APPLICATIONS WILL BE MADE AT ONCE
News was received yesterday afternoon at
a late hour that President Harrison had
signed the dependent pension bill. Though
the benefits to be conferred thereby only
strike a portion of the soldiers, vet some
who will not be beneficiaries think it will be
a good thing, as it will relieve the G. A. K.
of a considerable burden.
H. H. Bengongh said he thought it the
best measure of its kind ever proposed. He
said be did not like the service pension
measure, as he didn't believe anvone able to
make his living should be pensioned. The
dependent pension bill will relieve the
Grand Army of much work, as it not only
takes care of soldiers who are unable to care
for themselves, but the care will follow their
widows and children who may need help.
Ex-Coroner -William Clawson said be
liked the leature providing for -the care of
soldiers' widows and orphans.
OUT OF THE FOOBHOUSE.
Major -William Hartzell indorsed the
bill, as he said he thought it better to get
indigent and disabled soldiers out of poor
houses before the service pension bill was
passed.
'Squire John Burke said it would be a
good thing for some people, but did not pass
on its merits as a whole.
JSeill Kirkpatrick thought it might do a.
man some good about 48 hours after his
death, but he had doubts whether many
would be able to establish their claims with
out being put to much trouble.
All or the old soldiers on the Southside
felt like throwing up their hats last night
when they were told that President Ben
bad signed the dependent pension bill. A
visit was made to the club room of Colonel
J. "W. Patterson Post, and the news
so confused one member who was playing
chess that be made a miss move and in con
sequence lost the game. Some of the others
who were playing seven-up lot all interest
in the game and several declared that time
could be better spent making out applica
tion papers.
VHT THET LIKE IT.
They said that according to the new law
any soldier who had served not less than 60
days in the army and was disabled from
work or should be at any time in the future,
will be entitled to a pension of anywhere
from td to 512 per month, and with a like
scale for widows.
It was thought that a large number of ap
plications would be made in the future by
deserving veterans, and, though a small
amount, it would alleviate much distress,
and was no more than was due.

KOTICE TO PLUMBERS, ARCHITECTS,
owners and contractors
The following additional rule relating to
plumbing and bouse drainage in the city of
Pittsburg is hereby established, viz.:
"Rule 6 Every sink, basirv bathtub, water
closet, slop-hopper, and every fixture having a
wate pipe, shall be furnished with a trap,
which shall be placed as near as prac
ticable to the fixture that It serves. Traps
shall be protected from syphonage or air
pressure by special air pipes of a size not
less than the waste pipe or trap, but air
pipes for water closet traps shall not be less
than two (2) inches in diameter for thirty
(SO) feet or less, and of not less than three (3)
Inches in diameter for more than thirty (30)
feet. Air pipes shall be run as direct as prac
ticable, and shall be of not less than four (4)
inches in diameter where they pass through the
roof. Two pr more air pipes may be connected
together, or with a soil pipe, or carried inde
pendently above the roof, but in every case of
connection with a soil pipe such connections
shall be above the upper fixtures in the build
