Purves, pastor of the Pint Presbyterian Church, "Wood street, preached yesterday rooming and evening to several thousand people who' gather every Sunday to hear the eloquent divine. His morning sermon was taken from John ill z3, and among other things he said: "Our Lord had a way of plunging imme diately into the midst of his subject, and to his hearers it was sometimes to their satis faction, aud others looked upon him with distrust. He must tear don n his edifice and build another. Kicodemus was an exact and concise fol lower of the Jewish religion. He had his own elevated code of duty, but assumed th.it his dependence in his own works was sufficient. It is said Christ took issue here. He saw it was no use to try and patch up the old belieis and recognized the neces sity oi having a new beginning to start on. He who taught expected his doctrines to renew and change. "We all know the old ttoryof the mustard seed and its develop ment into a tree. He turned the seeker back on himself. Xicodemus saw the seed of the purification of sinners, but Christ made it personal. "What use is it to paint a honse and brace it up when we know the foundation is built on sand? "What use uould it be to put iron girders in the upper story if the bottom of the building is rotten." In the evening Dr. Purves preached for the benefit of the young men on "A Noble Life." Sutherland preached last even ing at the Second Presbyterian Church on "Know-Kotliingism in Religion." During his discourse he said: "Usually men de plore ignorance. Thev make efforts to re move u. Thev are not satisfied unless they can know. You would conclude that some thing was wrong it you heard a man say, 'I do not desire to know I do not believe any one can know.' Yet there are those who actually glory in their claim that thev do not and cannot know anything about spir itual truth. This thev consider the very highest mark of culture. The popular re'uge of those who think and study and still reject the gospel is agnosticism. It is Uie last retuge of the skeptic "The asnostic settles that which, by his own philosophy, he should not settle that nothing can be Known. How does he know that he does not know or cannot know, if he is an agnostic" A logical agnostic should add one more item to his creed, viz., 'I do sot know that I do not know.' At least he ouclit to be modest enough to add, 'I do not Know that some other one does not know.' 'Xhen he might draw the inlerence, 'If others know, whv should not I if I use the same means to cultivate the same spirit?' " DANCING SOUNDLY DENOUNCED. A Preacher Who Cnn ce No Good at All in tire Pntime. "Is dancing wrong?" was the query on which Rev. John D. McFaden, of the First Brethren Church, based his discourse last night. His auditors were Mostly young men aud ladies who indulge in the pastime. The reverend gentleman started out by de nouncing the ballroom and its patrons in terms more forcible than elecant. He stated that the enmity that impaired the relations between Saul and David was caused by David arousing Saul's jealousy. He gave as his reasons for disapproving of people of opposite sexes dancing together that it was "contrary to the rules of the church, culminates in unpleasant results and that it was injurious to the physical, spiritual and intellectual welfare of those indulging in it" "The ballroom is the fountain-head of preat evil," said the minister. " 'lis here that bae designs first evolve in the mind of n man. Being fascinated with the bewitch ing beauty of his partner in the waltz, his advances grow bolder and bolder. The vic tim is ostracised from society, but the evil doer remains in the good graces of the peo ple and continues to grace or disgrace the ballroom." MARY AND THE SAVIOR. Church, of Allegheny, was comfortably well filled last evening by members of the congregation And their friends to hear tne sermon of Rev. Dr. R. G. Ferguson, President of Westminster College. The reverend doctor's subject was taken from Mary annointing the head and feet of her Savior, and during the course of his remarks be said: "Mary loved Jesus, and that was the mo tive that gave excellence to what she did. Her religion was of the kind that is not judged by the world's standard ot measure. A man may build a church possibly to pro mote his standing among the community, but if he docs it in the honor of the Lord', and waives the credit he does something that is worth more to him than any mone tary consideration. People should not follow the example of Mary lrom a sense of duty alone, or from conscience sake, but should do it for Christ's sake. Of course the world will cry ianatic," as they did in the days of Paul, Luther, John Kpox, "Wesley and others. Thev were all called fanatics, but they were the kind of fanatics the world wants." A TALK ON DENOHINATIONALISM. Uev. E. K. Donehoo Tells Wur There Are So Many deeds. Rev. E. R. Donehoo, pastor of the Eighth Presbyterian Church, preached yesterday on "Denominationalism." His text was: "But now are they many members, but one body," First Corinthians xiiCO. Mr, Donehoo said: "The splitting up of the Christian church into sects has provoked some criticism from those outside of its pale. They argue that the revelation from heaven should be so formulated as to avoid all liability to error. To a candid inquirer troubles thicken as he pursues his quest after the Holy Catholic Church. Each denomination can show by indubitable proofs that it is entitled to the claim o: beiug the church ot Christ and his apostles. The Church of Rome, with its unbroken chain of history and tradition, asks and demands unqualified allegiance and entire submission on pain of death. The Church of England, with its apostolic succession, its articles of relieion and prayerbook, present him with proofs of its! right to domination over his religious emo tions, which he dares disregard at his peri. Our own Presbyterian Church is not a whit behind the others in its exactions as to re ligious conformity. It presents proofs, texts for each and every one of its peculiar dog mas and undoubted evidence that its polity is exactly molded after the apostolic pattern. "Our United Presbyterian friends can show to their satisfaction that David's psalms embody the soul, and entire hymn ology of the chutch for all ages to come. The Baptist can adduce arguments the most conclusive in defense ot immersion. The Methodists can show from many a scripture, and from abundant experience, that the Calvinistic cry of "once in grace always in grace" is a delusion and a snare. So the contest has gone on interminably. Sub lapsarian against supra-lapsarian; Ho moiousian against Homoousian; Calvinist against Armenia; churchmen against the center; Protestant against the Catholic, to the grief and humiliation of a cause whose chief principles are gentleness, meekness, love and fraternity." A CASE OF BIG HEAD. . Physicians Examine n Child With a Be nmrknblo Brain. Drs. Mover, McCann, McDonald and others made an examination yesterday of Clarence Dale, a 6-year-old boy, who has been exhibited throughout the country and is now in the city. The boy's head is re markable for its size, being nearly twice as large as a full grown adult's. The physicians decided that it was not a case of hydrocephalus, but an abnormal growth of the brain, and the most remark able on record. I No. E5.J A GENERAL ORDINANCE-RELATING to tbe entry upon, over or under, or tbe use or occupation of any street, lane or alley, or anv part thereof, by any person or corpora tion for tbe purpose of supplying light, heat and power, or any of them, to the public by means of electricity, and providing reasonable regulations pertaining thereto for the public convenience and safety. Section 1 Be it ordained and enacted by the city of Pittsburg, in Select and Common Coun cils assembled, and it is hereby ordained and enacted by tbe authority of tbe same. That all corporations formed for the purpose of supplv. ing light, beat and power, or any of them, to tbe Eublic by means of electricity which shall ereafter obtain, by an ordinance duly passed and approved, the consent of the Councils of this city to enter upon, over or under, or use or occupy any of tho streets, lanes, alleys or highways, or parts thereof, within tbe city for any purpose shall, upon the passage and approval nf such ordinance, and upon tbe acceptance of this general ordi nance as hereinafter provided but not other wise, have aud be declared to possess the right, under this general ordinance, to enter upon, over or under, and to occupy and use the same under and subject to the following regu lations: First Every such company before entering npon the streets, lanes, alleys or highways of this city for the purpose of constructing there on or thereunder any apparatus, device or means for the supply of light, heat and power or any of them, by means of electricity, shall file in tbe office of tbe Department of Public Works i plan showing the location and size of snch proposed apparatus, device or means and tbe nature and character thereof. In case such company proposes to use wires, cables or any other means in whole or in pare over and above tbe surface of the streets add highways, such plans shall show the size, natute and character, height, with reference to the grade line and means of insulation of such proposed wires, cables or other means, and also the size, character and location, with respect to the roadway or curb line of the posts, poles or other means proposed to be used for the support of" such over head system, and in case such company proposes to nse under tbe surface of the streets any wires, cable, conduit, tube, sub way or underground system, such nlan shall f show the location, manner of construction and means of insulation oi sucn proposed wire, cable, conduit, tube, subway or underground system and the size aud deptn thereof, with reference to tbe surface of the street, and all such plans shall be subject to tbe approval of the Chief of tbe Department of Public Works or ot the Committee on Public Works. Second All wire, cables or other means used by any such companies over the snrface of any of the streets or highways shall be erected at a height of not less than 20 feet above the grade line, and no such wires, cables or other overhead sjstem shall be constructed diago nally across any street or highway. Every such company constructing any wires, cables or other overhead system along andovcrany of tho streets or highway shall erecsthesamo along and over the curb lines so nearly as may be practicable, and no such wires, cables or other overhead system shall be constructed by anv Miinn mmiunrorPF nnd tLt.rtmm anv mYramt highway except at the intersection thereof with J OFFICIAL- PITTSBURG. another street or highway, and in every case where any such company constructs any cable, wire or other overhead system across any street or highway and along which any cable or wire is used for the purpose ot supplying motive power for the traction of cars npon such street or highway, snch company so constructing any cable, wire or other overhead system across snch street or highway shall erect tbe same over and above all cables and wires nsed for the supply of motive nower upon such street or highway, and shall place underneath Its cables, wires or other overhead system snch other and additioual guard wires or other means a may be necessary to at all times prevent its cables, wires or other overhead system from falling upon or coming In contact with any wires or ca bles used for the supply of motive power upon such street or highway. Third all wires, cables, conduits, tubes, sub ways or other underground system constructed by such company under tbe surface of any street or highway shall be placed not less than two feet beneath the surface of the roadway of such street or highway, and as near the curb line thereof as may be prac ticable. In no event shall more than two squares of any street or highway be opened at any one time for the constrnction or repair of any underground system, and every such company which shall remove or disturb the pavement on any street or highway shall promptly replace or renew the same in good order and condition under the supervision and direction of the Department of Public Works. Fourth The entire system used and all the devices means, appliances and apparatus ot every such company in so far as tbe same or any part thereof may relate to or in any way affect or endanger the safety of the pnbllc, shall at all times be subject to the inspection of and nnder the 'supervision of the Depart ment of Public Safety. Fif tb When and as of ten as may be required by the Department of Public Safety each of such companies shall furnish to said department fnll information concerning tbe operation of its sys tem of suDply and every part thereof, and also a statement showing the amount of electro motive force used and tbe enrrent strength conveyed or used along its lines, and said de partment shall at all times have the right to in spect and test the same. Sixth If at any time any of the wires or de vices of any of the said rompanies shall in any manner obstruct, endanger "Or interfere with tbe tire department or any of its employes in tho proper use of its apparatus when called into service, the said fire department or any of tbe employes thereof shall have tbe right and be at liberty to cut down and remove snch wires or devices, without the city or any of its agents or employes being held in any manner liable in consequence thereof. Section 2 In case any snch companies fail to secure an approval of its plans or devices in any respect as hereinbefore provided, it shall thereupon have the right to make application to Councils for such approval, and Councils may, by a concurrent resolution or otherwise, make or grant such approval. Section 3 None of such companies shall havo tbe right to enter upon, over or under, use or occupy any of the streets, lanes, alleys or highways or parts thereof within this city until after such company shall have procured tho consent of the Councils of this city by an ordinance other than this one dnly passed and approved granting such rights to such com pany, and unless such company shall file with tbe Controller of this city within 30 days after the passage or approval of such ordinance its certificate of acceptance of all the conditions and provisions of this ordinance, the said cer tificate to be' executed under the corporate seal of such company, duly attested by the presi dent and secretary thereof. Section 4 Each and every person or cor poration violating any of the provisions of this ordinance shall pay a fine of not less than ten (SiO) dollars nor more than one hundred (S100) for each and every violation of this ordinance, to be recovered summarily before the Mayor or any police magistrate of the city of Pitts burg. Section 5 This ordinance shall be known as the general ordinance, relating to light, heat and power companies. Section 6 That any ordinance or part ot ordinance conflicting with the provisions of tbis ordinance be and the same is hereby re pealed so far as the same affects this ordi nance.
