BURIED IN ARLINGTON CEMETERY. Loopholes in the Sew Regulations of the Pension Department THAT ALLOW THE EXTRAKCE OP FKAUD Mr. Campbell, of the pension office of this city, last night bhowed a DISPATCH reporter two letters from "Washington, D. C, which may be of interest to some people in this neighborhood. One is from the Sanitary Office of the Department of Metropolitan Police, and states that "Will iam B. Montgomery, late Second Lieutenant of Company E, Sixty-second Pennsylvania Volunteers, andapensionoron the ml Is of the Pittsburg office, certificate No. 118,394, was admitted to the Freedmen's Hospital in "Washington, on the 4th instant, and died the day following. J. A. FranK, sanitary officer of the Metropolitan Police, informed the Belief Committee of the G A. R., and had the body interred in the Arlington Cem etery, and Mr. Frank asks that relatiTes or friends of the deceased be informed of the death and place of burial. The other letter is from J R. Hayes, 31. D., and states that the only means of recognition was simply the unpaid pension voucher lor December, 1890, found on the person of tbe deceased. Dr. Hayes states that the Union Veteran Lesion would like to know something of Montgomery's his tory, and asks that inquiry be made through the newspapers. He was found in a cheap lodging bouse, and was sent by the authori ties to a hospital, where he died of malarial fever. The latter letter comes from Phil Sheridan Post No 14, Department of Po tomac, G. A. E. A gentleman conversant with the pension business calls attention to the opportunity for abuse under the late regulations. Blanks are gotten up by pension attorneys and forwarued to any soldier who may be suffering from in-zrowing toenails or other causes. Should the person solicited till one oi them out, he also, and in many cases unconsciously fills out a power of at torney for the pension claim agent, by which the latter may collect more than the t'snal fee, and tbe one understood, for his f .rvices. Objection is also made to the law, in that it empowers any notary public, jus tice of the peace or other person authorized by law to administer an oath, to make the probate, and such person may be utterly irresponsible. Formerly the attestation of the Clerk of the Court was necessarv, but now, since the seal of any one dressed in any garb of authority will answer, there is a wide door for the entrance sf fraud. Pension officers have lately been given considerable trouble to keep matters straight, on account of the elasticity of the new regu lations.
