MANY FARM MORTGAGES LIFTED, And the Day Postponed When the KatiTe Farmer Mnst Vamoose. GEXERAL mOSPEEITI IS PROMOTED The story being current that ex-Mayor Shannon, of Braddock, George Barnsdall and others had organized a company with 58,000,000 to drill for petroleum in this county, a call was made on Mr. Shannon, yesterday, at his office on Fourth avenue, for particulars. Mr. Shannon stated that he knew of none, and was confident there was none, but in conversation with him an idea of the immensity of the oil business contiguous to this city was gained, and though on a little reflection, one who keeps trace of the development will not be sur prised to be told that there is a large amount of capital invested, yet few, per haps, have an idea oi the extent of it. Mr. Shannon states that there is in the neighborhood of 20,000,000 invested in ter ritory lying within the district of which this city is the center. This capital is largely diverted from other sections. It must not be confounded with money tossed hack and forth in speculation. That has its uses, to a certain extent, in facilitating the movement of commodities, but it does not create wealth, while netroleum development docs. A DEFEXSE OF TUTUKES. People who propose to make others righteous by act ot Congress rather over shoot the mark when they propose to pre vent dealing in futures, and some ot them evi dently do not understand what they are about, is o large manufacturing firm can do business without purchasing for future delivery. Un less it can can make contracts to run for 3, 6, 9 or 12 months, it cannot be assured of its ability to employ labor, and in order to make those contracts it must contract supplies at a stipulated price, to be delivered as they are needed in the future. Here an element of chance enters that cannot be eliminated. 1 ake, for instance, a flour ing mill that makes 2.000 barrels of floura day. It must carry a stock of 130,000 bushels of wheat in orderto supply its monthly events. How, it it absurb to suppose that it could afford to carry 12 times that amount in order to insure a year's work at a profit, Buying for future de livery In such cases is not gambling in the of fensive definition of the word. It is no more chance than the larmer takes when he puts his seed into the ground not so much. But the oil development in Allegheny, But ler, Beaver and Washington counties during the past three or four years has beenmoie beneficial, perhaps, than the outlay of any other similar amount of capital. It has not only furnished a vast amounfcof labor to tool makers, drillers, tool dressers, carpenters and team-ters. but has enabled many impecunious farmers to lift mortgages which their slovenly methods of farming would never accomplish. It w ould astonish many people to know how many Allegheny county farms, whose owners inherited them from their parents, have been mortgaged during the last decade, and mort gaged, not to make improvements, but for money to live upon. The boys don't care about staying with the old man so long as thev can secure $40-a-montb clerkships, or a chance to become brakemen on tailwajs, or to drive street cars, and though there are thousands of tramps wandering to an J fro in the land, it is difficult for a farmer to get a hand at 26 a month and his board. HARD TO MAKE IT PAY. Some are now hunting for help and cannot get it at that price, and the manner in which the majority farm in this county will not support help at the price named. The German manages to mike it win, but the average native farmer either mortgages his farm or sells it off piecemeal, and partly sub sists on the proceeds. If the reader will drive 12 miles in anv direc tion from the city, these days, he will find plowmen turning up tne soil from four to six inches soil that has been uniformly plowed that depth for the last 50 or 75 years. If you ask one why he doesn't plow deeper and make more soil and provide a depth that mil !tand either dry or wet weather, be will reply that it would spoil the ground to turn np the clay. Suggest that the addition of manure would prevent that, and at the same time create more soil, and the sloven will answer that he hasn't any manure, and yet these cities are yearly wasting more fertilizer than would equal all the cuano im ported. The oil development has given these farmers a new lease, and those who cannot get a bonus, or on whose land no grease is secured. And em ployment lor their teams. 'Were they to study the sciences, they might extract the aluminum from their farms, and make some money this way, but they will not do it so long as the petroleum operator delves for the amber-colored fluid that is in the Hundred-Foot. A Measure Wanted That Appllen to Other Cities Than New York. , Postmaster McKean and Superintendent Collins are studying the text of two bills affect ing the salaries of postoffice employes one in troduced by Congressman Ketchani, of New York, and the other by Senator Washburn, of Minnesota. The first measure is entirely in the inteVest of the New York postoffice. definitely fixing the salaries paid there, while the em ployes in the other offices throughout the country are left to the mercy of the Salary and Allowance Clerk of the Department at 'Wash ington, subject to a minimum rate, which Is about the same as that now in force. Senator Washburn's measure is based on civil service rules, and grades salaries accord ing to length of service, ranging from one to three years, thus preventing the removal of one man and the substitution of another at tho same salary. This bill also equalizes the salaries of the employees, and gives an average increase of 10 per cent This bill will receive the indorsement of all the postoffice employes outside of New York city.
