Much comment has been made on the
tardiness with which local manufacturers
have refrained from taking advantage of the
protection afiorded them under the newly
passed tariff law to develop their business
and invest in still larger enterprises. This
has been more especially the case regarding
any of the oft-spoken about tinplate making
prospects materializing.
Prior to the passage of the act the air waB
full of the large plants that only awaited the
encouragement afforded by the tariff to spring
into full working order; and the extreme de
sire of manufacturers to engage in this
species of money making was cited as an ad
ditional reason why the measure increasing
the import duty should become law. It was
currently reported that all the black plate
mills and galvanizing mills in this section
only awaited the siening of he bill to turn
out tinned plate oy the square yard, and
that the price of the article named would
fall in consequence of the large importations
which would follow on the bill becoming
law.
But so far none of these projects have
Bhown any signs of life, and tinplate has
risen slightly, with every indication of it
goice higher. Regarding the latter, it may
be mentioned here that the Welshmen
evince a disposition to be very conservative
in contracting ahead in this country, and
Beem rather disposed to await developments j
cere before shipping to any extent.
The reason for this apparent apathy on
the part of manufacturers ana capitalists is
easy to find. They are. in fact to use a
sporting metaphor fighting low. "While
recognizing that the tariff measure affords
them sufficient protection against the foreign
article, ther are charv of investing money
in the business until they lorm some idea of
the probable duration of the protective
tarifi. Thev will, in short, do nothing until
the complexion of the new Congress becomes
visible. Even in the view of the most ardent
Republicans, there is a shadow ot a doubt
regarding how the elections may result
Until this matter is settled to their satis
faction, they will remain passive. Should
the next Congress be Republican, there is
scarcely any doubt that the many enter
prises in posse will become in esse; should
there he any doubt, the projects will be
abandoned.

The manufacturers of drilling supplies
held a meeting yesterday for the purpose of
effecting some arrangement against the
fashion of under-cutting prevalent in the
trade. The price list is practically aban
doned and goodsare sold at such low rates as
to leave very little profit.
A proposition to keep each trade within a
recognized district did cot meet with favor.
As a result, arrangements were made for re
organization with the view ol creating
greater harmony and respect for a uniformi
ty in prices.

John Hartley, of Newcastle, Came Over to
Dig Coal and Says Others Will Follow.
John Hartley, a coal miner from New
castle, England, with his wife and three
boys, passed through the city yesterday on
hjs way to Reycoldstown. He said that a
good deal of interest was taken in his dis
trict in mining matters in Pennsylvania.
He said that many of his countrvmen
weresellinc:heir household effects prepara
tory to coming here. He said he had been
told that there were better prospects for
miners here than at home.

Representatives of Organized Labor and
the Retail Grocers in Consultation.
A preliminary meeting between repre
sentatives of organized labor in this county
and the Retail Grocers Association was
held yesterday at the rooms of the latter, as
announced in Monday's issue of this paper.
As already stated, the object of the pro
posed coalition is to iorm an alliance for
mutual protection. .Beyond a general dis
cussion of the matters in point, nothing was
done yesterday, and an adjournment was
taken to meet again.

A CAB shop will be built at the Edgar Thom
son Steel Works, where all the cars of Carnegie

There is a probability of the initiation fee
to the Painters and Decorators' Unions being
increased from 10 to $25, according to Air.

Caekkgie, Phipps fc Co. are again reported
as baring in contemplation the erection of a 36
lncb beam mill. This will be news only to
those m ho don't read The Dispatch.
H. Chester, of Plasterers' Union 93. AI
toona, was in the city yesterday loosing for
w ork. His card cannot be recognized here be
cause his union is not in good standing.
Defeeked Axxvity Bonds. The old
and strong Home Life Insurance Company,
whose advertisement can be seen in another
column of this paper, is introducing a novel
but practical plan in its "Deferred Annuity
Bond." This bond, which is now first intro
duced and offered only by the Home Life
gives an opportunity to secure a contract for
an annuity, to begin at a specified future
day, the paments to provide for same being
made in equal installments for a given num
ber of years. All premiums will be returned
if deatn occurs during that time. No medi
cal examination is necessary, and dividends
of profits are cumulative. Young unmarried
men frequently object to the semi-tontine
plans because they are paying no small part
of the premium for life insurance which they
do not desire. Upon the Home Life Deferred
Annuity Bond plan they are making a prime
investment. A contract from the stanch Old
Home Life for the payment of an annuity is
as sterling an investment security as "the
most conservative investor should ask for.
With the fall of interest rates annuities are
becoming more desired. Parents desiring to
provide for children can do so sensibly and
safely bv securing this liberal form of an
nuity. The many pen who have, on account
ot physical disability or bad family record,
been prevented from securinelile insurance,
bhonld obtain a Deferred Annnity Bond, as
they are cot required to pass any medical
examination, and can thus provide for later
periods of life when their physical condition
will prevent them from earning a living.
This much-needed bond, it must be remem
- bered, is cot offered by any assessment con
cern, but by a company which stands in the
front rank of the old and strong life insur
ance companies of the world.

DOGS BARKING TOTAXED.
An Oversight That Will Save Several Dollars
for the Farmers.
It is supposed by the County Commission
ers, or at least by Mr. P. W, Siebert, that
Ross township school directors either have
enough money to run their schools, or are
indifferent regarding the future of the bull
wark of American liberty, or are opposed to
taxation without representation of man's
best friend among quadrupeds, possibly
among any kind of peds the dog. Conse
quently, Tray, Blanche and Sweetheart can
bark and snap untaxed at all intruders.
The preservation of sheep is a minor con
sideration, as Ross township's wealth in
wool is small.
The assessor states that the school boards
did not make the order, and some say it is
because it would be unpopular, and "Love
me, love my dog," now reads in Ross, "If
yon love me don't tax my dog." There are
over 300 dogs in Ross and consequently
popular education loses between 5200 and
$300. There are several districts in the
county where the dog tax was not levied,
but in most of them it was from want of
proper posting, as the authorities were under
the impression that the law did not take
effect the present year.

Sad Fate of a Horse on a Formerly Paved
Street of FloomOeld.
The difficulties attending the delivery of
goods to East Enders were seldom as great
as now. Streets in every direction are up
heaved for electric roads and sewerage pur
poses, and rains have been so incesssant of
late that work has been delayed beyond all
expectations. It now looks as though there
was to be no let up to this condition of
things before spring. A representative of
the East Liberty and Wilkinsburg Express
Company said yesterday:
"I have never known the East End streets
in as bad condition at this time of the year
as now. Many of the streets are about im
passible. Last night, on Liberty avenue in
Bloomfield, which was paved with cedar
blocks, warranted to last a century, one of
my teams came to a sudden standstill, and
when the driver went to the Iront he dis
covered a dead horse which had mired
down. When a horse is drowned in mud on
amain paved avenue, within four miles of
the postofSce, there is certainly some reason
for complaint."

A case That May Besult in Disbarring Two
Quaker City Attorneys.
Francis Tracey Tobin, a well-known
young lawyer of Philadelphia, was at the
Seventh Avenue yesterday on his way
home from Armstrong county, where he
had been on the stump. Mr. Tobin is the
central figure in a sensational case in the
Quaker City, the result of which will
probably disbar two well known attorneys
from practicing at the Philadelphia bar.
The case is exciting great interest there and
will come np before the Bar Association to
morrow for a final hearing.
The attorneys are William W. Smithers
and Prank B. Stockley, who are charged by
Mr. Tobin with conspiracy to defraud him
of a fee received from a client

A rare and qnaint volume, "The Western
Farmers' Almanac for 1829," printed at
Pittsburg in that year by H. Holdship &
Co., has been donated to the Carnegie Free
Library by Mrs. J. S. Liggett, of 3615
Locust street, Philadelphia, and back files
of the Pittsburg Banner and about SO vol
umes of Government doenments, the dona
tion of the Pittsburg Presbyterian Banner
Company.
The Philadelphia donation was the resnlt

An Alderman Pays a Fine.
Alderman A. Eisenbeis, of Allegheny,
was fined 510 and costs yesterday on a charge
of neglecting his family, preferred by Agent
Dean, of the Anti-Cruelty Society. A
number of witnesses testified that Eisenbeis
fails to provide for his family and that Mrs.
Eisenbeis'haB been confined to her bed on
account or a lack of something to eat.

Everett Pianos Sold in These Cities Than
Any Other Makes?
This question was asked of an Associated
Press reporter, who, always on the lookout
for news, proceeded to investigate, and was
convinced that there have been double the
number of Everetts sold during the past year
to that of any other make represented in
Western Pennsylvania, and led him to be
lieve that the extraordinary popularity of
this make of pianos was due solely to the
fact: They are among tho best upright
pianos now manufactured, and while this
cannot be successfully disputed, tbey are
sold at a great reduction from the prices
asked by retail dealers. This result is brought
about by the new club or co-operative
system of conducting the piano business,
adopted by Alex. Boss, of Allegheny City.
The plan is a simple business problem, it
provides for the purchase of 350 pianos
for each club, thus securing for the mem
bers the great reduction of 575 on each piano
from the retail price. The plan'also pro
vides methods of payments to suit everyone.
Members can pay cash and get their piano
at once, or can arrange to have them deliv
ered upon payment of 525 cash and $10
monthly, while those who only pay $1 per
week will get their pianos in a short time, as
there is one piano delivered each week to
each club on these latter payments. There
being 350 members, each paying 51 per
week, they get the piano at the lowest cash
price. Mr. Boss is now delivering pianos
to two clubs, A and B. The membership in
club B is not quite complete and anyone
wanting a piano should apply for member
ship at once, thus securing the redaction in
price, then pay as they choose from 1 per
week up. The pianos can be seen at 137
Federal street, Allegheny, or circulars can
be had by applying to Alex. Boss, the man

grading, paving and curbing of Geneva
street, from Main street to Forty-fourth street.
Whereas, It appears by tbe petition and affi
davit on file in the office of tbe Clerk of Coun
cils that one-third in interest of the owners of
property fronting and abutting upon said
street have petitioned tbe Councils of said city
to enact an ordinance for tbe grading, paving
and curbine of the same, therefore
Section 1 Be it ordained and enacted by tbe
city of Pittsburg, in Select and Common Coun
cils assembled, and it is hereby ordained and
enacted by antbority of tbe same. That the
Chief of the Department of Pnblic Works be
and is hereby authorized and directed to ad
vertise in accordance with tbe acts of Assem
bly of the Commonwealth of Pennsylvania and
the ordinances of the said city of Pittsburg, re
lating thereto and regulating the same, for
proposals for the grading, paving with irregu
lar block stone and enrbmg of Geneva street,
from Main street to Forty-fourth streetthe
contract therefor to be let in tbe manner
directed by the said acts of Assembly and or
dinances. The cost and expense of tbe same
to be assessed and collected in accordance with
tbe provisions of an act of Assembly of the
