P. it THE PITTSBURG DISPATCH, THURSDAY, JULY 17, 189a FOE .AN INFIRMARY, A Case Turned Up in Which the Keed of a Hospital is Showm WEST PEM AND CITY FARM FULL City Treasnrer Penniston Says the City blionld Dave One, OE ELSE PAT FOR ITS PATIEKTS A case of distress, showing the necessity for a city infirmary, turned np in City Treasurer Cenniston's office yesterday after noon. A younc woman, about 19 or 20 years of age, applied to the Major for a permit to enter the West Penn Hospital. Owing to the crowded condition of the institntion, Mnjor Denniston sent her to Chief Elliot, of the Department of Pnblic Charities, who could not do anything for her and sent her back to Major Dcuniston. The latter thought of the hospital overcrowded with chanty patients, but had not the heart to tarn the girl away again. He gave her a card of admission, and the poor creature had a roof over her head last night. The girl is an orphan and has been a house servant all her life. She is troubled with epileptic fits, and on account of this cannot get a situation. "When she applied to Major Denniston for admission to the "West Penn, she said she had no money and needed medical treatment AN OVEECKOWDED TOOIt FARM. "When she applied to Chief Elliot the latter informed her that the Poor Farm Hospital had more people at it now than could be taken care of. If it hadn't been for Major Denniston's assistance, the girl would probably have had to apply to the police authorities for a night's lodging. 'Chief Elliot hits the nail squarely on the head lnTiinDlsrATCH to-day mhisremarks about a city infirmarv," safd Mejor Den nliton. "What wb need hero Is a placo where people can bo teinuorarilv cared ror when Hipt arc ill. In the case of this girl she needs about three wri'ks of medical treatment. Itonther to Chief Elliot, who sent her back to me, anil the onlv thing I could do n as to rend her to the hospital. The Wot Penn is about SW.UOOJln debt, and evciy charity utlrnt e tako In puts na fur ther in Ihu hole. The cltv levies a tax to main tain s'jch cases as tins, but nothing could bo dune lor her by the Dcpattrocnl of Charities. 3 ho city docs not giro us a cent for taking charge of tlieno people. Last j car 77 percent of llio people In our hospital wero charity pa tients. We get them lrorn the mills, work shops and railroads, and they do not pay a cent lor their treatment. The West Penn doos wore good In this uay than anv honpltal In the city, mid I doubt if there are any in the (State to equal it. Last year, the Department of Char ities had more money than It had use for. If 10 or S7 per week was paid for each cltv patient, tun money could not only have been used to good advantage, but would help us ont of debt. A CITY APPBOFJUATION "WANTED. "If the city does not establish an infirmary It would be a good Idea to pay for cacn city pa tient cared for In the different hospitals. Even If we only got 87 per week, it would be a great help to us. Wo now have In the hospi tal 190 patients, and the hjgienic capacity of the institution Is 17a Wo have bad as high as " nie, dui only managed to keep them byshiftingahout and placing cots ont fn the corridors. Allegheny appropriates 5.000 each year for the Allegheny General Hospital, ihis shonld be done with one of the hospitals lu this city. It would probably be cheaper to make an arrangement with an institntion now In existence than establish a new one. It would obviate the necessity of Ueepin" np a staff of physicians, nurses, etc The esti mated cost of running the Department of Charities this year is is5,000."
