Fourth of July in a good, old-lashioned

your contribution. Mayor Oonrley means
business. He wrote to a number of prom
inent business men yesterday, and will send
out more letters to-day, but as this is very
hot weather, His Honor would take it as a
personal favor if intending contributors
would send in their mites without waiting
for a request.
Carnegie Bros. & Co., Limited, got into
the swim yesterday to the extent of $100.
They inclosed a check for that amount in

Mayor Gourley was greatly encouraged by
this contribution, and at once renewed his
efforts, notwithstanding tbe possibility of being
overcome by the heat. He started out after a
number of well-known gentlemen to collect
contributions, and expects great results to-day.
Mr. Charles Holmes, of the Monongahela
House.has set his mark at 600, and will posi
tively refuse to turn in less than K00. Police
Magistrate Snccop will look after the South
side, and the bankers and citizens in that sec
tion had better nave some spare cash on hand
to-day.

ENLAKGrNG THE PBOGKAMME.
A proposition has been made to the Mayor to
have amateur athletic sports at Scheuley Park
after the speech-making. His honor is favor
ably impressed with tbe idea, and is now wait
ing for tbe citizens to offer prizes for tbe differ
ent events. He thinks something of this kind
will add largely to the success of the occasion.
If this addition to the programme is to be
adopted, action must be taken at once.
Cbiet Bipelow is making arrangements for a
suoply of 300 barrels of lemonade, which will
make 240,000 refreshing drinks for tbe thirsty
multitude. If tbe funds subscribed will war
rant it, sandwiches and cakes will be supplied
to tbe little ones. Tbe swings- commenced to
arrive yesterday, and good stoat trees will be
selected upon which to rig them.

the above named companies have entered into
a joint agreement for tbe consolidation ana
merger of said several companies into one new
consolidated company. Said agreement pro
vides, among other things, thatthe capital stock
of the constituent companies shall be increased

pany shall he seventy-five million dollars, of
which thirty million shall be preferred, and
forty-five million sball be common stock.

covering the entire railroads, properties,
estates and franchises of the consolidated com

for their adoption or rejection, and for that
purpose said stockholders are hereby sum
moned to appear at a special meeting thereof

The following additional role relating to
plumbing and house drainage in the city of
Pittsburg is hereby established, viz.:
"Rule 5 Every sink, basin, bathtub, water
closet, slop-hopper, and every fixture having a
waste pipe, sball be furnished with a trap,
which shall be placed as near as prac
ticable to tbe fixture tbat it serves. Traps
shall be protected from sypbonage or air
pressure by special air pipes of a size not
less than tbe waste pipe or trap, but air
pipes for water closet traps shall not be less
than two (2) inches in diameter for thirty
(30) feet or less, and of not less than three (3)
inches in diameter for more than thirty (30)
feet. Air Dlpes sball be run as direct as prac
ticable, and sball be of not less tban four (4)
inches in diameterwhere they pass through the
roof. Two or more air pipes may be connected
together, or with a soil pipe, or carried inde
pendently above tbe roof, bnt in every case of
connection with a soil pipe such connections
shall be above the upper fixtures in tbe build

from Penn avenne to the city line.
Whereas, It appears uy the petition and affi
davit on file in tbe office of the Clerk of Coun
cils that one-third in interest of tho owners of
property fronting and abutting upon tbe said
street have petitioned tbe Conncils of said
city to enact an ordinance for tbe paving and
curbing of the same; therefore,
Section 1 Be it ordained and enacted by
the city of Pittsburg, in Select and Common
Councils assembled, and it is hereby or
dained and enacted by tbe authority of the
same. Thatthe Chief of tho Department of
Public Work; be and is hereby authorized and
directed to advertise in accordance with the
acts of Assembly of the Commonwealth of
Pennsylvania and tbe ordinances of the said
city of Pittsbnrg relating thereto and regu
lating tbe same, for proposals for tbe
paving with asphaltum and curbing of Brad
dock avenue from Penn avenne to tbe city
line, tbe contract therefor to be let in
the manner directed by tbe acts of Asssembly
and ordinances. The cost and expense of the
same to be assessed and collected in accord
ance with tbe provisions of an act of Assembly
of the Commonwealth of Pennsylvania, enti

Section 1 Be it ordained and enacted by tbe
city of Pittsbnrg in Select and Common Coun
cils assembled, and It is hereby ordainod and
enacted by the authority of the same. That in
cases in which security Is n quired to be taken
and approved either by tbe Councils or tbe
head of any department of the municipal gov
ernment it shall be lawful for tbem or bim in
their or his discretion to approve tho bond or
obligation offered by the paity required to fur
nish security, whenever the conditions of tbe
same are guaranteed by a corporation dniy au
thorized by its charter and tbe laws of tbe Com
monwealth of Pennsylvania, to become surety
for tbe faithful performancof anv pnblic or
private trust, contracts, duty or office, or for
the doing or not doing of tbe tbing
or things in said bond specified: pro
vided, tbat no corporation sball be taken as
security in any one contract for a snm exceed
ing tbe amount ot its paid up capital, and pro
vided that tbe paia up capital stock of such
corporation shall not bo less tbau one hundred
thousand (100.000) dollars, and provided further
tbat no corporation shall be taken as security
for a greater sum than the aggregate amount
of five times its paid np capital stock, and pro
vided further tbat in case any company shall
have been taken as security and shall after
ward become insolvent or its assets reduced
below the amount fixed in this ordinance for
its paid up capital. Councils shall have tbe
right to demand from the contractor or other
person upon whose bond tbe company is
surety, other and additional security In lieu of
that given by the said company.
"Section 2 That all corporations becoming
surety or guaranteeing the condition in any
bond shall file with tho head ot each and
every department, and also with tbe Con
troller, during the montbs of January and
July in each year, until this order shall be
repealed, a sworn statement of one of the
officials of each of said corporations of its
financial condition on tho first day of January
and July, together with such statement sworn
to in like manner of tbe bonds that they have
given and such other information as the head
of. any,depaitmsnt or Councils or committee
thereof may from time to time require, and
that any corporation which shall fail to file tbe
statements hereby required shall not be ac
cepted as surety under this ordinance until
such statement shall have beenfiled.
Section 3 That any ordinance or part of
ordinance conflicting with the provisions of
this ordinance be and tbe same is hereby re-

Of all classes of investment, those
in real estate should be the most
carefully considered, and the rea
son is plain. Based upon solid
values, such investment is the surest
and the safest that can be made.
On the other hand, nothing depre
ciates in value with such startling
rapidity or is harder to dispose of
at any price than real estate, which,
at the time of its purchase, has for
for its sole recommendation a
"lovely situation" or a "perfect
climate." Neither is it wise in this
particular to follow the crowd, for
by artful advertisements and ficti
tious sales it is an easy thing to in
augurate a "boom" that promises
fortune to all, but almost invariably
results in disaster.
The experience of persons who
have thus hastily and inconsiderate
ly bought property for no better
reasons than those enumerated and
afterwards repented at leisure an
experience so oft repeated all over
the world in a greater or less de
gree should teach men that only
in the natural centers of population,
where ample opportunities for em
ployment are provided,can the peo
ple at large safely afford to invest
in real estate. The most correct
standard of judgment, therefore, as
to the value of property is furnished
by the truthful answer to the ques
tion: " How large a population can
be supported by the well established
industries of the district in which
the property is located ? "
Applying this test to the proper
ties offered for sale by the East
Pittsburg Improvement Company in
the Turtle Creek Valley, below
Walls Station, and confining its ap
plication to a district not exceeding
the property of the company more
than one mile in extent, the signifi
cance of 'the answer is apparent.
At Walls Station the Pennsylvania
Railroad Company is erecting re
pair shops, round houses, etc., that
will directly and indirectly give em
ployment to about 1,000 men.
At Wilmerding, the mammoth
plant of the Westinghouse Airbrake
Company is already in partial oper
ation; when fully equipped it will
employ 2,000 men, most of whom
are skilled mechanics.
At Brinton, the Standard Under
ground Cable Company have con
tracted for the erection of their
new cable works and wire mill,
which, when completed, will give
employment to over 400 men.
At Bessemer, the great steel rail
mill and iron furnaces of Carnegie
Bros. & Co. now employ fully 3,000
men.
The total number of men em
ployed in the district above de
scribed will reach 6,400, and esti
mating that, on an average, five per
sons are sustained by the labor of
each adult err ployed in a manu
facturing establishment, the popu
lation that could easily be support
ed by the industries named, not to
mention many others, that will prob
ably locate in the Turtle Creek
Valley in the near future, would
reach the surprising sum of 32,000.
The figures show conclusively the
solid foundation upon which is
based the value of property in the
Turtle Creek Valley.
