A very bad boy who, it is said, tried to
Slab his teacher with a sharp lead pencil,
furnishes an opportunity for a discussion of
the perennial question of corporeal punish
ment in tbe public schools. Tbe scene of
the remarkable occurrence was the Fourth
ward school Ifo. 2, in Allegheny City, and
tbe time was last Friday.
Principal J. A. Johnston has been prin
cipal of No. 2 school for two and a half
years, and is a mild-mannered gentleman of
about 35 summers. Sensational stories in
regard to his brutal pnnishment of a boy
named John Mountain have been in exist
ence since last Friday, and he was seen last
evening at his home on Fremont street and
requested w give his version of the castiga
tion administered. His account of the affair
was as follows:
"Young Mountain has been a trouble
some pupil since I have been principal of
the school. He is well grown, and stands a
little taller than his teacher, Miss Josephine
Scott He has been in three rooms in the
school, and has had to receive severe pun
ishment in every room.
KNIVES AXD BEYOLVEHS.
"One year ago, while I was punishing him
with a rattan, he suddenly produced a knife,
which I hid to take away from him. The
room Miss Scott teaches contains our most
troublesome pupils, and the force of example
has to be maintained very often. One other
pnpil in that room some time ago required
punishment, and while receiving it a revolver
dropped oat of his pocket. I learned that his
brother had given it to the boy and told him to
resist me should I punish him for truancy. I
mention these things so the state of affairs
mav be clearly understood.
"John Mountain was insubordinate on Fri
day last, and refused to put his dek in order.
Miss Scott tola him to sit up straight. Sne
placed her hand upon his shoulder to pull him
back in his seat and he made a deliberate at

f she had not evaded the blow the boy might
have injured her terribly. She sent a boy to

and related the attack upon her. I went to
the room and as he refused point-black
to obey her. I used a rattan
to punish him. With a character
like his a enff or a slap will not answer.
FELL TO THE FLOOR.
"I administered a sound flogging, and he wrig
gled around and finally fell on the floor. I did
not pick him up, but continued until I thought
tbe "punishment fitted the crime.' There
was nothing brutal in the flagellation, and
I at no time lost my temper. I
would do precisely the same thing
to-morrow in a similar rase, and tbe School
Board knows all the particulars. In order to
protect the teachers in the school, I have told
them never to scuflie with unruly boys, but al
ways send for me. In this case tbe teacher was
unfit to cope with a boy of that size and dispo
sition. I have no regrets to offer, as my course
was temperate and well considered."
The father of the boy, Mr. J. E. Mountain,
of 129 Mam street, Allegheny, took bim to
Superintendent Dean yesterday, who made an
examination of the welts left by tbe rattan.
Bis legs were covered with black and blue welts
and bruises, indicating tbe very free use of the
instrument of punishment. In no place was
the skin broken, but the welts were very

which meets next week, and intimated that if
no action was taken the Anti-Cruelty Society
would take action against the principal and
teacher.

The Commissioners Opened Bid for the
Work Yesterday.
The County Commissioners and Controller
yesterday opened the bids for the masonry,
superstructure and cement for eight new coun
ty bridges, at Montour Run, Shaffer's place;
Toms Bun, Dixmont: Pokeltos creek, between
Westmoreland and Allegheny counties; Mon
tour Run, Beaver road; Robinson's Run, Wil
low Grove: Flangherts's Run, E. Worth's
place: Burns Kun, Uumbert's place, and the
Neville Island bridge. They will cost over 50,
1)00. The bidders for the masonry were M. Swee
ney. C. M. Driver, William Lardner, J. W.
Wunderlick and Eli Crum: on the cement, W.
3. Dunn. L. b. McKallipand Magee & Harnack;
on the superstructure, the Shiftier Bridge Com
pany, the Pittsburg Bridge Company and the
Penn Bridge Company.

Funeral Services Over the Body of the Late
Sir. Thomas J. GrnfH
The funeral cervices for Mr. Thomas J. Graff
were held yesterday at his late residence, on
North Highland avenue. The Rev. J. P. Kum
ler conducted the services, which were attended
by a great number of Mr. Graffs relatives, as
sociates and friends in business.
Dr. Kumler delivered an eloquent address,
and the musical portion of the services were
beautifully rendered. The interment, which
was private, followed at the Allegheny Cem

FUNERAL OF ANDY SWEITZER.
The Fnmona Midget to be Burled From Ills
Pittibnrc Home To-Day.
Many doubtless will be drawn to the funeral
of General Andy Sweitzer. at his late residence
in the East End this afternoon by curiosity,
but many more because they knew and loved
the famous midget for his quaint seriousness,
his manly gentleness and his noble qualities.
Many a larger frame has carried a smaller
heart than that of Andy Sweitzer, the midget.
The sister and brother-in-law of the deceased
were with him when he died at Boston. An
abscess had formed at the base of the brain,
and though the little fellow made a heroic
fight to regain strength enough to be brought
home to die among his friends and acquaint
ances in Pittsburg, it was in vain. The body
was brought to this city in the care of the rela
tives mentioned.
The deceased was born intho Nineteenth
ward, and attended the public schools there
He became popular when William Chalet was
lecturer at Harris' old Sixth Street Museum.
After Chalet's death he received a long en
gagement at the Casino Museum, and the long
crayon portrait of him which still hangs in the
Casino was draped in mourning yesterday.
General Sneitzcr was 26 years old.
WAR IN THE HDilANE SOCIETY.
Aaent Berryman Proposes to Prosecute One
of tbe Charier Members.
President E. M. Ferguson, of the Merchants
and Manufacturers' National Bank, is one of
tbe charter members of the. Humane Society.
Upon President Ferguson's devoted head Agent
Berryman, of the same society, is at present
pouring out the vials of his unmitigated wrath.
The trouble is all on account of President Fer
guson's horse.
Mr. Berryman states that the horse is suffer
ing from a bullet wound in tbe shoulder. He
says the leg under the wound is powerless.
Furthermore, the horse is old and blind and of
little value. He advised that the horse be
killed, but his advice was unheeded. He went
to President Ferguson's bank, and says Mr.
Ferguson ordered him out, declined to recog
nize his authonty and denounced him f orinter
lering with his personal affairs.
Mr. Berryman says that he is going to show
Mr. Ferguson that, in an official capacity, he
can meddle with any man's personal affairs if
tbe circumstances warrant it.
