COMMON COUNCIL WITHOUT A QUORUM
The most absorbing topic before Select
Council yesterday was the receipt of the
letters from Andrew Carnegieto theLibrary
Committee and Councils donating $1,000,000
to the city for the purpose of founding a
free library. They were read as follows, but
embodied in a resolution, the purport of
which is civea below:

To the Mayor and Coonclls of Plttsbursr:
Gextlesiex Some years ago X had the
pleasure of offering to expend upon a free
library for the city of Pittsburg the sum of
JZ50.00JI The finances of the city n ere not then
in condition to permit of its acceptance. Hav
ing expended more than that snm in our sister
city of Allegheny. I subsequently intimated
that I was prepared to expend not less than
500,000 for Pittsburg. Such, However, has
been the recent growth of the city, such are its
prospects for the luture, that careful consid
eration has led me to the conclusion that in
order to provide snrb libraries as Pittsburg
should have will require even a larger sum.
SEEDS OF THE BUILDING.
I think that Pittsburg requires a central
building, contalnining a reference and circu
lating library, also suitable accommodations
for works of art, which I believe its citizens
would soon provide; that there should also be
added rooms for the meetings of the radons
learnel societies of the city. The experience
of New York, Baltimore and other large cities
has proved that a central library-should be
suop -ented by branch libraries. The Free
Circuit- g Library of Hew York has now four
of these: the city of Baltimore has five. They
are not extensive structures, but each contains
a smaU supply of the books most in demand
and a reading-room, and is operated In connec
tion with the Central Library. Such branches.
1 think, should be established in the various
districts of the citv. probably one in Birming
ham, another in Teinperanceville. another in
Kast .Liberty, a fourth in Lawrenceville. per
haps a fifth in the older part of the city. All
of these should be thoroughly fireproof, monu
mental in character and creditable to the city.
To provide these buildings with suitable
honks, etc, I offer to expend not less than SI,
000,000. 1 propose that their location, erection
and management shall be intrusted to a Board
of Trustees, composed ex-offloio of the Mayor,
the Presidents of Select and Common Councils,
thePresldent of the Central Board of Education,
and a library committee of five appointed by
tbeCouncils,such as you have done me the honor
to appoint to confer with me: to these I should -add
the names of 12 well known citizens of
Allegheny county, who should have power as a
body to provide for the re-election ot its mem
bers at stated times,and also to fill vacancies in
their number.
The libraries to be formally handed over to
the city upon their completion, free of lien, in
trust for the purposes specified. The city to
agree to receive and support the same at its
own proper cost under the management of the
trustees, as aDove provided.
OUE OF THE REQUISITES.
The city of Baltimore pays $50,000 per annum
for the support of Us public libraries estab
lished by Mr. Enoch Pratt, who cave 81,000,008
for the purpose, but I believe $10,000 per annum
would be sufficient to maintain those of Pitts
burg, and not les than this sum per annum I
require the city of Pittsburg to agree to place
at the disposal of the Library Trustees to be
expended upon them.
1 am clearly of the opinion that it is only by
the city maintaining the public libraries as it
maintains its public schools that every citizen
can be made to feel that he is a joint proprietor
of them, and that the Public Library is fur the
public as a n hole and not for any portion there
of, and I am equally clear that unless a com
munity is willing to maintain public libraries at
the public cost that very little good can be ob
tained from tbem. Nottosae me further ex
penditure therefor, but for the best interests
or the city, I make it a condition that they shall
be properly maintained by the city.

The resolution introducing the letter to
Councils and accepting the ofler was pre
sented by Mr. Lambie, and provided as fol
lows: THE ORDINANCE PASSED.
Section 1 Be it oraained and enacted by the
City of Pittsburg, in Select and Common
Councils assembled, and it is hereby or
dained and enacted by the authority
of the same. That the generous gift
of a free library offered by Andrew Carnegie'
Esq., to the City of Pittsburg, is hereby ac
cepted. In accordance with the letter of said
Andrew Carnegie. Esq., dated Pittsburg,
February 6, 1890, and which letter forms part of
the preamble to this ordinance, and the officers
of the city named in said letter are hereby au
thorized and empowered to act in conjunction,
and co-opercte with the commission therein
named, when the same shall have been ap
pointed by the said Andrew Carnegie, Esq.
Section 2 That immediately unon the pass
age of this ordinance and thereafter, at the
first meeting in April of each year. The Presi
aents of Councils shall appointa standing com
mittee of five persons, two of whom shall be
members of Select Council and three of whom
shall be members of Common Council, who
shall be known as the Library Committee, who
areauthonzed and empowered to act as mem
bers of the Board of Trustees in conjunction
with the other officials and with the persons
named by said Andrew Carnegie, and their suc
cessors. Section 3 That any ordinance or part of or
dinance conflicting with the provision of this
ordinance be and the same are hereby repealed,
so far as the same affects this ordinance.
The resolution was unanimously adopted,
and the ordinance was referred to the Li
brary Committee, consisting of Messrs. K.
B. Carnaban, A. F. Keating, S. H. Shar
non, Kirk Q. Bigham and John S. Lambie,
whom it is understood to be Sir. Carnegie's
wish to have retained in that capacity.
NAMES Or THE COMMISSIONERS.
The Library Commissioners named by Mr.
Carnegie are the same who have been al
ready so well known in that capacity. They
are James B. Scott, Kev. V. J. Holland,
H. C. Frick, George A. Macbeth, Reuben
Miller, J. F. Hudson, David McCargo,
"William X. Frew, H. K. Porter, E. M.
Furgcson, Bobert Pitcairn and John B.
Jackson.
The following petitions and ordinances
were presented and referred: Petition for
grading and paving York allev; petition for
. refunding overpaid taxes to W. E. Justin;
petition for- water-pipe on "Whitney and
Gilmore streets and McKee place;' ordi
nance changing the name of Conrad street
to Pacific avenue; petitions from Henrv and
Philip Held, C. Sohlegel and Henry Colwes
lor damages by the grading of Atwood
street and from L N. Fornes for damages
by the grading of Boquet street.
There being no quorum present there was
no business transacted in Common Council.

There is a considerable measure of 'quiet
in the Chartiers and Montour run oil fields
just now. What the conservative expected
has been developed. There are the usual
blanks in the lottery. There was much dis
appointment the other day, occasioned by an
accident at the Beck Well, on Chartiers
creek. The well is good for four barrels a
day, but the owners do not consider that
amount worth pumping, and considerable
oil accumulates. While letting a string of
tools down lor some purpose the cable gave
way, and they dropped with such force as to
send an accumulated body of oil over the
top of the derrick. An impression grew that
the shock had opened a crevice somewhere,
and that the well was about to begin busi
ness as a flower. The intelligence spread rap
idly, but before surrounding jeal estafe own
ers had secured the large bonus expected the
tools were gotten out and the cause of the big
splash explained.
The Anderson farm well about a mile
southeast of the Forest Grove Presbyterian
Church is not a success, so far as oil is con
cerned, but it will be drilled to the gas sand
and is expected to be a payer, as it is only a
short distance east of the Moore well.
The wells so far completed above Ewing's
mill on Montour run are disappointing.
They all have oil, but not in paying quan
tities at present. Three of them are close
enough together to pump with one engine,
and in time they will probably be so oper
ated. The operators are going on alter
the gas sand, encouraged by the success of
the Imperial Company.
At present the rage seems to be to get
leases in Moon township, back of Stoop's
Ferry. A considerable number have been
made within the week.

GOURLEY IN BANKRUPTCY.
No. 095.
On the 1st day of April, 1868, at 4 o'clock
P. M., the petition of H. I. Gourley for ad
judication in bankruptcy was filed at No.
695, District Court, United States, "Western
District of Pennsylvania. Alter a very
rapid run, and the claiming of all exemp
tions. State and Federal; he was discharged
on the 19th day of December, 1868, his cred
itors receiving 18.82 cents on the dollar on a
total indebtedness of 55.127 20.
This is part of the business record of the
ring candidate for Mayor, who is heralded
as thoroughly competent' to conduct city
affairs, and, in the language of the ring
"clacquers," to assume the tremendous re
sponsibilities of the Mayoralty.
This shrewd business man of the ring
fails in running a third rate hat store, with
liabilities of $5,127, and pays a dollar off
with 18 cents, and on the 19th of De
cember, 1868, and in less than one month
thereafter (see deed book, vol. 268, page 540),
buvs real estate consisting o! a lot on Beech
street, Allegheny City, for $3,600.
And this is the ring's model man for
Mayor!
