Futile Opposition to rfonble Track Upon
Karrovr Streets.
A KICK FROM IUZELWOOD AYEUUB
Common Council held a special meeting
yesterday and passed the ordinances for the
sale of the Poor Farm and the purchase of
another site. These ordinances were passed
under a suspension of tbe rules and without
discussion, the only dissenting votes being
east by Messrs. Bighnm and Pitcairn. These
ordinances now nwait tho signature of the
Mayor before action is taken to change the
location of tho Poor Farm.
Chief Elliot said yesterday afternoon, in
speaking of the strange cases now sent to
the Poor Farm: "It has become a lszar
house. The place is supposed to be a refuge
for aged and impoverished people, hut we
bare to receive persons Buffering from all
classes of disease, mental and physical, and
ot every degree of infectiou. The city needs
a hospital of its own for these cases, if for
no other reason than to saTO the patient tbe
long and wearisome ride to thcPoor Farm."
WANTED 3I0UE TIME.
The Bonthside street ordinances were
taken up and Mr. AV. A. Magee moved a
suspension of tbo rules in order that they
might be placed on final passage. To this
Mr. O'Donncll objected on the ground that
sufficient timehad not been allowed for proper
consideration of the measures. Mr. Magee
thought a week bad been long enough and
insisted on bis motion, which was adopted.
Mr. O'Donnell offered an amendment to
the ordinance granting the use of certain
'Southside streets to the McKean Street
Hallway, providing that only single tracks
be allowed on streets having a width of less
than CO feet. He thought that where a
street was less than CO feet wide only one
track should be laid, because when there
were two tracks business men on a street
were inconvenienced, property was depre
ciated, and the line operated to the disad
vantage of those who lived along its route.
Supposing a street but 40 feet wide, 154
feet were taken for the double tracks, and 16
for sidewalks, leaving only 8)4 feet for
wagon road. This was not enough, and for
the protection of property holders who
would be affected he hoped his amendment
would be adopted.
Mr. Bigham characterized the amendment
as ridiculous. Sixty-foot streets were scarce
on the Southside, and there wasnotonoof
that width In the ronte of McKean Street
Company. They were nearly all CO feet
wide, and that width would allow feet
on each side for wagon room. As wugons
ore only made six feet wide, this was amply
turn elent.

Mr. O'Donnell had only two supporters
for his amendment when It was voted down,
and lie oflered another, making CO-loot
streets tho width upon which two trucks
should bo laid, but there was not a second
to tho motion.
Then lis offered a third amendment re
quiring the company In begin work within
a year, and complete its Una within two

had never used and never intruded to, using

nances were to be used for tho same pur
pose, and he offered his amendment to pre
vent It.
A MTTMS BAltOAHM.
Mr. Donley very sarcastically said he felt
gratified to the Lawrciicovllle member for
his kindly Interest in the affairs of the
Hnutbslde. and Intimated that purhaps Mr.
O'Donnell had some interest in the opposl
tinn line that he was so solicitous about tho
new competitor.
A vote on the amendment resulted in Its
defeat, and Mr. O'Donnell's rail for tho
yeas and nays was not sustained. The ordi
nance was then passed, Mr. O'Donnell be
ing tbe only negative voter.
Another effort to amend was made when
tbe IUngham Street Hallway ordinance was
taken up, Mr. O'Donncll claiming that the
ordinance was made subject to a general or
dinance governing street railways which
did not mean anything and did not bind the
railway companies at all. His amendments
were again overwhelmingly defeuted.and the
ordinance passed.
When the Bradford and South Ninth
Street Railway ordinance was under con
sideration Mr. Brewster moved to amend it
by making its place of beginning on Fred
erick instead of Bradford street, as if it
begun on Bradford it would interfere with
the new incline plane that is just about
completed on that street.
A MATTEB OP NECESSITY:.
Mr. Magee said that if the line begun at
Frederick street it could not get under the
sew incline. It would not interfere with
the incline on Bradford street, but if the
amendment was adopted it would prevent a
complete connection of a fine system of
street railways, calculated to benefit every
portion of the Southside, while it would
give no advantage over the original ordi
nance. The nmendment was deieated, and
on the roll call tbe ordinance was passed by
r. Vote of 33 to 4, Messrs. Brewster, Janett,
O'Donnell and liussel voting negatively.
The' ordinances for the Greenfield Avenue
Street Bailway Company, tbe Jane Street
Bail way Company, and the Southside
Bridge Company were passed finally, Mr.
O'Donnell only voting negatively on each
one.
The report of the Board of Awards was
approved. Tbe award of the contract for
paving Hazelwood avenue with asphalt was
first, upon motion of Mr. Frtzman, returned
to the Board of Awards, but by a later
vote, the motion was reconsidered on
Mr. Magee's motion, and the contract was
approved. Mr. Ertzman had said the resi
dents along the street wanted it paved with
firebrick, but Mr. Magee argued that it was
a residence street, upon which no heavy
hauling was done, and that asphalt would
be the best adapted to it. The gentlemen in
the Board of Awards knew this when award
ing the'eontract and acfed accordingly.
FOB POLICE JANITORS.
A resolution authorizing Chief J. O.
Brown to employ janitors for the police
stations at (GO per month instead of paying
patrolmen f"5 per month for tbe services,
was adopted.
The vote by which tho ordinance for a
newer on Bauin street from Woodworth to
Cypress street was passed was reeoustderod.
