Councils met yesterday afternoon, and the
most important business transacted was
6ome street railway ordinances, a speech on
free bridges by A. C. Robertson, and the
acceptation of the resignation of George
Sheppard as City Clerk, to take the position
of bank examiner.
The resignation was the first subject under
consideration in Select Council, and on mo
tion of Mr. AVarmcastle it was received,
filed and accepted, with a vote of thanks.
A resolntion to hold a joint session ot Coun
cils to elect new officers was adopted.
The second annual report of Chief Brown,
of the Department of Public Safety, pub
lished in TnE Dispatch yesterday, was on
motion of Mr. Lambie received and filed,
and h motion that 300 copies of the report be
published, passed.
A remonstrance from Eighteenth ward
citizens w ith regard to the repairs of the
Jlorningsiuc road and Butler street exten
sion, setting forth that the streets are dan
gerous to life and limb, and while over S100.000
lias been paid in at taxes by the property own
ers during the post ten ears, not one 1 per cent
of amount has been spent lor improvements.
The document was referred to Chief Bigelow.
FIEE CArTAISS STBIKE.
A petition was presented from the Captains
of the Fire Bureau asking for an increase of
salary and showing that Pittsburg pays less to
her firemen than any other leading city of the
country. The petition was accompanied by a
favorable recommendation from Chief Brown,
in which he stated that in his opinion the cap
tains and lieutenants of the Fire Bureau should
receive the sime salary as the captains ana
lieutenants of police, and the engineers should
receive at lea't $1,000 per year. The petition
was refeired to the Finance Committee.
The following ordinances were referred to
the Committee on Corporations: Granting to
the Central Traction Company, the Central
Passenger Railway Company, the Allegheny
Traction Companv, the Pittsburg. Allegheny
and Manchester Passenger Railnav Company,
the Federal Street and Pleasant Valley Pas
senger Railway Company the right to use cer
tain streets and lease the property of other
lines.
The same privilege is granted tho Pittsburg
Union Passenger Railway Company. In this
ordinance only is the route laid out. It begins
at the cnmpan's present main line at the
corner of Fifth and Penn avenues, along Fifth
avenue to Duquesne way, along Duquesne way
to Sixth street. The ordinance allows the use
of overhead -nircs. and provides that the com
pany shall pave between the tracks and one
foot on the outside.
SIR. LAMBIE VOTED UO.
Action tias postponed upon the ordinance for
the government of cabs, cab owners and em
ployes until the next regular meeting, when
the following ordinances were voted on Mr.
Lambie arose and said that be would vote no,
and, as his reason for so doing; wished to state
that a recent decision of the Supreme Court in
relation to a street in Philadelphia would very
seriously affect all street legislation by Coun
cils concerning street improvements and sew
ers, and while he was very sorry that such was
the case, be did not want to go on record as in
favor of getting the city into litigation. The
roll was then called and the ordinances were
passed by a vote of 23 ayes to 1 no. as follows:
Grading and paving Dresden alley, from Fifty
third to McCandless street: Twenty-second
street, from Railroad 250 feet northwardly:
Hotter alley, from Overhill to Roberts streets;
Eaton allev. from Forty-fifth to Forty-sixh
streets; Minerva street, from Taylor to Ella
streets: Roup street, from Fifth to Negley ave
nues: Adler street, from Shady avenue to
Highland avenue; Broad street, from H'ghlahd
to uoinns avenues; tawarus aney, irom soutn
Twenty-seventh street to its eastern terminus
For sewers on Boqnet sfeet. Liberty avenue,
Webster avenue and Kirkpatrick street, Tur
rett street, Morgan street, Henry street,
At'antic avenue. Keystone street and Park
avenue.
ROBERTSON AGAiyST TABES.
The ordinances for the purchase of ground
at Higblaud Park and tbn resolutions for pur
chases of the Schenley Park leases, as adopted
in Common Council, were passed finally. Mr.
Robertson voted no. saying be was opposed to
additional park purcha-.es and the money
should be used for free bridges.
The Common Council resolution relative to
the Welsh road approaches to the Pittsburg In
cline Company's bridge was passed.
At 3 P. M. a joint meeting of both branches
was held to elect a new City Clerk. Assistant
Clerk George Booth was unanimously elected
in acknowledgment of bis long and faithful
services. E. J. Martin was also unanimously
elected to fill the vacancy made by the promo
tion of George Booth. The changes will take
place on April 1.
On the opening of Common Council several
street and property ordinances were introduced
and passed.
Mr. Matrce called up the ordinance for the
purchase of additional ground for the Four
teenth ward station house, which was passed
finally.
Under unfinished business the action of
Select Council was concurred. It was said to
be the intention of some of the members to
oppose the printing of Chief Brown's report,
but they were inattentive when the resolution
came up, and it was passed before they knew it,
