The toughers and catchers in steel mills
have scored a Tictory, and as a result, are
Tery jubilant. The scale of the Amal
gamated Association was yesterday handed
to the printer, and will be ready for pre
sentation to the manufacturers in a few
days. The main points or the scale hare
been published in The Dispatch, bat
some unpublished decisions of the conven
tion are of a startling nature. In the 18
inch structural mill scale, proTision was
made insuring the rougher-down not less
than 50 per cent of rougher's wages, and the
the rougher-up not less than 42 percent.
This is a signal victory or concession for
this class of -workmen, and will end all talk
of secession on the part of the roughers and
catchers in the structural department.
Another important matter has cropped out
in the discussion of the -wage scale, which
was of the greatest importance. The 'West
ern delegates made a vigorous effort to re
gain the prestige of Pittsburg in the cotton
tie trade by increasing the output. It was
argued that once Pittsburg drove a thriving
trade throughout the South in the manufacture
ol cotton ties. That such mills as J. Painter
Bona and Long t Co. were, ten years ago, de
voted to the manufacture ol the cotton tie,
which was shipped South via the Ohio and
Mississippi riven. To-day scarcely a cotton tie
is manufactured In Pittsburg, owing to over
whelming competition from British mills.
The delegates argued that if the men worked
at lower wages and longer hours, they could so
Increase the output at low prices that the Brit
ain cotton ties uouia oe iorcea caioi ids
market.
This proposition raised a storm in tbe con
vention. The majority of the delegates con
tended that an increase in hoars would mean a
surrender of the eight-hour project, and few
of the delegates were prepared to boldly attack
this aim of organized labor.
Tbe discussion finally developed a strong
eight-hour sentiment, which effectually silenced
the advocators of increased output on cotton
ties, and their proposition was defeated by an
overwhelming majority.
As tbe scale or wage committee's report was
finished on Saturday, tbo convention yesterday
had nothing to do but await the reports of com
mittees on duties of officers, organization,
good of the order, constitution, etc Most of
these committees were not prepared to report,
and tbe convention took a recess yesterday at
noon until this morning.

James Campbell Trie. In Vain to Find Ont
Abont the Glas Clause.
James Campbell, who has been in Washing
ton for a week trying to find out what the
Senate is going to do with the McKinley bilf in
regard to glass, says that be never knew of a
time when information in regard to the move
ments of a committee was so hard to obtain.
Both among Senators and Representatives
there is tbe same suspense in regard to what
tbe Finance Committee of the Senate is going
to do with the bill. Some say it will be slashed
and others not, but from a canvass of members
of both brancbts the drift of opinion is that
the committee will slash tbe bill.
Tbe cause for going back on McKinley and
tbe House is as vague to tbe minds of Congress
men in general as tbe whole affair. Some say
that Allison and iiiscock. two members of tbe
committee, having the Presidental bee in their
hats, do not want to see McKinley get tbe glory
that a passage of his bill in entirety as it went
tbronirh the House would irive him. However.
tbere are so many ways of defeating any such
motives when i: comes to tbe Senate for vote,
that snch a fact could hardly defeat any point.
In regard to the Jeannette case Mr. Campbell
said he wxs sorry that the House bad not de
cided to Investigate tbe matter, as some things
might bave been brought ont then that would
have made some peDDle open their eyes to the
true animus involved in the whole matter.

Coal Miners Ileartily Indorse tbo Xexv Dead.
Work Scale.
Tbe operation of tbe dead-work scale this
week Is giving general satisfaction among tbe
miners. John Thomas, of West Elizabeth,
was In Pittsburg last evening, and was very en
thusiastic over tbe working of tbe new scale.
He said: "Tbe miners along tbe Baltimore and
Ohio Railroad and Pemicky line are greatly
pleased over tbe prospect of fair earnings for
run-of-mine-coal, driving entries and turning
rooms. Heretofore compensation for this class
of work and for clay veins has largely depended
upon tbe disposition of tbe operators. The
scale, however, provides fair wages and will be
an incentive for miners to perform tbese
classes of work with rapidity.
"The driving of entries, turning of rooms
and penetrating clay veins has always been the
bete noir of the digger, and every excuse was
resorted to in order to escape such irksome
and ill-paid duties, although the work is nee
essary in order to insure steady work for tbe
miners. The new scale works admirably and
will doubtless go far toward quieting tbe com
plaints of miners, which so oiten culminate in
sttikes, shutting down mines and costing
operators valuable contracts.

The Brass Dfoldere Orcanlzlng to Combine
for Shorter Hours.
The Brass Molders Assembly, K. of L., met
last nigbt at District Assembly No. 3, and
Initiated S3 new members. The assembly is
growing rapidly, and the leaders believe that
In a few weeks they will have organized every
Shop in Pittsburg and Allegheny. A member
of the organization stated last night that tbey
are in hearty sympathy with the endeavors of
tbe brass workers in other cities to enforce the
eisbt-hour rule in their midst, but they are not
prepared to take part in the movement at
present, and will devote their attention to or
ganizing the brass foundries and journeymen
plumbers about Pittsburg during this year
in order to have a through union and unbroken
rauks in lb9L. Then tbey will inaugurate the
shorter hour movement.
In this the brass molders are Indorsed by the
local unions of tbe Brotherhood of Carpenters
'and tbe Machinery Molders' Assembly, who are
working with the same object in view.

A General Protest Belns Blade on It by
Pittsburg Pnddlers.
The Pittsburg puddlers are making a general
protest against tbe class of work known as
"follow out." As a general thins when there
Js any repairing to be done, it is put off until
. Saturdays, and in order to make these repairs
the firms bave asked tbe day-turn crew to be
gin work on Friday night at 10 o'clock, when
the nigbt turn gets done work. By doing this
"the men can get rbe mill ready to be shutdown
by 8 o'clock oh Saturday morning. The men
claim that this kind of work Is harder than all
the rest of tbe week.
For this reason tbe puddlers at Moorbead
Brothers t Co. and Carnegie, Phlpps & Co. re
fused last week to follow out.

The election contest of Brinker versus
Eisenbeis, contestants for the office of Alder
man of tbe Twelfth ward, Allegheny, was
continued yesterday morning belore Master
O. D. Thompson. Archy Bowand, Esq., for
the contestant, showed by witnesses that
quite a number of votes had been cast by
men who had not paid their taxes, and
others who were not qualified to vote for
various reasons. A man named Charles
Smith had put his ballot in the window just
before the polls closed, bat was told his
name was not on the registry list, and his
voto was thrown out. An examination of tbe
list showed his name among tbe rest, and his
vote should have been counted.
There are a number of pecullary flagrant
breaches of the election laws in the case that go
to sbow how carelesslv some boards conduct
their business. Among the papers secured by
the master from the ballot boxes were a lot of
affidavits of voters who had voted on age and
on residence. All the blanks that the board
had on band were used np, and they accepted
the votes of some 33 new men who did not Elen
such affidavits, but were allowed to vote by
simply signing their names on tbe backs of the
blanks. Tbe conn will be asked if such action
is legal. The case will be continued on Thurs
dav. The Twenty-seventh ward election contest
was resumed yesterday morning before Master
John S. Robb, Jr. After opening the ballot
boxes and comparing the registry and tally
sheets, some half dozen names were found on
one that were not on the other. Tbe master was
then about to compare the ballots and string
them when Mr. 'etterman objected on tbe
ground that the order of court did not author
ize him to do so. Tbe court will be asked to
grant the permission, and tbo case will go on
further to-morrow.
The Wyman-Stayton election contest will be
resumed to-morrow morning before Master
Sbafer. The attorneys and master went over
to Allegheny yesterday and got tbe balance of
tbe registry lists and tally sheets from the
ballot boxes.

A great many people have noticed during the
past week or two a number of light-colored cov
ered wagons bearing the name "North Ameri
can Delivery Company, Limited." Tbe wagons
were put on tbe streets two weeks ago yesteft,
day, and since then they "have been doing con
siderable business. On Saturday last at Tren
ton, N. J., the North American Company, sup
posed to bo affiliated with the Oregon and
Transcontinental Company, filed articles of
Incorporation. The capital stock has been

It was supposed by many that tbe Pittsburg

THE LAWYERS' PICNIC.
It Will be Held To-Morrow nt Bock Point,
With Trimmings.
The lawyers of the Allegheny County Bar
Association, witb their invited guests, will hold
I their annual picnic at Bock Point to-morrow.
An elaborate programme for the day has oeen
prepared. The leading attractions will be a
series of athletic contests, consisting of a quoit
tournament, shooting match, foot race, high
kicking match, sack and boat race. Entries
bave been made for all these contests.
The train will leave on the Ft Wayne at 830
In the morning, returning about o'clock in tbe
evening. These annual picnics of the lawyers
are becoming notable and most of the members
of the bar attend.

Andrew Jackson, OS Yonrs Old, Has to be

Andrew Jackson, colored, 93 years old, who
Is probably one of the best known colored men
In the city, was sent to the Poor Farm yester
day by Chief Elliot.
Jackson was one of the old characters about
town, and in the days of the Volunteer Fire De
partment be acted as engine cleaner for the
Vigilant Company, of which Chief Elliot was
then foreman. Jackson served during the en
tire period of the war in tbe Thirteenth and
One Hundred and Second Pennsylvania Volun
teers. Don't rist anything with a stubborn
