WON'T PAY THE BILL.
Common Council objects to Patting
Up Cash for ilio Expenses of
CHIEF BIGELOiTS EUROPEAN TRir.

Schenley Park has proven a special provi
den:e to Councilmcn with oratorical aspira
tions, and has furnished them with topics
for sarcastic, humorous, pathetic and finan
cial 'Sorts, according to the characteristics
of the speaker.
The meeting of both branches of Council
yesterday wres'led ,with Schenley Park
problems. Common Council failed to pass
the resolution recompensing Chief Bigclow
for the eroenses incurred by his visit to
Mrs. Schenley, while Select Council passed
the ordinance providing for the purchase of
19 acres of land for an entrance to the park,
the purchase inouey, 575,000, to be paid in a
lump, but objected to the engagement of a
2Cev York landscape architect to layout the
park, uhile Common Council was unani
mously in favor of such action.
Chairman Hollidav, of Common Council,
read to that body an opinion from City At
torney Jloicland on the legality of a reso
lution to pay the expenses of the trip of
Ciiief Bigelow and his party to England to
secure the option on the Schenley Park en
trance. Mr. Moreland said tbat the trip
was taken for the public good and the pay
ment of the costs was strictly legal.
LIKES THE OLD CUSTOMS BEST.
Mr. Bigbam I move that this resolution
be indefinitely postponed. It Las been the
custom for all extraordinarv expenditures
to be met by the persons interested. Coun
cilaien and city ofiicers paid for draping
City Hall when Uarheld died, when Grant
died and when Mayor Blackmore died. The
crape 011 Mr. Carnahan's chair, by my side, was
para f"r by a subscription by members of Coun
cil, fe-nce the new plan has prevailed tbe

TIME TO CALL A HALT.
Tho time has come to call a halt. The chiefs
of the departments have gotten into the habit
of dome as they please, and then coming in
here and asking us to indoisewhat they have
dene.
Mr. MacGonniglc I am opposed to the park
entrance scheme. Here is the picture: 73,000
park entrance, the city paying the expenses of
a party to Europe, while mv constituents are
fctucfc in the mud. There bare been two fires
in my district recently, and in neither case
coulu the engines get within several hundred
feet of the places. We havo had funerili
i here It has been necessary to carry the corpso
from the house of mourning to the hearse be
cause a chicle could not be driven through

It maybe, if the Carnegie Library is to go on
part of the ground secured, it would be fair to
divide the expenses between the city and the
library commission. Anyway, Mr." Bigelow
should cot be made to pay it.
Mr. Khun It does not vcem necessary to me
that tbe city should send out an advance agent.
If wr pay this bill we establish a dangerous
precedent.
Mr. Magec The point from which.the ques
tion is biing discussed seems to me to be
rather personal, but of conise that is a matter
ol ta.-tc I do not think the bill presented is
at all exorbitant, aud I believe that such a
rich city as this should pay the bill without
demur.
The vote was taken on the motion to postpone,
which failed to pass, there being 16 ayes to 1H
noes. On the motion to adopt the resolution
to pay the bn! the vote stood.

tion of this kind. President Holliday declared
tic resolution adopted, hut Mr. Bigbam ob
jected andafter a minute's figuring it was seen
that the affirmative vote was short a man and a
fraction, so the resolution failed tor want of a
legal majority. It can be called up at any
time.

the said street have petitioned the Councils of
said city to enact an ordinance for the grad
ing, paving aud curbing of the same, there
