fourth term in that position commencing
Jane 1, the beginning of the cijy fiscal year.
Then the .Mayor was conJronted with the
business tax and water rate assessments,
which were turned into his office for collec
'tion. The total assessment or business tax for
1890 is 5250,363 S3, against S23T.G30 91, thus
showing a marked increase in the business
of the city. The liberality of the Iicen6e
Court in more than trebling the number of
saloons is responsible for some of this in
crease, but sot so much as might be ex
pected, for while more intoxicants may be
sold, the business has been divided up.
Saloons pay a tax of 10 mills on the dollar,
while the tax upon ordinary mercantile
establishments is but 1 mill.
SOME WILL BE LOST.
OF the $237,630 91 assessed in 1S89 for
business tax only ?19S,879 23 was collected,
leaving about 17 per cent of the assessment
uncollected up to the beginning of the pres
cent fiscal year. It is expected that the de
linquent tax agency will collect not more
than from 4 to 5 per cent of this
amount, the city's experience for years
liavinc been that an average of 12 per cent
of the business tax is lost for various
reasons each year. The Finance Committee,
in preparing its estimates for 1S90, figured on
200,00(1 as the receipts from the business tax
this year, bnt according to all precedents it
will run somewhat above the estimate.
The water assessment in the first 23
wards reaches a total of J630.5S2 75, an
increase of $73,357 75 over last i ear. The
other 13 wards are supplied by theMononga
hela Water Company. This increase, while it
shows that the city is growing rapidly, and
that many new houses are going np, gives an
exaggerated idea of the increase of population
for two reasons.
EVERYBODY MUST PAY.
One is that there has been a large extension
of water service to districts that were heretofore
dependent upon springs and wells; "and another
is that this year, under City Attorney More
land's decision, every resident on the line of the
city water service is assessed, whether they
use the water or not. The only ward which
shows a decrease is the Twenty-second, and
this is due to Brace Bros, removing their laun
dry. A source of trouble in collecting this assess
ment Is the fact that it is charged against the
property-holder, who is assessed in a lump for
all the houses be owns. This is done because
it has been decided that a lien for less than 20
will not lie against property. It the tax as
charged against the tenants individually, many
of the bills would be below the $20 mark, and
there might be some trouble in collecting it.
