BANKS IN SCHOOLS.
A Xew Plan Proposed to Teach Chil
dren the Value of a Dollar.

A HAED SCHEME TO VfOEK IN THIS CITY
The establishment of penny saving funds
in some of the schools r.car Philadelphia,
and the probable introduction of the idea in
the Quaker City schools themselves has set
people connected with local institutions of
learning to thinking. The possibility of
having the arrancementcopiedinthiscity in
the event that the Philadelphia trials should
prove successful is thought to be not iar re
mote. The system, or its main points, which
are now under consideration by the school
authorities in the above mentioned city are
as follows:
Tne cbild desiring to open an account is
furnished with a folded card, the inside of
which is marked into 56 squares. The rales and
regulations of the fund are printed on the out
side of the ticket, which contains, beside the
C-Ofquares, spaces for the signatur" of the de
positor vt hen closing and opening an account.
HOW DEPOSITS AEE MATOI.
A cuila that wishes to deposit 1 cent, for In
stance, buys from the teacher or agent of the
fund a 1-cent stamp, and the agent sticks the
stamp over one of the squares of the card. The
sumps are of various denominations, ranging
from 1 to 10 cents, and as soon as the card is
filled, or so soon as the amount reaches the sum
ot 1 Ml the card can be turned in at the cen
tral deposit station of the fund, which is one
of the features of the system, and the pupil
on nine the card is credited with the amount in
aucpo-itbool; just as a savings bank receipt for
all money given into its care. The money may
be drawn at auv time by the pupil presenting
the card at the place where the stamps were
purchased.
There is no iuterestpaid on deposits, becanse
the money is not invented. Another reason is
that the cost of printing the cardsand hmdling
the amounts of monov is far in excess of the
earning pouerot the small amount depoMted.
The system is intended to promote the practice
of economy among children and to teach them
the value of pennies. At present even those
children who are inclined to put their numer
ous pennies in a bank find no means of doing
so except bv utilizing the little toy bank at
home. This, as i ell known, generally acts
as a verj great temptation to the little ones
when the ec the amount augmenting until it
grows lo dollars. While the bank is nnder
their control the manv knick-knacks which de
light the juvenile eve are prolific excuses for a
raid on the institution at short intervals.
BENEFITS OF THE TI.A'S.
The plan suggested above, it is claimed,
would imbue the youthful mind with a spirit
of importance and pride at having a real bank
account. It has been tried at the small city of
Chester, just below Philadelphia, and has
worked well. The scheme was first introduced
in New York Citv about a year ago, having
been copied from a plan now extensively in
vogue in tnauv of the schools in Europe, and
also being employed in the postal penny savings
fund, which aoes away w th all necessity for
bookkeeping for sums below $1 00.

The Charity Organuation Society there main
tains it as a branch of the association. A cen
tral deposit station is established, and tinny of
the churches guilds, missions and offices at
convenient places are utilized as agencies, vvhre
those in charge act as agents, and sell stamps
and administer the duties appertaining to the
scheme.
SHOULD BE TAUGHT TO SAVE.
There is no reason why the children should
not be given an opportunity to save their little
mites. Many a penny which now goes to buy
some foolish thing which the child does not
really want and whose only motive forbuyiug
is that the brown penny will burn a hole,
flgurativclv speaking, in the pocket of the
child if it is not spent, could thus be saved.
There are no banks in this city where
amounts less than 1 are received, and ev en
there the business is far beyond the grasp of
au ordinary Child. In some cities there are
such institutions where amounts as low as 10
cents may be deposited. Many of these aro
known under the name of dime savings bank.
Superintendent George J. Luckey said: "We
have m our schools in this city about 30,000
pupils, and to institute such a plan to my mind
would seem impossible. The idea, of course,
has neve been seriously broached, and there is
very little likelihood that a project of that
kind would ev er be suggested. The condition
cf things in a large city like this n ould not al
low the successful consummation of
such a plan. and in my esti
mation it would be impracticable here for
various reasons. It might work well in small
towns where there is a fixed population, but it
could never be carried rut in a city. The chil
dren it intended to benefit, you will under
stand, are never inclined to remain in a settled
place. Their parents move about from ward
to ward, and the trouble arising from the at
tempt to transter or keep such accounts would
be too great to surmount. Besides this tho plan
Is virtually impracticable because children who
need to know the principles of economy gener
ally do not have pennies to spare, while those
who do have the change usually are in a favor
able position to learn the valuo of economy
from other sources.
SOW TOO MUCH BUBDEKED.
'The school is now too much burdened with
out adding a system of that kind to it. Teach
ers or principals of any one district might work
it with success where the conditions are favor
able, but tho school system could not take
cognizance of the plan. The trouble seems to
be that people think that every retorra pro
posed should first be tried in the public schools
when a little thought would show them that it
could be enforced to better advantage in other
7laces. The plan ought to be tried outside,
but it wouldn't work in the schools. A small
country town, where the pupils are settled, or I
a Sunday scnooi, might successfully adopt the
arrangement."

One of the gentlemen named by Jlr. An
drew Carnegie as a member of the Pittsburg
Free Library Commission expressed sur
prise yesterday at the action taken by Coun
cils in the matter of the first meeting of the
commission, which was to have taken place
yesterday, but was postponed for one week.
"Mr. Carnegie has been somewhat sur
prised," said he, "by the receipt of no
official notice indicating the action of Councils.
The only official intimation be has had was a
telegram on last Tuesday which simply stated
that the meeting of the commission would be
held on the following day. Being very
much engrossed in other business the notice
was too short, and he telegraphed, fixing
next Wednesday. The whole business ba been
botched up by those in charge.
'The proper way to proceed would have been
to forward to Mr. Carnegie the ordinance, and
await his pleasure In the matter of appointing
the 12 gentlemen who arc to constitute the
citizen element in the board. Although it is
cenerall v understood who the 12 gentlemen will
be Mr. Carnegie should have been given an
opportunity to formally indicate his pleasure
in the matter. The meeting for yesterday was
called by the councilmanic contingent, and no
notification of anv nature was sent to either of
the 12 citizens. It is a small matter, and due,
1 am sure, to no studied desire to negtect any
one. but it would be easy enough to indulge in
the exercise of a little inexpensive courtesy to
3Ir. Carnegie and his representatives."
Allegheny Common Council meets to-night in
regular session, and will take up and consider
the two ordinances recommended by the City
I'ropertv Committee. A careful counting of
no-es has been indulged in. which makes it evi
dent that the ordinances will go through easily.
Some of the Allegheny Councilmcn having
asserted that Mr. Carnegie's representative on
tne Library Committee of Allegheny Councils,
if the present ordinances pass, will be Mr
James U. Scott, one of that gentleman's friends
states very emphatically that Mr. cott would
not be apt to burden himself with such a task,
m view of the fact that he is to be Chairman of
the Building Committee of the Pittsburg Li
brary Commission, and thus the actual con
structor of the building. Mr. John Walker, of
Allegheny, is thought to be the gentleman who
will be Mr. Carnegie's representative.
It fetches one up very short, to be seized
with pleurisy, pneumonia, or any acute
throat or lung affection. Dr. Jayne's Ex
pectorant proves a bandy help in such at
tacks, and is besides a good old-fashioned
remedy for all coughs and colds.
Work for Divorce Court.
The divorce courts of the country are kept
busy, chiefly because women have too much
work to do and are often cross and irritable
as a result. Housewives who avoid the
worry and bother of baking and who keep
