ington is not an "art center" as ret, it has
& rery interesting group of artists, and in
those days soon to come, when aesthetics will
told as sturdy sway at the Xational capital
as politics and display of wealth, more than
one of this group will find his name in
scribed high upon the rolls of artists nation
ally famous.
Xet a little while and we shall have our
national gallery of art. "When it comes it
will bpeedilr take rank with the great col
lections oi the world, so far as it is possible
in this day when the great pictures of other
periods are so rarely to be acquired at any
price. America does not do things by
halves, and when once a repository for such
treasures is provided, money will be poured
out lavishly to hasten the accumulation, of
one of the great collections of the world.
Already we have in tho Corcoran gallery
the collection second in interest and import
ance in America; t lie JNetr lork gallery
1 only excelling it ilore interesting than
either are some of the private collections of
wealthy men, but as these are for the most
part hid from tne eyes of the world they do
not count.
THE COBCORAU ABT SCHOOL.
Tn connection with the Corcoran gallery
there is a new art school, the building
erected and the school endowed by the late
"W. W. Corcoran. Every available place is
filled, the students numbering nearly 100.
The master is Mr. E. F. Andrews, who has
painted many portraits of well-known Pitts
burgers, and whose other portraits are in the
"White House, in nearly every other public
building and in many of the noted residences
of the city. Mr. Andrews is a native of
Bteubenville, O., has studied much abroad,
is an enthusiast, a fine critic to whose judg
ment the purchase of the best pictures in the
gallery collection are due. He has a beau
tiful residence on Sixteenth street, close to
Scott circle, and adjoining his residence the
prettiest studio in the. city. Under his
tuition the students of the Corcoran school
who hare talent are making wonderful
progress, and among them are several of
great promise.
By the way, the trustees of the Corcoran
gallery have at last arranged to open the
gallery one evening in the week, free to
everybody. At great expense incandescent
lights have been introduced, and the pic
tures arc seen to good advantage. I sin
cerely hope it will soon be concluded to
open the gallery on Sundays as well, when
it may be seen Dy the ha'rdworked people
who are too tired to go on a work-day even
ing. "WATER COLOR CELEBRITIES.
Two water colorists of "Washington have
already gained a national reputation. "W.(l

t at the salons of the "Water Color Society,
and his pictures sell readily at good figures.
He lias an elegant residence and studio on
Meridian Hill, overlooking the city, where
he has a fascinating collection of his own
work and that of other noted artists. J. H.
Moser, .who has been devoting himself solely
to water colors during the last two years,
has had almost unprecedented success.
His pictu.es are much in demand
among dealers of Kew York and
Boston, and sell at good prices at
all the exhibition1;. He paints delicious
little "impressions" with great facility, and
some ot his sketches are marvels ot color
and atmosphere in water color. Just now
he is engaged in the venture of an exhibi
tion and sale on his own accountat Fischer's
art rooms. Such sales have usually been
failures here, but Moser's star is in the as
cendant, for during the first few days of the
exhibit the sales amounted to more than
$1,000, and among the purchasers were pub
lic notabilities, who know a good thing
when they see it, and buy only what is good.
I fancy everyone interested in art in Pitts
burg has seen and loved the landscapes of
Max Weyl. I do not hesitate to say that
in faithful portrayal of nature, alike de
lightful in color, tone and composition,
"Weyl's landscapes have no superior among
American artists. "Weyl was an artistic
journevman jeweler by trade. During the
.Rebellion s German of noble family, who
joined the Union army, stopped at t&e little
hotel where Weyl lived. The German was
a fine amiteur artist, and in return for
"Weyl's services as English teacher and in
terpreter, gave him a few lessons in paint-.
Ing. Weyl became infatuated with art,
neglected his trade, abandoned all

' struggled with poverty and debt, but with a
stout heart kept on, and even managed to
take a sketching tour abroad. .Now his
worth is recognized. Artists and connois
seurs look upon him as already great and la
nous to be. In the Vernon building on
"the avenue," he has the quaintest stndio in
"Washington. He works almost entirely out
of doors, however, and to this is probably
due his remarkablv realistic impressions of
nature. At the exhibitions of the'' National
Academy and the Society of American Art
ists, his landscapes arc lound almost invari
ably "on the line," and rank with the best.
Though their wealth and freedom of treat
ment still carry tbem beyond the slow de
velopment of the popular taste, which to a
deplorable extent clings to the old, or
chromo, school. Senor da Costa, ex-Mmis-ter
ot Brazil, a noted connoisseur, and the
possessor of a remarkable collection, is an
enthusiastic admirer of Weyl, aul has pur
chased liberally of his pictures. He has
predicted to me that within a few years
"Weyl will be acknowledged as one of the
greatest, if not the greatest, of American
landscape painters.
Senor Don Jose Benedicte Correa, a
handsome Spanish-South American, is one
of the most successful of "Washington artists.
He came to America and fell into a period
of "hard luck" bv a most romantic chain of
circumstances, and by stern necessity was
forced to put to use what he had learned
from an eminent artist of Ecuador merely
as an accomplishment of a gentleman's son.
Almost at the point of starvation at a time
when he could speak scarcely a word ot
English, too proud to let his friends or
countrymen into the secret of his misfor
tunes, he fought down all the opposing fates
and is now a really rich artist, with money
in bank aud extensive investments in real
estate. He gets high prices for his portraits
and figure pieces, and has painted many
large and expensive religious canvases, for
the1 walls of Catholic institutions of the citv.
A creat business head has my friend Don
Jose, as well as a tacile brush, and he well
deserves his brilliant success.
A MASTER IN PORTRAITS.
S. Jerome Uhl, one of the strongest of
America's portrait painters, the painter
from lite of the portraits of President Cleve
land, Judge Shellabarger and many others,
with sublime faith in the future of Washing
ton as a home ot art, has decided to plant
himself here, after many seasons abroad
and in various cities of America. No artist
in America produces more striking and
life-like portraits. 2fear Uhl's studio in
"Vernon building is that other attractive one
of the rising young painters McDonald, fresh
lrom Paris, full ot grand imaginations and
already at work on a series of remarkable
studies. Adjacent also is the studio of
Dunbar, the sculptor, frequently mentioned
in these columns as the producer oi busts ol
noted public men.
My purpose in this article was, by brief
reference to artists who have won their
purs or who are being watched with deep
interest by artists and critics, to suggest the
extent and importance of the art circle and

art atmosphere of the capital, as the courier
of a great day for art at the capital ot the
nation, but I find myself floundering at the
end ol the space which I know is all I can
have, after having scarcely made a begin
ning, having not mentioned at all such
charming studios as those of the wealthy
artists, Hinckley and Mann; McGrath,
whose magnificent architectural water colors
are known on both sides of the Atlantic;
LeGrand Johnson, who prints landscapes
with sheep almost equal to the great Chial
iva; George Matthe-vs, whose portraits are
widely known; Forsberg, perhaps the most
original of all, but too broad and original to
be popular; De Lancy Gill, whose charming
water colors are scattered the length and
breadth of the land, and a score ot other
masculines who cannot be named, and fetni
nines without number, who must be left for
a separate article.
TAKING NEW TOKK'S PLACE.
I would like to devote a chapter to the
Marie Bashkirtseffs of Washington, young
women with great talent and consuming
it
ambition, wholly aosoroeu in art, morbid
and desnairintr because they cannot re
produce bn cauvas the magnificent creatures
of their imagination. But I must be con
tent with having merely suggested the vast
amount of art m ork accomplished here in the
studios, the Corcoran school and the Art
League and the recognition here and else
where of "Washington artists. The art
spirit, the aesthetical enthnsiasm,localized,
individualized and distinctive, is rapidly
growing. The artists are independent and
progressive. They are coming closer together
and reaching out obtrusively to wrest from
UewYork its position as the arbiter of the
name and tortuncs to a great extent ot the
artists of the country.
A few years more and the chief exhibi
tions of American artists will be held in
"Washington, where they ou?ht to be, and it
will be lound that wheh once the art spirit
is awakened the capital will not only
possess the most critical but the most lucra
tive patronage, for here congregate lor the
major part ol the vear, the largest number
of those who will naturally become the
readiest and most liberal buyers of art

Detroit, May 1. Major C. J. Allen,
of Galveston, Tex.; Major H. M. Adams, of
"Washington D. C; and General O. M. Poe,
of Detroit, the board of officers
of the engineer corps appointed un
der the joint resolutions of Con
gress to investigate that practicability
and approximate cost of tunneling the De
troit river, met this morning. The advocates
ot several different styles ot tunnels were on
band with tracings, models, etc. Dr. Sher
man was the first witness and produced
models of a tubular tunnel to be built above
water and sunk section by section into a
trench of the river, so that not more than
one quarter would be above ground, the
tunnel to be 18 feet in diameter. Dr. Sher
man put the cost of tunnel, without esti
mating the approaches, at 51,040,000.
General L. S. Trowbridee, in behalf of
the Detroit Railroad and Tunnel Company,
offered to build a tunnel 3,000 leet long,
with approaches 6,000 feet long. 20 feet in
diameter in the clear, at least 30 feet below
low water mark and with an 80-foot grade
for 3,500,000; two tunnels for 86.500,000.
The tunnel, lor 3,200 feet, would be com
posed of a solid combined cast iron tube,
and for the rest of the distance of the timber
masonry and cement, the whole to be ready
within two years. Both suggestions were
taken under consideration by the board

Et. Rev. Bishop Phelan is preparing for
a prolonged European trip. The rules of
tbe American provinces of the Catholic
Church necessitate a visit to Rome on the
part of Bishops, or their representatives,
every ten years. The limit of time for
Bishop Phelan's visit will not be reached
until next year, but the Bishop has decided
to take time by the forelock and proceed to
Rome this spring. He will start about
May 20, and after a two weeks' stay
in Rome, will tour in France, Germany and
the British Isles. He expects to spend" some
time among friends in the south of Ireland
and will return to Pittsburg during the
summer.
The Bishop's Roman visit will in
clude a preliminary visit to the Pope, an
audience during which certain diocesan re
ports, etc., will represented to His Holiness,
and a final interview, from which the papal
blessing will be conveyed to Pittsburg
Catholics. "While in Germany the Bishop
will attend the world-famed passion play,
which will be performed at Ober-Amergau,
in the Bavarian Alps, this year.

In Serious Trouble.
Chicago, May 1. "Mike" Corcoran,
a well-known Democ-atic politician, was
arrested this afternoon for alleged complicity
in me election irauus in ine xwenty-iourtn
ward. He at once gave bonds in tbe sum of
$10,000 and was released. His case was
continued until June 9.
At the same time Frank Pierce, one of
the alleged conspirators, was arrested, and
in delault of $2,001) bail went to jail.

To the Select and Common Councils of the city
of Pittsburg:
The undersigned. Viewers of Street Improve
ments in the city of Pittsburg, appointed by the
Court of Common Picas of Allegheny county,
ind authorized by an ordinance passed on the
30tb day of July, A. D. 1SSS. a copy of which is
hereto attached, to make an assessment of the
cost and expense of constructive: a public sewer
on Center avenue, from Liberty avenue to Two
Mile Run sewer in said city, upon the property
benefited thereby.nnder tbe provisions of and in
accordance with an act of Assembly of the
Commonwealth of Pennsylvania, entitled. "An
act authorizing and directing Councils of
cities of tbe second class to provide tor the
improvement of stroets, lanes, alleys and pub
lic highways, sewers and sidewalks, requiring
plans ot streets, providing for the appointment
of a Board of Viewers of Street Improvements,
prescribing their duties, grantinc apnealsto
Councils and Court, providing for the assess
ment and collection of damatres and benefits,
authorizing the use of private property and
providing for filln? liens and reculatinir nro-
ccedings thereon, and prohibiting the use of
public streets, without aotliority or Coun

That, having been first duly sworn and
qualified according to law, they proceeded In
the manner and according to the directions of
said act, to discharge the duties of their ap
pointments; that, having viewed the premises,
they mads an assessment of said cost and
expense upon the property benefited, and
caused a plot and statement to bo made, as
required by said act, and having given to the
owner of each lot ten days' notice of the time
and place of meetintr. they met on the 7th day
of April. A. D. 1890. at the office or the
Board of Viewers, in the city of Pittsburg,
heard all complaints and evidence offered, and
having made all modifications and corrections
which they deem proper, assessed tho cost and
expense of constructing said sewer upon tbe

Tho undersigned. Viewers of Street Im-
Erovements in the city of Pittsburg, appointed
y the Court of Common Pleas of Allegheny
county and authorized by an ordinance passed
on the 2Sth day of October. A, D. 1890, a copy
of which is hereto attached, to appraise the
damages sustained in the opening and widening

way in the city of Pittsburg, and make an
assessment therefor under the provisions of.
and in accordance with an act or Assembly of
the Commonwealth of Fennslvania, entitled,
"An act relating to streets and sewers in cities
of the second class," approved the 16th day of
Mav, 1887. respectfully report:
That, having first been duly sworn and quali
fied according to law, tbey proceeded in the
manner and according to the directions of said
act to discharge the duties of their appoint
ment: and, having given the notices required
by said act, they viewed the premises and heard
all the allegations and evidence of the several
parties claiming damage, and after a full con
sideration thereof, made a trne and conscion
able appraisement of the same: that, after
ascertaining tbe whole amonnt of damages, they
made an assessment of the same upon the
properties benefited by said improvement, and
caused a plot to ho made and pre
pared a statement as required by said
act, and having given the owner of each lot
ten days' notice of tho time and place of meet
ing, they met on the 25th day ot April. A. D.
1890, at the office of the Board of Viewers, in
the city ol Pittsburg, heard all complaints
?nd evidence presented, and, after full con
sideration thereof, do rind that the following
named owners of property mil sustain dam
ages for which they are entitled to compensa
tion, each for the amount sot opposite his

niston avenue, from Fifth avenue to Sbake
spearo street.
To the Select and Common Councils of tbe city
of Pittsburg:
The undersigned, Viewers of Street Improve
ments in tho citv of Pittsburg, appointed by the
Court of Common Pleas of Allegheny county,
and authorized by the ordinances passed on tbe
26th day of March. A. D. 18SS, a copy of
which is hereto attached, to mako an assess
ment of tbe cost and expense of con
structing a public sewer on "Dennlston ave
nue, from Fifth avenue to Shakespeare street,
in said city, upon the property benefited there
by, under the provisions of and in accordance
with an act nf Assembly of the Common
wealth of Pennsylvania, entitled, 'An act
authorizing and directing Councils of cities or
tbe second class to provide for the Improve
ment of streets, lanes, alleys and public bigh
wajs, sewers and sidewalks, requiring plans of
streets, providing for the appointment of a
Board of Viewers of Street Improvements, pre
scribing their duties, granting appeals to Coun
cils and Court, orovidine? for the assessment
and collection of damages and benefits, author
izing tho use of private property and providing
for filing liens and regulating proceedings
thereon, and prohibiting tbe use of public
streets without authority of Councils,'' ap
proved the 14th day of June, A D. 1887, respect
fully report:
That, having been first duly sworn and quali
fied according to law, they proceeded in the
manner and according to the directions of said
act, to discharge the duties of their appoint
ments; that having viewed the premises, they
made an assessment of said cost and expenso
upon the property benefited, and caused a plot
and statement to be made, as required by said
act. and having given to the owner of each lot
ten days' notice of the time and place of meet
ing, they met on tbe 28th day of April, A.
D. 1890, at the office of tne Board of. Viewers,
in the city of Pittsburg, heard all complaints
and evidence offered, and having made all
modifications and corrections which they deem
proper, assessed the cost and expense of con
structing said sewer upon the following prop
erty, upon each for the amountset opposite the

(or alley), from Smlthficld street to western
side of Diamond square.
To the Select and Common Councils of the
city or Pittsburg:
The undersigned, Viewers of Street Improve
ments in the city or Pittsburg, appointed by
the Court of Common Pleas of Allegheny
county, and authorized by an ordinance passed
on tbe 1st day of July. A D. 18S9, a copy of
which is hereto attached, to appraise the dam
ages sustained in the opening and widening of
Diamond street (or alley) from Smlthneld
street to Duquesue way in the city of Pitts
burg, and make an assessment therefor under
the Provisions Of and in Annnrrianrn wlfh an air
of Assembly of the Commonwealth ot Pennsyl
vania, entitled, "An act relating to streets and
sewers in cities of tho second class," approved
the 16th day ot May, A D. 1887; respectfully re
port: That, having been first duly sworn and qual
ified according to law, they proceeded in the
manner and according to tbe directions of said
act to discharge the duties of their appoint
ments: and. having given the notices required
by said act, they viewod the premises and heard
ail tho allegations and evidence or tbe
several parties claiming damages, and after
full consideration thereof, made a true and
conscionable appraisement of the same: that
after ascertaining the whole amount of dam
ages they made an assessment of the same
upon the properties benefited by said Improve
ment and cau-ed a plot to be made, and pre
pared a statement, as required by said
act, and having given to the owner of each lot
ten days' notice of the time and place of meet
ing, they met on the 24th day of April. A D.
1890, at the office of the Board of Viewers, in
the city of PittsDurg, beard all complaints and
evidence presented, and after full consideration
thereof, do find that the following named
owners of property will sustain damages for
which they aro entitled to compensation, each
for the amount set opposite his name, respec
tively, viz:
This assessment of damages and benefits is
made upon tbe condition tnat all tenants who
hold leases extended prior to tbe- passage of
tbe ordinance widening Diamond street, and
who are in occupancy of houses or other im
provtments winch will be wholly or partially
removed by tbe proposed improvement, shall
be permitted to remain until the 1st day ot
Apifl, A. D., 1892, ana all other buildings shall
be promptly removed upon notice from the
proper public officer. The action of th Rmni
of Viewers is not intended to apply to con
tracts or lease when by the terms thereof tbe
tenants are to vacato the premises prior to tbe
said 1st day of April, 1892.

ments in the city of Pittsburg, appointed bv
the Court of Common Pleas of Allegheny
county, and authorized by an ordinance passed
on the 18th dav of March, A D. 1SS9. a copy of
which is hereto attached, to make an assess
ment of the cost and expense of gradincr, pav
ing and curbtngof Chestnut street, from Locust
street to Bluff street.in said city, upontheprop

and in accordance with an act of As-emblyof the
Commonwealth ot Pcnnsjlvania, entitled. "An

tho grade of the east curb line of Nezley ave
nue, from Ellsworth avenue to Villa street, be
and the same shall be established as follows, to
wit: Beginning at tbe north curb line nf Ells
