Interesting Developments Promised
at the Meeting of
TEE KEFORMED PRESBITEEIAKS.
The Presbyter is at Present in Session at
TTHkinsburg.
REAL BDSISESS IS TO COMB UP TO-DAI
The semi-annual meetinc of the Pitts
burg Presbytery of the Be'ormed Presby
terian Church, opened in 'Wilkinsburg yes
terday afternoon.
This meeting had been looked forward to
with considerable interest, on account of the
liberal spirit that has been displayed by
certain members of the church, and that is
expected to call for discipline. This matter
will come up to-day.
The meeting opened with prayer by Rev.
Dr. David McAllister, bf the Eighth street
church, Pittsburg. The Moderator, Dr. Mc
Allister, and the Clerk, Key. "W. K. Laird,
were re-elected, and John T. Morton was
made Assistant Clerk in place of H. W.
Heed, of Youngstown, who was the assistant
clerk last year. All the officers are of the
conservative party, ana the liberal element
leel that the purpose of the election was to
enable the conservatives to control the meeting
from the outset.
The first business alter tbe election was tbe
presentation ot reports from the different con
gregations represented. Then halt a dozen
memorials wero handed in from various
churches asking that the 17 members of the
l'resbvtery who had expressed liberal views at
a meeting in Rev. O. B. Millican's church in
the East End last spring be disciplined. The
memorials said that any disposition to over
ride in anvway the principles and practice of
the Reformed Presbyterian Church should be
punished. The papers were taLen and referred
to the Committee on Discipline. AH the
memorials were written In the same spirit,
leading to tbe suspicion that the same band
was at the oacK 01 mem an. 'mere is a very
strong feeling on the question Involved, which
is whether members ot the church should be
allowed to vote at civil elections. Some bitter
controversy is expected to take place to-day.
The rest of the afternoon session was occu
pied by sermons by tti dents. Four of them
Fpoke. Their names were John Duncan, S.
SIcNaugber, E. McBurney and R. J. Mclsaac
In the evening four more student: spoke, aa
follows: T. J. bpeer, a sermon;. D. McAllister,
Jr., read a historical essay; P. McDonald
lectured, and W. 3. McKnight delivered a ser
mon. This brought the day's proceedings to a
close. At 9 o'clock this morning Presbvtery
will meet again, and the real business of tho
Session will commence.

Thea is more
many people credit her with being, and it
she does not live in all countries the inhab
itants are in a measure to blame. If one
will visit the most northern latitudes of
China, Thra will be found in perfect health
and vigor. In Japan it is a very common
thing to see Thea out in a suow storm and
covered with the fleecy substance. Instead
of injuring her health, she seems to thrive
by this harsh inattention to the common
rules ot sell-preservation.
'Tis not the cold that injures Thea's
health, but 'tis the sudden changes, the
warm snns, followed by cold snaps that
cause her to catch cold, which soon de
velops into consumption, and she soon fades
away and dies. Thea has been reared to
maturity within a few miles of Pittsburg,
and there are many places in the United
States where she would spend a happy exist
ence. If such be the case, you naturally
ask: "Then.why do the people ot the United
States not adopt Thea and rear her from
childhood in their own land and do away
with such long voyages to the far east?"
The answer is' simple enough. It all
hinges on the question of labor. In China
a coolie can be hired for nearly as much a
month as an American would want a day,
and it would not pay to colonize Thea in
this country, owing to that fact. A pro
tective tariff would not help matters except
to raise the price. Purity is the thing the
American people want, "and it's believed
they appreciate an endeavor to bring about
such a change. The Chinese have long
enough shrouded Thea in mystery meta
phorically spoking we might" say in
poisons but they do so only because of a
desire to please their customers, and the
latter, though they know that people have
altogether wrong impressions of Thea, hesi
tate to break the spell; but it has at last
been done, and ior further information the
reader is referred to the author.

be interesting and instructive. The author
is striving to attain an honest popularity,
and thanks the public ior their kind in

its successors, lessees and assigns tbe right to
enter npon, nse and ocenpy certain streets and
highways, and to lease its franchises and prop
erty, or either.
Section 1 Be it ordained and enacted by tbe
City of Pittsburg, in Select and Common Coun
cils assembled, and it is hereby ordained and
enacted by tbe authority of tbe same. That the
Duqnesne Street Railway Company, its suc
cessors, lessees and assigns, shall bare tho
right and is hereby authorized to enter upon
and construct its railway, or a branch or ex
tension thereof, with a double or single line of
track with tbe necessary sidings, turn-outs,
switches and connections over and along any
and all of tbe following named streets and
highways or parts thereof, to-wlt: Be
ginning at the intersection of Ells
worth avenue and Wilberlorce -street; thence
along Wilberforce street to Penn avenue;
thence across Penn avenue to the intersection
thereof with Sheridan avenne; tbence along
Sheridan avenue to the intersection thereof
with Broad street, and thence along Broad
street to tbe intersection thereof with Highland
avenue, and along and across said streets and
avenues construct, connect with its tracks,
maintain, operate and use during tho term
named in its charier its railway.or an extension
or branch thereof, and to uso electricity as a
motor power, and also to erect, maintain,
operate and use an overhead system for the
supply ot motor power, and to erect maintain

and providing reasonable regulations pertain

AN ORDINANCE - RELATING TO
"pawnbrokers."
Section 1 Be it ordained and enacted by the
city of Pittsburff, in Select and Common Coun
cils assembled, and it is hereby ordained and
enacted by the authority of tbe same. That no
person shall nse. exercise or carry on tbe trade
or business of pawnbroker within the city of
Pittsbnrg without having first obtained a
license from tbe Department of Public Safety
as hereinafter provided.
Section 2 Tbe Department of Public Safety
shall from time td time give and grant licenses
to all proper persons who may apply for tbe
same to nse, exercise and carry on tbe trade or
business of a pawnbroker, which said license
shall state tbe house in which such business is
to be carried on and continue in force for one
year (nnless sooner revoked) and no longer,
and each person to whom such license shall be
given shall pay therefore at the time such
license is granted to the Department of Public
Safety, for tbe nse of the city of Pittsbnrg, the
sum of two hundred (5200) dollars.
Section 3 No person licensed as a pawn
broker in the city of Pittsburg shall, by virtue
of one license, keep more than one plaee for
receiving or taking goods in pawn, nor shall be
at anytime take goods in pawn in any other
place '.ban the place for which such license was
granted.
Section 4 Each and every pawnbroker shall
keep a book in which shall be legibly written
in the English language at the time of each
loan or purchase made by snch pawnbroker, a
full and accurate description of all articles by
him purchased or left in pawn with him, tbe
time of tbe pledging, pawning or purchasing
the same, tbe time witbin which such pawned
or pledged article is to be returned or re
deemed, tbe amount of money loaned or paid
therefor, the rate or interest to be paid and the
color, name, age and place of residence, with
tbe street and number of the house of the
person pledging, pawning or selling the same
and in addition to all of the above in case of
a natch, the number of tho works and case and
the name of the maker, and in case of jewelry,
or gold, or silver articles of any kind,
all letters or marks of identification
inscribed thereon. All pawnbrokers
shall before 12 o'clock, noon, on every business
day, report to tbe Superintendent of Police'
uoon blanks furnished by tbe Police Bureau
for tbat purpose, a description of all articles so
received In pawn or pledge, or purchased on
tbe business day immediately previous, to
gether with the number of pawn ticket, the
amount loaned, and the color, name, residence
and description of the person making tbe sale.
Section 5 Every pawnbroker shall at the
time of making a loan or receiving any article
in pawn deliver to the person from whom be
received it a memorandum in writing signed by
him, containing the date, the amount of tbe
loan, tho rate of interest the time within
which tbe article is to be redeemed, with tbe
description provided in Section 4.
Section 0 Tbe book provided for In section 4,
as well as every article or thing received In
pawn or nurchased, shall at all times be open to
the inspection ot the Chief of tbe Department
of Public Safety and tbe various officers of tbe
Police Bureau, and no pawnbroker shall pur
chase or receive in pawn any goods between
tbe hours of 8 o'clock P. M. and 6 A. it. from tbe
1st day of April to tbe 1st day of November,
nor between 7 P. M. and 7 A.M. from November
1 to April 1 of each year.
Section 7 No pawnbroker shall sell any ar
ticle nntil the same has been in bis possession
at least three months beyond the time in which
It was to be redeemed.
Section 8 No pawnbroker, his clerk or em
ploye shall receive or take in pledge any article
from any person under 21 years of age nr any
intoxicated person, or an habitual drunkard or
any person known to be a thief, an associate of
tbieves or a receiver of stolen property, or any
person whom be has reason to suspect or be
lieve to be such. Tbe fact of so loaning money
to such person shall be prima facia evidence of
the violation of this ordinance.
Section 9 No pawnbroker shall knowingly
receive Trom any apprentice or servant any
thing offered by them in pawn without first as
certaining that said article is the property of
the person pawning it
Section 10 Any pawnbroker failing, neglect
ing or lefnsing to comply with any or the pro
visions of this srdinance shall forfeit any or all
licenses held by him. and sball in addition
thereto forfeit and pay to tbe city of Pittsburg
for each offense tbe sum of one hundred (S100)
dollars, to be recovered before any alderman of
the city of Pittsburg as debts of a like amount
are now by law recoverable-
Section li ir any pawnbroker, licensed as
aforesaid, shall violate any of the provisions
of this ordinance, be convicted of receiving
stolen goods, or become a person of bad moral
character, the Chief of the Department of Pu b
lic Safety shall have, and is hereby given tbe
power to forthwith revoke any and all licenses
such person may have.
Section 12 Any person who shall engage in
the trade, business or occupation of a pawn
broker without taking out a license, orlicenses,
as aforesaid, or who shall refuse or neglect to
take out a license or licenses, as aforesaid, or
who shall cany on, oratteu.pt to carry on, the
said business, trade or occupation of a pawn
broker after his said license or licenses are
revoked as aforesaid, sball forfeit and pay to
the city of Pittsburg for every snch offense the
sum of two hubdred (0U) dollars, to be recov
ered before any alderman of tbe city of Pitts
bnrg as debts of a like amount are by law re
coverable. Section 13 That any ordinance or part of
ordinance conflicting with the provisions of
this ordinance be and the same is hereby re
pealed so far as the same affects this ordinance.
