of Mrs. Patton, of Philadel
phia. LAST SIGHT'S SESSION.
The church was crowded last night, and
much interest was manifested in the ad
dresses made bv Itevs. J. T. Leak, "V. H.
McMillen, and Sirs. Mattie Bailey. Miss
Isabel G. Shortledge, of Concordville, Pa.,
made an earnest appeal for financial aid to
carry on the work or distributing literatue and
educating the boys and girls who are to take
the belm in the future
Mrs. Lydia H. Tilton, of Washington. D. C,
spoke of tie bard work done by members of
the union intrjingto cet proper temperance
legislation through Congress. She was fol
lowed by Mrs. Mary J. Aldricb, or Cedar
Rapids reviewed the work ot the temperance
cause Tor the past 100 years, after which the
convention adjourned until to-day.
The proceedings or the morning session were
opend with a hjmn and praer by Mrs. Isa
bella Plumb. Oberlin. O. This was followea
by asbort prajcrs and addresses by Mrs. J.
Allen Foter. of Iowa, and Mrs. Caroelia
Alfred, or Brooklyn. N. Y. After the appoint
ment or a committee on credentials, telegrams
ol erecting were read from Oregon. Minnesota,
Inna and Ohio, the Crusaders of Tiffin adding
$. to their greeting.
THE SECRETARY'S BErORT.
The report or the General Secretary, Miss F.
Jennie Duty, or Cleveland, was next read. She
paid a tribute to the co-operation of the Vs. a
junior organization or the union, and gave a
statement al-on.n; the standing or the senior
order in the right States in which it bad been
organized within the last ten months. The re
port tw adopted, as was also that or the super
intendent. Mrs. Bailey. Freidcnt of the Ioa Union;
Mrs. Panl, President or the Maine Union: Mrs.
Lukens. Presidtnt ot the New Jersey Union,
and Mrs. Plunney, ot the Ohio Union, made
short addresses. 'Mrs. Campbell. President or
the Pennsylvania Union, said that if any work
was needed thi State would be In the van.
She urged that the boys as well as the girls be
brought into the junior organization.
At the afternoon session ltev. J. T. Leak, pas
tor of the North Avenue M. E. Church, and
Rev. W. H. McMillan, of the Second United
Presbiterian Chuich of Allegheny delivered
ailili esses of welcome. The response to tbo
welcome was made by Mrs. Mattie M.Bailey,
Preiident of the Iowa Union. The remainder
of the afternoon session was taken up in the
appointment of committees and other routine
business.

MEASURES FOR PROPERLY OBSERVING
THE FIRST DAY OF THE WEEK.
Congress Urged to Fass lavs Prohibiting

Trains and Other secular Employment
on Sunday.
The sessions yesterday of the Sabbath Ee
forni Convention were largely attended.
Last night Rev. D'. W. 1 Crafts, of Chi
cago, delivered an address on behalf of the
Christian Sabbath, giving several reasons why
t was not more generally observed throughout
the world.
The following delegates were appointed to
attend the National Convention to be held in
Philadelphia, next month: Rev. A. J. Gregg
and Rev. A. K. Kirkpatrick, of Armstrong; T.
R. Stewart. Westmoreland; Rev. J. H. Gibson
and Rev. J.W. Baker, of Fayette, and Dr. J.
AV. Robinson and Captain A. Wisbart, of
Allegheny county. The Executive Committee
was authorized to name the other delegates.
At the afternoon session the topic first dis
cussed was The Physical, Intellectual and So
cial Benefits of Sabbath rest," Dr. Hays, Dr.
McAllister and Dr. Crafts taking part. Dr.
JIas made a verbal report as to the work of
the"Executive Committee during the past year.
With the coming jear they expected to do
much better, as the work so far had been in the
nature of paving the way. The session was con
cluded with an address by Charles C. Bonney,
of Chicago.
'The Duty of Congress to Protect Sabbath
,Rct as Far as its Jurisdiction Extends," was
discussed at the morning session. Chairman
Rev. D. S. Littell suggested that it was not
necessarv that the convention should devote
itself solely to speeches, as Congress needs
praying for as much as talking to. One
sneaker said the President of the United States
had set a bad example in traveling on Sunday.
When Rev. Dr. Crafts suggested that Presi
dent Hairison had not traveled on Sunday the
first speaker said he did not mean the present
President, but Mr. Cleveland. Dr. Crafts thee
went on to tell about tho move
ment to stop Sunday mails. Sunday
trains ana Sundav parades. Petitions had
been presented to Congress representing 10. 000,
OOOfieople. He said that Congress was so busy
legislating far other sections of the country
that it could pav no attention to Washington,
m winch there was more Sunday desecration
than any city of, the Union except New Or
leans. A resolution was adopted that the conven
tion, throuch its President and Secretary, peti
tion Congress m favor of the passage of both
the Blaii and Brcckcnridge bills for the defense
of the Sabbath in the District of Columbia.
The second topic was "The Immediate Duty
of the Friends of the Sabbath in Western Penn
pjlvanta." Rev. D. McAllister said the first
duty was to organize in all the counties and
jiuU the -ork in everv known way.
The Cnniuiiuee on Resolutions offered a pre
limiuart u nm t deploring the apathy and lack
ol conM-t"i v "! Christians: appealing to the
Columbian !imnsioners against the opening
of the Wuilt " Fair on Sunday: recommending
a business men's protest against such opening;
calling upon the Postmaster General to put a
stop to Sunday work in the CO.000 postofiices of
the country, and advocating a law deposing
public officers who will not enforce Sunday
laws.
The various subjects were discussed at length
and finally adopted.

tainty Destroys Law," Henry M. Burton, presi
dent of the Philadelphia Law and Order So
ciety: "Liberty Possible Only Through Law,"
John M. Langston; "No Rogue Ever Felt the
Halter Draw With a Good Opinion of the
Law." Colonel L. Edwin Dudley; "One Day's
Rest and Six Dajs' Toil." Walter T. Mills.
The convention will meet at 10 o'clock this
morning in the Y. M. C A. building. JJearlv
all the delegates who are expected to attend
reached the city yesterday. To-day and to
morrow will be devoted to business meetings
and Saturaay to sighUeetnir. It is ntrM
that some important business will be transacted
in regard to the work of the societies in this
country and the Dominion.

Good Intentions.
"Did you ever see a man disgusted with him
self T Well, I am one," said an unkempt indi
vidual Jo a reporter yesterday. "I am going to
the Central station and give myself up."
"I wouldn't do that. You have been drink
ing and they may send you to the workhouse.
"You ought to brace up," waa the reply he re
ceived. He bad an honest face, partially
hidden behind a layer of dirt and a straggling
ted beard.
"I am a printer." he continued. "I have done
wrong and I know It. Booze is the curse of my
lire, and I feel if I could get behind bars and
stay there for awhile 1 might recover from this
spree."
By an unfortunate shift in position the jingle
of a few nickels issued from the reporter's
pockets, and the printer's good intentions dis
appeared in a moment. Another glass or beer
was all he wanted and then he would quit for
ever. He got it, and he is sleeping in the Cen
tral station now.
STOKING RAILROAD CABS.
A Man Knocked Senseless on the Pittsburg
and Western.
P. W. Lupher, while riding in a, smoking car
near Hcrr's station, on the Pittsburg and
Western Railroad Tuesday evening was struct
in the temple and knocked senseless by
a stone that crashed through the car window.
The train was stonped and an unavailing search
made for the person who threw the stone.
The company has set several detectives to
work, as this is not the first time cars of that
road have been stoned at the same point.

AN ORDINANCE AUTHORIZING THE
construction of a sewer on College street,
Irom Elwood street to Ellsworth avenue.
Section 1 Be it ordained and enacted by tha
city of Pittsburg, in Select and Common Coun
cils a-scmbleil, and it is hereby ordained and
enacted by the authority of the same. That tha
Chief of the Department of Public Works be
and is hereby authorized and directed to adver
tise in accordance with the acts of Assembly ef
tbo Commonwealth of Pennsylvania and tha
ordinances of tbe said city of Pittsburg relating
thereto and regulating tbe same, for proposals
for the constrnction of a pipe sewer 15 inches
in diameter on College street, commencing as
Elwood street, thence along College street to a
connection with Ellsworth avenue and College
street sewer, tho contract therefor to be let in
the manner directed by tbe said act of Assem
bly and ordinances. The cost and expense of
tbe same to be assessed and collected in ac
cordance with the provisions of an ace of As
sembly of tho Commonwealth of Pennsylvania,
entitled "an act relating to streets and sewers
in cities of tbe second class." approved tbe 16th
day or May, A. D. 1889.
Section 2 That any ordinance or part of
ordinance conflicting with the provisions of
this ordinance be and the same is hereby re
pealed, so far as tbe same affects this ordi
nance. Ordained and enacted into a law in Councils
this 27th day n f October. A. D. 1S90.

the opening of Shakespeare street and
alley, from Landwehr street to Putnam
street.
Section 1 Be it ordained and enacted by tbo
city of Pittsburg in Select and Common Coun
cils assembled, and it is hereby ordained and
enacted by the authority of the same. Tbat tha
Chief of the Department of Public Works ba
and is hereby authorized and directed to cause
to be surveyed and opened within 60 days from
the date of tbe passage of this ordinance.
Shakespeare street and alley, from Landwebr
street to Putnam street, at widths of 20 and 40
leet. in accordance with a plan on file in tha
Department of Public Works and ordinances
locating the same, approved October 4, 1883,
and May 31, 1890. Tbo damages caused thereby
and the benefits to pay tbe same to be assessed
and collected In accordance with tbe provis
ions of an act of Assembly ot tbe Common
wealth uf Pennsylvania, entitled "An act re
lating to streets and sewers m cities of tha
second class," approved the 16th day of May,
1889.
Section 2 That any ordinance or part or ordi
nance conflicting with tbe provisions of this
ordinance ba and the same is hereby repealed
so far as the same effects tbis ordinance.
