THE PXTTSBTJRG- DISPATCH; TUESDAY, J AUGUST 12, 189a 3, Aj-. WW FOR WATER, A Council Committee Listens to the Complaints of Residents of the Southside Hilltops. VERY FILTHY AND LITTLE OF IT. The Hononsahela Company Officials Saj They Are Working Hard to Provide a Kemedjr. TALK Or POEMIKG A BUCKET BRIGADE A Yiilt cf Iasptclicn to be Paid U the Sonthsiae Water Works. Tbe Monongahela Water Company's capacity for supplying the Sonthside 4ith enough water which shall not contain the terms or typhoid lever or other diseases, is to he investigated by a special committee of Councils on Friday afternoon. The committee held a meeting in Seleot Council Chamber yesterday afternoon, at which Hon. A. C Bobertson presided. The dissatisfied citizens of the Southside had been requested to attend, as were the officials of the water company. There were not many of the former present, and those who rere there came from the Thirty-fifth ward. Mr. G. L. Holliday, President of Com mon Council, opened the proceedings by statins that the citizens of the Thirty-fifth ward had held two meetings, and had ap pointed a committee of six gentlemen to state their grievances to this committee. Sir. Beits presented the statements of 25 Southside residents and patrons of the Monongahela "Water Company living in different portions of the hill district. Mr. Bobertson read the statements, which dis closed a terrible state of aflairs. The more striking complaints, with the name of the complainants, are as follows: SEBIOUS COMPLAINTS. Mr. McGeary I built a bathroom recently, bnt have little use for it, as we have so little water. I hare been carrying water up from Carson street for months past. Tbe Virginia avenue main helped matters a little, bnt if any thing happens at the works they shut off this line without notice. The Southside has out Crown the Monongahela Water Company's plant, and the quality of the water furnished is very bad. The city should supply the South side with water. Tbe pumping station on the bill has not sufficient capacity and is in a filthy condition. It has sen ers all around it Mr. Ketsner I have been out of water for 30 hours at a time. A few days ago I had to build a Are in the yard for fear of blowing up my range. When we bad bydrant water it was bo bad we could not use it, Mr. Moran We have to keep a supply ot water in bath and wash tnbs. It is a common thing to find worms in the pipes. Tbe run from which tho water is pumped is full of filth. We pay for sprinkling hose, but haven't water enough to use it. Mr. John Goehring We have not had water on Saturdays for four or five months. I went to the company's ofUc and told them I had been out of water half the time. They told me I ought to be satisfied if 1 got any water, and that the people on the hill used to be glad to get water one month in the year. I think this outrage should not be tolerated. Mr. Frank We have a poor supply of water and the quality is very bad. It is not fit to use. When I went to the office and asked for a reduction on my bill I was told to go to the devil. 1 paid my hi and went away. rRETTY 30 LTD trATEE. Mr. Mcintosh I have been without water three days in a week. The water is very bad. Last week I could have brought it over in a piece of paper. It was so bard j ou could cut it with a knife. Mr. bchuttc Four or five days at a time we can get but a few drops of water. 1 have seen tbe Influent pipe full of offaL Mr. Turner I am out of water two-thirds of the time. Everv morning I take two buckets to tbe foot of tbe incline, and when I go home In the evening I take the buckets up full of water. Mr. Cooper 1 have been thinking seriously of organizing a bucket brigade. It Is a necessity for tbe hill district. After reading this statement of griev ances, Chairman Bobertson called npon tbe Mouongahela Water Company officials for their side of the story. President Watson arose and said that the books of tbe company were open lor in spection at any time. The company has re cently spent 5410,000 in laying larger pipe and putting in new pnmping engines. A new 20-inch rising main is now being laid to relieve the people of the Thirty-fifth ward. The trouble complained or has been caused bv the grading of Grandview avenue. A 4-inch pipe was laid there years ago, and the street contractors broke it The company is now putting in an 8-inch line, and -when it is completed there will be plenty of water on tbe hilL "With the new system now being built," said President "Watson, "and a new 10,000,000-gallon pump, I see no rea son why the supply shonld not be all right." BLAMED ON THE GAS. In reply to questions Mr. Watson said that the pnmping engines had to shnt down for a few hours a few days ago because the nstnral gas snpply failed and ths furnaces had to be changed to burn coal. The dirt in the'watcr is caused by the freshets, which force coal dust and dirt into the basin. It is the duty of the city to open the fire pings occasionally to allow the dirty water to run cff. Mr. Watson lived in Allegheny, and the water there was often so dirty that he bated to bathe in it It cooked like soup. The Monongahela Water Company was prepared to spend money to remedy any reasonable grievance. Chairman Bobertson called tbe attention of the oSciala to the complaints ot discour teous treatment received by patrons of the company. He aUo thought it was the duty ot the company to notify consumers when the water was about to be shut off. Bight here Mr. Ferguson moved that when the committee adjourned it should re convene at 1:30 p. m. Friday for the par--pose of visiting the Monongahela "Water Company's plant and determining whether or not it had sufficient capacity. Mr. Shannon thought enough grievances had not yet been presented upon which the committee could act. He offered an amend ment to the effect that the meeting on Fri day be held to give the Sontbsiders another chance to present their grievances. "WASTED EXPEBTS. Mr. John Geary thought that a couple of experts should be engaged to go with tbe committee. He did not think the gentle men of the committee knew much about water works, and their opinion would not be of greater value than that of so many street car drivers. Mr. Bobertson informed the gentleman that the committee had no power to employ experts, bnt if the citizens wanted them they conld have them if they paid for them. Mr. McCord thought the committee had wandered away irom the main question, which was the quality of the water. He had been informed by an official of the com pany that they could not remedy this, ir this was the case the Southside citizens should seek elsewhere ior relief. No fact is better established than that impure water distributes the germs of typhoid fever. The compauy says it will give as more water. ,but if it is of the same quality it will not help us much. President Watson said analyses of the water had shown it to be good, and that the Honongahela river furnishes the best water of any river in the world. When typhoid fever was raging in Allegheny Mr. Watson and several other gentlemen used to send demijohns to tbe Sonthside for drinking water. This, be thought, ought to settle the questiou of purity. Mr. Holliday then made a speech in which he .illustrated the lack of water on the Sonthside, and he demanded ot Councils 4 eat ot two things that, the Monongahela Water Company furnishes sufficient water, or that the city does it. At the time the company obtained its charter he thought It was a mistake and voted against it. Now he knew it was a mistake. Engineer Stengel, of the company, made a statement to show how the supply was being improved, and the bookkeeper denied the charges of discourtesy. After some further desultory discussion the committee adjourned to meet Friday afternoon, when the water works will be visited. A P00B MOTHEB'S PLEA. Anxious to Have the Be of Core Taken of HerErrlnc Son. The mother of Owen McKally, who is now in jail awaiting trial at the next term of court, is making efforts to have her son obtain as light a sentence as possible. Tbe poor woman is distracted, and wishes for her boy no sterner discipline than she thinks need be given to fit the case. While she thinks he is not at all respon sible for his acts, which, in her view, are more foolish than criminal, owing to his mental condition, she ot course doesn't wish the unfortunate victim of his misfortunes to be confined for any length of time, either in a prison or an insane asylnm, the latter of which she appears to believe better .suited for him. MECHANICAL ENGINEERING. Special Stndles In the Course of tbe Western University.
