Its Boundless Future in Fields of Medicine and Surgery KEEDS TO BE LEGITIMATELY GDABDED Never since order was called out of chaos and this planet took its place in the eternal fitness of things, has any medical discovery been made that opens up tuck vast possi bilities as are embraced in the subject of hypnotism. Some leading physicians of Pittsburg were interviewed yesterday, and the interesting fact developed that the sword of hynotic flame that will dazzle ttie universe is expected to be unsheathed before old father Time's head is moulted with the cares of many more years. Pensively pause, patiently ponder over the grand and inestimable advantages pos sessed by the professors who have the power of putting people into a hypnotic state! "What glorious opportunities for speculators! For example, behold the perspicacious pickpocket hypnotizing such a staid and honorable citizen as Mayor Gonrley, and putting him under the magnetic spell, command him to filch fine "silkers" lrom the dear public, under the impression that lie is a full-fledged pickpocket. Or what would better illustrate the magnificent powers of hypnotism than to see a murderer condemned to death, throw a hypnotic spell over the executioner, then glide rapidly away. BOUNDLESS POSSIBILITIES. The possibilities of this peculiar "nerve training" are boundless. Life is too short to enumerate even a fraction of the wonder ful deeds that might be accomplished by those possessing the power to hypnotize others. The employment of this phenomenal faculty by unprincipled characters to farther evil designs is not a mere matter of fancy, but a well-tnown fact, as evidenced by what Dr. Seip said yesterday afternoon to a Dispatcii reporter. "When I was in Pans," he said, "the French authorities pissed laws placing restrictions on the use of hypnotism, for the reason that many abased the power. Whether the time will come when the hypnotic state will have a recognized place in surgery as a substitute for chloroform, cocaine, etc., is difficult to say. for the reason that the matter has not been thoroughly inves tigated." This peculiar and InVresting mental and muscular phenomenon, ? hen reduced to first principles, will have an important function to perform in cases of minor surgery. Or. C. 8. bcott, the Penn avenue dentist, remarked: "Hypnotism has a future in dentistry, which must be given over in chime to the pro fession itself, and in its practice the greatest care must be exercised in preventing nervous prostration of the patient." IX PHYSICIANS HANDS. "There should be a law forbidding the use of hypnotism by any one except a skilled phy sician." said Dr. "Winslow. "X saw tho opera tions of Prof. Charcot, the French savant, who is the head and sonl of hypnotism in Europe, and to say the least, patients who are pnt under the influence should be in the hands of thorouchly competent physicians. It is a practical mental phenomenon that can be handled with safety only by expert-'. Quacks and charlatans strive to invest this play on the nervous system with supernatural character istics in order to impose on credulous members of our community, bat this state of hypnotism does not depend in any way on supernatural agencies." NOTICE TO PLUMBERS.ARCHITECTS, owners and contractors The following additional rule relating; to plumbing and house drainage in the city of Pittsburg is hereby established, viz.: "Rule 6 Every sink, basin, bathtub, water closet, slop-hopper, and every fixture having a wate. pipe, shall be furnished with a trap, which' shall be placed as near as prac ticable to tbe fixture tbat it serves. Traps shall be protected from syphonage or air pressure by special air pipes of a size not less than tbe waste pipe or trap, but air pipes for water closet traps shall not be less than two (2) inches in diameter for thirty (30) feet or less, and of not less than three (3) inches In diameter for more thau thirty (30) feet. Air pipes shall be run as direct as prac ticable, and shall be of not less than four (4) inches in diameter where they pass through tbe roof. Based upon solid values, such investment is the surest and the safest that can be made. On the other hand, nothing depre ciates in value with such startling rapidity or is harder to dispose of at any price than real estate, which, at the time of its purchase, has for for its sole recommendation a "lovely situation" or a "perfect climate." Neither is it wise in this particular to follow the crowd, for by artful advertisements and ficti tious sales it is an easy thing to in augurate a "boom" that promises fortune to all, but almost invariably results in disaster. The experience of persons who have thus hastily and inconsiderate ly bought property for no better reasons than those enumerated and . afterwards repented at leisure an experience so oft repeated all over the world in a greater or less de gree should teach men that only in the natural centers of population, where ample opportunities for em-' ployment are provided,can the peo ple at large safely afford to invest in real estate. The most correct standard of judgment, therefore, as to the value of property is furnished by the truthful answer to the ques tion: "How large a population can be supported by the well established industries of the district in which the property is located ? " Applying this test to the proper ties offered for sale by the East Pittsburg Improvement Company in the Turtle Creek Valley, below Walls Station, and confining its ap plication to a district not exceeding the property of the company more than one mile in extent, the signifi cance of the answer is apparent. At Walls Station the Pennsylvania Railroad Company is erecting re pair shops, round houses, etc., that will directly and indirectly give em ployment to about 1,000 men. ., At Wilmerding, the mammoth plant of the Westinghouse Airbrake Company is already in partial oper ation; when fully equipped it will employ 2,000 men, most of whom are skilled mechanics. At Brinton, the Standard Under ground Cable Company have con tracted for the erection of their new cable works and wire mill, which, when completed, will give employment to over 400 men. At Bessemer, the great steel rail mill and iron furnaces of Carnegie Bros. & Co. now employ fully 3,000 men. The total number of men em ployed in the district above de scribed will reach 6,400, and esti mating that, on an average, five per sons are sustained by the labor of each adult errployed in a manu facturing establishment, the popu lation that could easily be support ed by the industries named, not to mention many others, that will prob ably locate in the Turtle Creek Valley in the near future, would reach the surprising sum of 32,000. The figures show conclusively the solid foundation upon which is based the value of property in the Turtle Creek Valley.
