The annual meeting of the Board of Man
agers nd contributors of the Allegheny
General Hospital was held yesterday after
noon. The report of President B. F. Wood
barn, which completely covers the work
done in the the hospital during the past
year, -was read and approved. The statis
tical part of the report does not differ from
Miss Tildesley's published in The Dis
PATCH of yesterday.
. The training school is referred to as an
important adjunct to the hospital. The
corps of nurses being trained have been a
source of revenue, as they have been hired
out, and the revenues derived therefrom for
1889 was ?1,847 68. Seven nurses have
completed their course during the year, and
were granted their diplomas; 21 pupils are
now connected with the school.
The amount of money in the hands of the
treasurer of the hospital on December 31,
1888, was$l,G81 98; the receipts of the year
from all f-ources, including 55,000 from the
State and 53,000 from Allegheny City, were
529,554 29; the disbursements ior the year
1889 were $20,437 09; leaving a balance on
hand of $3,117 20.
MOKE BOOM IS DEEDED.
In concluding his report President "Wood
- burn says: "The time has come.' however,
when a lorward movement is absolutely de
manded; larger hospital accommodations
are a present necessity. This will require
not only lands to pay lor improvements, but
provisions must be made for an increase of
current expenses. Offers have been made by
individuals to contribute toward the liqui
dation of the mortgage indebtedness. There
is but little prospect that a State appropria
tion can be secured to pay this debt, and if
it could be met by voluntary contributions
it would relieve the hospital of the interest
and virtually reiuce current expenses $500
each year. Efforts should be made to in
crease the capacity of the present hospital,
and the board elected to-day should take up
these questions at once."
The financial statement of the hospital
shows the receipts for the year to have been
$29,551 29; expenditures, $26,437 09.

ONLY OJTE CHANGE.
The only change in the make-up of the
Board was the dropping of A. D. Smith,
who positively relused, on account of a
press of business, to again serve as a mem
ber. The report that the superintendent
would be elected at yesterday's meeting
was a trifle premature. The election will
not occur until the second Monday in Feb
ruary, when the new board meets tor organ
ization, and then all the hospital officers
will be elected.
Considerable interest is manifested in the
selection of a superintendent. Mr. Brunot
stated that he thought Miss Tildesley would
be re-elected, and he believed tbe attempt to
oust her was for the purpose of creating a
position for some man. The directors were
inclined not to say much on this subject,
preferring to await until the voting time
came. The general impression seems to
prevail that Miss Tildesley will be success
ful. One of the directors said that certain
newspapers were responsible for all the
trouble. Miss Tildesley said that she felt
sure the board would work for her.
A WELL-MANAGED HOSPITAL.
Officer of the West Penn Re-elected
Affairs Satisfactory.
There was a large attendance at the annu
al meeting of the "Western Pennsylvania
Hospital directors and contributors held
yesterday at Dixmont. The old board and
officers were re-elected. The report of the
President showed a very satisfactory state
of affairs. The report showed that though
the endowment funds were large the institu
tion was still in debt The annex built in
1889 cost, together with its furniture,
$30,000. The total cost of improvements
lor the year reached 544,632 67.
The Treasurer's report shows: Beceipts, bal
ance in Treasury at the time of the last an
nual statement, October 15, 1888, $3,423 49;
appropriations of the Commonwealth, $50,
086 20; earnings of endowment fund, $13,
155; interest, $14,055; rents, $4,000; earn
ings. $14,626 58: donations and contribu
tions, $12,677 36; bond and mortgage sold,
$14,000; loan paid in lull, $15,000; total re
ceipts, $127,868 43. Expenditures, salaries
and wages, $16,71188; subsistence, $27,781 68;
the other expenses making the total ot
$84,323 63. The investments of the endow
ment land, amounting to $39,687 81, leave
a balance oi $3,856 99.
The endowment fund for Dixmont is $23,
000, and for the medical and surgical de
partments, $232,767 81.

Tfltl WANT A PARK.
Lnwrencevllle Citlzrns Send, a Monster Pe
tition In Its Favor.
Postmaster Patterson, of the Lawrence
ville Postoffice station, yesterday sent to
Chief Bigelow the petition to Congress for
the use of the arsenal grounds for a park,
signed by several thousand persons, princi
pally voters. Mr. Patterson had these pe
titions distributed around the business
houses of Lawrenceville for signatures. On
Saturday last he called them in, and lliey
were sent out to the polls where the Eepub
lican primaries were being held. As a re
sult, a great many additional names were
secured, and of the total names now on the
petition the majority are voters in the Law
renceville wards. The petition is about 30
feet long, and has a double row of names,
Postmaster Patterson heading the list.
Chief Bigelow had a consultation with
Councilman Ferguson yesterday afternoon
in relation to the park, and tbe result will
be that this morning's mail will carry to
Secretary of War Proctor at Washington,
the petition and the plan of the arsenal
ground as requested of Chief Bigelow by
the War Secretary. The plan shows that
17 91-100 acres are embraced in the portion
of the grounds wanted for park purposes.
There are 14 buildings on the grounds, in
cluding two greenhouses, four magazines,
two dwellings, gun-carriage sheds and other
buildings of minor importance. All these
buildings were built over 30 years ago, and
in event of the city's securing the property
will be razed, as the foundations will be of
little use for anything the city may wish to
place in the park for beautifying purposes.

An examination into tbe records oi tbe
year revealed a highly satisfactory state of
affairs for both companies as the subjoined
statement will show.
The report included the year ending
December 31, 1889. The gross earnings were
$3,251,895 12; operating expenses and taxes,
62,404,404,17; net earnings. $847,490 95; in
crease in gross earnings, $461,688 04, or 16.67
per cent; increase in operating expenses,
$473,08961, or 24.49 per cent; decrease in
net earnings, $8,4U1 57, or .98 per cent;
dednct interest on bonds, rental, etc., $692,
9S6 20; surplus for the year, $154,504 75.

Since Andrew Carnegie's scheme to get a
connecting railroad from the coke regions
to the Pittsburg and Western via the
Monongahela Valley seemed to have fallen
through, people have been watching for the
next move of Mr. Carnegie, who seems
bound at all hazards to obtain a connection
for the road he now controls. With a con
necting link to the coke regions, he could
control the Western coke trade by a direct
line to Chicago. That some way would be
found to accomplish this end, those who are
intimately acquainted with Mr. Carnegie
have had no doubt, but few have expected
the move that is now reported from an un
expected quarter and is grounded on pretty
good authority.
It is now claimed that the iron king has
his surveyors at work running a line lor a
road from" Verona direct to the H. C. Frick
coke region. It is said that a connection
will be made with the Pittsburg and West
ern from Verona. From the latter place
the proposed route is along Plum creek
TO MURRYSVILLE,
thence to Jeannette, and from there direct to
the coke region. It is about 12 miles from
Verona to Murrysville. From the latter
point to Jeannette is about 11 miles, and
the continuation to Connellsville is about 20
miles. The road would be about 45 or 50
miles long.
The above information was given by a
gentleman who owns several hundred acres
of land in Murrysville. Saturday the sur
veyors ran a line through his property. One
of them said that they were employed by
Andrew Carnegie, and later gave tbe route
and plans as given. The same has been ob
tained from other sources, and the property
holders in that section think the road is an
assured fact, or, at least, that Carnegie is
mapping out such a move and laying his
plans to obtain such a connection.
The significance of such a connection with
the Pittsburg and Western is very apparent.
It would be a saving in mileage over the
present route from the coke regions to the
SVest of about 20 miles, and all of tbe coke
trade would be turned that way.
At Verona Andrew Carnegie bought some
thing over 30 acres of land some time ago,
and at the time speculation and inquiry
failed to decide what he wanted with it. It
is now said that he proposes to remove his
Union Mills in this city to Verona.
UNION MILLS EUMOES.
They would then be near the gas
fields, and on his own railroad. It is known
that the Union Mills have been crowded for
some time, and that there have been whis
pers of a removal bnt nothing more definite.
That the present move is more than talk
will be in time decided.
The residents of Murrysville are con
siderably excited over the prospect of
another railroad. The Pennsylvania Bail
road already has a line graded from Walls
to Murrysville, and with it and the pro
posed line they would have two good rail
roads. To further increase the Murrysville
boom it is said that Philadelphia capitalists
propose soon to put up a large fire brick
factory in the village, and that negotiations
are now pending lor several glass houses
and other plants. The proposed road would
likewise benefit Jeannette, and all tbe towns
on the line which are said to be in a region
that is promised a boom in the near future.
A number of Pittsburg capitalists have
land on the proposed liue in the vicinity of
Murrysville.
With regard to the above statement, Mr.
Abbott, cbairman of Carnegie, Phipps &
Co.. stated in an interview with a Dis
patch reporter yesterday, that he had
heard nothing of either an engineer party
being in tbe field, or of the purchase oi said
property in Verona by the firm.
An Improvement.
"A great part of the unconquerable aver
sion felt by many persons to the making of
wills is due to the necessity, that frequentlv
exists, of asking some persons, not bound
by ties of kinship, to act as executors and
trustees. Not only is there a delicacy felt
in asking a competent person to undertake
dangerous work, there is also a great lack
of competent persons. Almost every man,
who is equal to the task of performing a
trusteeship satisfactorily, is overwhelmed
with business of his own. It is quite cer
tain that any person, however conscientious
he may be, will see after his personal before
his fiduciary business. Hence it is that in
the selection of a' trustee, it is very difficult
to hit the middle line. A first-class busi
ness man is chosen, and the trusteeship is
neglected from lack of time:
a respectable, but unbusinesslike
man is selected, and the estate is
muddled away. It is unnecessary to dilate
upon the evils, which trust estates suffer,
from the malpractice of trustees, because
these are known on every hand. The mis
appropriation of trust funds could be pre
vented, it might be said, by the exercise of
great care in the selection of trustees. But
practically, the field at the disposal of the
testator is bounded by the circle of his own
acquaintances. Many of the latter would
refuse to take the burden of a trusteeship,
and thus it happens that frequently a man is
compelled to select as a trustee, a person
whom his better judgment would prompt
him to reject."
The foregoing is quoted, and clearly pre
sents some of the disadvantages of personal
administration of estates and trusts. As an
improvement we present impersonal admin
istration by a trust company, whose busi
ness it is to attend to such work. In
the case of personal administration, even if
a competent person is obtained, there is al
ways the contingency of the death or sick
ness or removal of the trustee, when a new
trustee would have to be appointed, and
then there wonld be trouble and loss of
time and expense. But tbis condition of
things cannot exist with a trust company
having a perpetual charter, as the succes
sion continues and the business goes on, al
though the officers may be changed. There
is no additional expense or loss of time to
the estate. In addition to these considera
tions, experience is another and most im
portant factor. The administration of es
tates and trusts is a business in itself, and in
many respects a peculiar one, requiring
great care and close attention, and a trust
company managing such business matters
acquires an experience which is of great
value to any estate or trust.

In accordance with a decree of the Conrt of
Quarter Sessions, made 11th day of November,
1-589, No. 28 September Session. 1889. Miscel
laneous, the Commissioners of Allegheny
county were empowered to sell certain real
estate In the city of Pittsburg, Pa. In pursu
ance of said decree the Commissioners wiU
sell on tbe premises, at public ontcry, to the '
highest and best bidders, on February 8, 1890.
at 2 o'clock P. If., tbe following described
pieces of property, to wit: First All that
certain piece of ground situated on the
sonthwest comer of Diamond st, with
a frontage of 75 feet on said Diamond street,
beginning atthe corner of Diamond street and
a 20-foot alley and running back westwardly
along said alley, preserving tbe same width a
distance of one hundred (US) and fifteen feet,
on which is erected a two-story brick bouse.
Second All that pertain piece of ground
known as tbe University property, situated on
tbe corner of Diamond and Ross streets, having
a frontage on Ross street of one hundred (115)
aud fifteen feet and on Diamond street of one
(100) hundred feet, having erected thereon two
three-story brick bouses.
Tbe terms of sale are in each case SLO0O to be
paid on day of sale. Tbe remainder of one
fourth tbe amount of purchase money on tha
delivery of the deeds. Tbe balance in four
equal annual payments, with interest at the
rate of 4 per cent per annum, payable semi
annually, on tbe whole amount unpaid, on the
first days of July and Jannary of each year.
The jhole to be secured by close bond and
mortgage, with insurance and sci. fa. clause.
Also, sealed proposals will be received at this
office until 12 o'clock M. FRIDAY. 7th day of
February, 1890, for a twenty-year lease of the
University property. Tbo bidders will state
the sum annually to be paid for the full period
uamed, which sum is to be paid semi-annually
at the office of the County Treasurer on the
first days of July and January of each year.
Tbe lessee will be required to sign an article
with the Commissioners to pay all taxes, water
rents and assessments on said property, to carry
insurance on the buildings in a snm equal to
what has been carried by the county on said
buildings in tbe interest of the lessor. To give
bond for the falthf nl performance of the agree
ment in tbe sum of H00O. with a clause in tbe
agreement empowering the Commissioners to
annul tbe lease on default at any time by the
lessee to fully comply witn all the conditions of
tbe lease.
Proposals will be marked proposals for lease
and be accompanied with a bidders' bond in the
snm of 1,000. Tbe Commissioners reserving
tbe right to reject any and all bid.-;.
