Locke preached to a large con gregation, last night, on the subject: "How Par Shall We Go lor the Fallen?" He opened by stating that at one of the meet ings held by Pittsburg ladies to consider the Bethesda Home enterprise, the conclu sion was reached that womon could not engage in the work and yet preserve their self-respect and social position. "But," said Mr. Locke, "The question is not whether we shall labor for the elevation of mankind. The issue of the present is whether it is possible for men and women to descend so low in the scale of morals that society is relieved ol any responsibility for their reformation. "When our brother man forgets his king lineis and becomes a slave to evil propensi ties; when our sister woman surrenders her crown and scepter and seeks the shadows of vice and impurity, are we to go simply to the line of demarcation which marks the boundary between righteousness and sin; never cross the line to oner succor; walk back and forth as stately sentinels; turn our faces homeward in prayer; draw our cloaks about us and say: 'Poor devils, I've done all X could for them?' "The priest and Ievite represented many good people who will not soil their hands, stain their garments, or endanger their social position bv seeking out the victims of vice. But, 'Go tbou and do likewise,' comes in mandatory tones from the great social scientist of the race. In rebuking accents it falls UDon many an ear. If the descendants of the priest and Levite are to be custodians of the erring ones, God have mercy upon the fallen. "How far are we to go for the fallen? As far as Jesus Himself went. He sought the poor and needy. He 'came not to call the righteous, but sinners to repentance.' He was ready to assist thieves and criminals, and he encouraged prodical sons. Some are so unfortunately born that they may tall a little and be outcasts, while others, more helpfully surrounded, may fall (artier and still retain their res pectability. God knows what chances each has been given and He judges aright. Tender the fallen a helping hand, regard less of birth, creed, nationality or sex. There was an old law under which women who sinned were stoned to death. There is still some of that old barbarism left, bnt the woman deserves as much encouragement as the man." Ghosn B. Howi, L. A., M. A., Ph. D.,the first of the delegates to the Sunday School Convention to arrive in the city, preached in Pulton Street Evangelical Church yester day morning. Dr. Howi is a native of Mt. Lebanon, Palestine, but is now a minister in charge of tbe Presbyterian church in Canada, and contemplates returning to his j native land to preach the gospel there. Dr. Howi has been without sight for several years, andTias to read the Scriptures, and hymns, as well as preach, without book or ?aper. It is probable that either now or liter he may give some lectures in the city on the religious condition and missionary prospects in the land of promise. The doctor is better known as a popular lecturer on the lands of the Bible in relation to the text of Scripture, and frequently, in lec turing, he appears in the Palestine garb, which shows vividly tbe relation between the articles of dress and some Bible texts. The sermon yesterday morning, based on the Prodigal Sod, was very interesting and profitable, and the audience was much de lighted. TH1KG3 HOT TO BE BORE. A Good Man Will Iot Wnlk la tbe Un codlj's Counsel. "Things that the Truly Godly Man Will 2Tot Do," was the subject of Be v. J. G. Goettman's sermon last evening at the Trinity Lutheran Church, Stockton avenue, Allegheny. He said: "The godly man will not walk in the counsel of those who ignore God in daily life. He may not be openly wicked, but he is practically doing evil. The godly man is not in sympathy with scornful men. It is sin to ignore God in daily life. "Now, what shall a godly man do when he is brought in contact with ungodly peo ple in social life? He claims he is com pelled to associate with them, but it is one thing to be compelled to be in the society of ungodly men to reform them, and a different thing to seek their companionship from a love of pleasure in their society." Woodburn last evening deliv ered an interesting sermon to the congrega tion in Sandusky Street Baptist Church, Allegheny, on the subject, "Axioms." Among other things, he said: "As in mathematical science there are selr-evident truths which we call axioms, so in actual lire there are religious truths that are axioms. It seems JIcGee came home intoxicated, and when Mr. 3IcGann insisted that he should go to bed, the boarder resented and pulling out a penknife stabbed Mr. McGann on the arm, inflicting a painful wonDd. Kate Kealy and Ellen Connelly went to the Central station, the former to assert that Mrs. Connelly had caused her to get drunk, and the latter to deny the assertion., Mrs. Kealv's feelings had been outraged in some mysterious manner, and to obtain relief she made a vigorous onslaught upon Mrs. Connelly. The women were separated and locked up, but it took four stout officers to land Mrs. Kealy in a cell. Mayor Wymnn Han a Foil House Mr. Wall Attempts to Piny the Dance of Death Forty-Five Offenders at tbo Central Sta llon. Mayor Wyman had 46 cases before him yesterday morning, the largest hearing in Allegheny for some years, but most of them were trivial and quickly disposed of. Albert Walz went home Saturday night, locked the doors, took an ax and informed his wife that he was going to kill her. The woman's screams attracted the attention or the neighbors, who called an officer and had the husband arrested. At the hearing, the wife, Louisa Walz, testified that her hus band really meant to kill her, and that he attempted to do so once in Germany. Walz was sent to the workhouse for 90 days. George McMicbael, the youngmn who amused himself bv insulting ladies on Tag gart street on Sat'urdar night was fined $10 and costs. George Washington, colored, who, during a row with another colored man on Saturday night, cut the latter on the head with a knife, was sent to the work house for 90 days. Maggie Laley, Annie Miller, Joe Jack and Jim Toole were ar rested early on Sunday morning for acting in a very disorderly manner on Kiver ave nue. The two girls were fined $15 and costs each and the men $25 and costs. Magistrate Gripp had 45 cases before him at Central station yesterday morning, in ten of which workhouse sentences were imposed. Matilda Brown, colored, whose sneak-easy in the rear of 37 Washington street, was raided Saturday night, was fined $25 or SO days to the workhouse. John Day, Emma Beynolds and Bertha Landon, who ware ar rested in the house also, got 30-day sen tences, the balance of the crowd getting off with a fine of $5 and costs. Benjamin Morton and Harry Murphy were cent up 30 days lor seeping a aisor ly house on Washington street. Louis Pettres had been arrested at Foley's saloon, on Wvlie avenue. Mr. Foley testi fied that Pettres had entered the saloon drunk and was reiused liquor, which so angered him that he drew a knife on Foley and threatened to kill him. Pettres got 30 days. John Edwards was arrested on suspicion of having picked John Burke's pocket on Market street. Burke was drunk, but he yelled for the police and Edwards was cap tured. The stolen money was fonnd in Edwards' possession, and he was given a 30 days sentence. The persons who caused so much trouble, including the escape of a prisonerto In spector McKelvey and Special Officer Cam eroq, on the Southside on Saturday night, paid Magistrate Snccop for their pastime yesterday morning at the Twenty-eighth ward station. Frank Cregau, who was the aggressor in tbe case, was committed to the workhouse for 30 days, while J. K. Davis, with whom he was fighting, was fined $5 and costs. George Herbe and Mrs. Elizabeth Herbe, who interfered and assisted Davis to escape from the inspector were fined $5 and costs and $10 and costs respectively. Magistrate Hyndman, of the Second po lice district, had 21 prisoners before him at the Fourteenth ward station yesterday morning. 'Squire Shaker, of Lawn street, was fined $50 and costs for Keeping a dis orderly house. Sarah Johnes, of Forbes street, was fined $25 ior the same offense, and both lines were paid. -The remainder were ordinary cases. CITIZENS ABE AB0TTSED. They Report Overcrowded Italian Lodging Houses to tbe Police. Citizens are now taking a hand in the movement against overcrowded lodging houses, and are reporting them to tbe po lice. Detective Bendle was notified yester day that 60 men are living in one room in the Centennial building. Ferry street Officer Farrell was informed that in the Musgrave building, Liberty street, the room was subdivided by low partitions. Part of these subdivisions are used for storine bananas, while tbe venders of the luscious fruit bunk promiscuously in the adjoining cubbyholes. Traps shall be protected from syphonage or air pressure by special air pipes of a size not less than the waste pipe or trap, but air pipes for water closet traps shall not be less tban two (2) inches in diameter for thirty (30) feet or less, and of not less than three (3) Inches In diameter for more than thirty (30) feet. Air pipes shall be run as direct as prac ticable, and shall be of not less than four (4y inches in diameter where they pass through the roof. Two or more air pipes may be connected togetber, or with a soil pipe, or carried inde pendently above the roof, but in every case of connection with a soil pipe such connections shall be above the upper fixtures in tbe build ing."
