Mayor Gonrley Opposes the Vacation of llarlury Street, and is SUSTAISED BY SELECT COUNCIL The Purchase of the Schenlcy Park En trance Strikes a Snag. COXSTlTCTIOXAIi OBJECTION RAISED f Mayor Gonrley launched his maiden veto on Couucils yesterday and it was sustained by a flattering vote. It was directed at the ordinance for the Ta cation of Marbury street, and was read by President Ford in Select Council. His Honor holds that the street is necessary for the convenience of the pnblic, and will become more so as the city crows. He also claimsthat it simply means a practical dona tion to somebody of a valuable lot fronting 40 feet on Forbes street and extending back 100 feet, worth approximately $5,000. The Mayor lurther says that the practice of va cating streets is a growing evil. Individuals and corporations desirous, in this way, of procuring valuable property for nothing, pertinaciously press theirclaims before Coun cils until finally their persistent efforts are crowned with success. Mr. Keating objected to the Mayor's con clusions that somebody gets a lot for noth ing. If it was right to vacate the street the question of 5.000 or 5500,000 should not enter into it. The city does not own the ground and cannot give it away. THE MAYOR SUSTAISED. The vote to pass the ordinance over the Mayor's veto resulted as follows: Aves-Mcssrs. Gillespie. Mr. Perry spoke against the resolution, as he did rot think it necesar to go out of the city to secuie a man for the position. He thought it was only done to gratify the whims of the loers that be. and he expected the next thing Mould be to send to Castle Garden for Italian laborers. Mr Keating insisted that it required a skill ful and competent roan to till the position, and he could not ee wherem anvone would be harmed by the engagement of a New Yorker, The resolution was passed finally, Mr. Perry's bemgtbe only i egative ote. Under a suspension of the rules ordinances were passed granting the Market Street Rail wa and the Grant btreet Railway, which are to form the donntonn loonof the Duquesne Traction Company, rights and privileges o er certain thoroughfares: and an ordinance also granting the .Duquesne Traction Company the riirht to use the streets now used by the Central Passenger Kailway Company and the Transverse Railwaj Company on securing the consent of the said companies. A COKSTITUTIOKAL OBJECTION. When the ordinance providing for the ac ceptance of Mrs. Schenley'a offer to sell 19 acres of land for 75,000 for a nark entrance came up in Commou Council Mr. O'Donnell objected. The ordinance had been amended in belcct Council to make the payment in one lump instead of three annual installments of Kj.000 each. Mr. O'Donnell insisted that it was unconstitutional for Councils to agree to the expenditure of money not already provided for in the annual appropriation. Mr. Magee stated that the ordinance aid not provide for any expenditure, but merely for the acceptance of an option. In response to questions from Mr. Bigham he said the park appropriation lor next year would not exceed Ust j ear's (S2OU.CO0) by more than $25,000, and nut of this amount they would pay Mrs. Kchenlet. The ordinance was pet to a vote, and failed for want of the necessary two-third's majority, the vote standing 21 aes and 12 noes Mr. Bighaui. from the Committee on Public tt orks presented a resolution to suspend work on the Craig street boardwalk; passed. Also, with a negative recommendation, an ordinance for repaying Stanton avenue, from Butler street to Clearview street. Mr. Bighamsaid there was no money to do the work, aud that the matter should come up when the general appropriation bill is made. The Lawrenceville members objected to this, saying the street should be repaired, and finally action was post poned, on motion of Mr. O'Donnell. until after the appropriation bill is passed.
