Jtarsr -- W.. VPITTSBTTR& D1SPXT0H,T -SATUBDAT, J4AiRYf35,'' 3" A '?F STIRRING APPEAL Mrs. Chase Calls on W. C T. U. Mem bers to Remain Loyal. THE KOK-PARTISAK CAUSE RAPPED Zeal for Temperance Work Has Led Them to Indorse Parties. THE CIECDLAE BEING DISTRIBUTED A circular is being industriously circu lated by tbe State W. C X. TJ. urging on members to stand loyal to tbe organization, and not to be carried away by the non-partisan movement. It is written by Mrs. Fanny D. B. Chase, the First State President of the W. C. X. TJ. Large numbers of these circulars are being sent to the county and local unions for distribution. Mrs. Bryce, the County Secretary, tnrnished a Dis patch reporter with one yesterday, and it follows below: There is no question about it, the W. C T. U. of Pennsylvania is face to face with an era in its history of importance, and of more or less political sieniflcance. The policy of onr organization is misrepresented ana questioned, and because the maj onty of its members up hold and believe in it they are called par tisan." The constitution of an organization is the exponent of the principles that govern It, and by which its members consent to be ruled. The W. C. T. TL, in its national Constitution, and the State Constitution based upon it, have no relerenco to party, therefore, in their or ganized law the w. C. T. U. are not partfan, and cannot ba made so except by amendment. Had the National Constitution, and those based UDon it, provided that we should work only along con-partisan lines, we should have been debarred from working with any party, and all effort woula have been confined to our prayer meetings, evangelistic work, and with kindly efforts to reduce the awfnl results o the licensed liquor traffic, by rescuing a few or its victims. But we were wisely left free to use all agencies in our power, and were led to seek out the foe in its lurking places of power and influence. A STEP BACKWABD. The W. C T. XT. was born and has lived and flourished under such a Constitution, and the effort to put a clause in it, limiting it to a nar rower sphere, is a step backward from the first wise and beneficial policy. This strong conviction and knowledge were even more painful to home-loving, timid womanhood than the first strong whirlwind of convictions that inaugurated the Ohio crusade; but once convinced that the safety of home and childhood demanded the sacrifice of pre conceived ideas and customs, the consecrated purpose left no choice but to follow in pursuit, until from this hiding place the evil should be driven out. It is not strange that, convinced of this, many of our workers shonld see in a rising party, pledged to this issue of total pro hibition of the liquor traffic, a star of hope, a beacon of coming liberty; for, running through all our temperance work from the beginning, there has always been a golden glimmer of hope, the attainment of which was a land free, from end to end, from the curse of drink. And so it is, that a partv pledged to this high pur pose has had the "God speed" of the maiority of the White Ribbon Host, and now and then a word of encouragement and sympathy. How could the W. C. T. U. of this county be loyal to principle and prestige and not do as much as this? vt How can a good word from us to the fellow workers who seek the same end we are striving to attain, change tbe basis of our work, be "in consistent," or be detrimental to tbe temper ance cause? And how can this commit women who will not give this word of helpfulness to "partisan action" or place them in an "anomal ous position?" We tail to see. Wecannotbea partisan or political body until we can vote. What barm is it to pledge influence to any party or all parties that will run up onr colors of total prohibition, and are mustering to re deem the land from the drink curseT It seems not only logical, but loyal to our Constitution to do so. why should this cause separation, especially in Pennsylvania, here the majority have always said "nay," even to so mild a proposition as even to a few words of sympathy for the prohibition party in a resolution? A TBTJE EXECUTIVE BOARD. No truer women were ever brought to the service of an organization than our Executive Board. Women of broad views, executive ability, and a sincere and warm love for the in terests of the State Women's Christian Tem perance Union, let us give them our best sup port. Let us be careful how we lay bands on a work born and nurtured tn prayers. Do not let this quibble of non-partisanship lead us into tbe error of secession. As well might our fathers of more than a century ago have demanded that non-partisan should be put in theConstitution of the United States.and have made it thereby a nonentity. They were a party for liberty and freedom. The W. C. T. U. knows but one party, and that is recognized in our Constitution. We are a carry against tbe liquor traffic ana its evils, liet us keep together. Let us not be some instrument in the hands of the designing, and thereby injure our own influence and hinder the growing power of the State W. C. T. U. Don't let us be afraid and withdraw because now and then a resolu tion is offered about giving our Influence to a body that shall embody our ripest sentiments, even though we may think that the country is not ripe for such an expression. Looking all the war over, my sisters, have we a reason for secession worthy of our Christian womanhood? We believe we have not. No .crander record has ever been made under the first liberal and wise policy of our State W. C. T. U and surely the one is blind who could see any sign ot retrogression in we work or plans of the National, and no one conld believe this who were privileged to attend either of the grand conventions at Chicago or Philadelphia. It will be strange if upon so small a quibble as the non-partisan question Sotan should man age the power ot an organization that is under mining his kingdom with such total persist ency. It cannot be unless we help to do it. Let us bold together in tbe grand unity of our first confederacy, and be known only as the Woman's Christian Temperance Union, tbe name so dear to us all, we must not cast it oft. We will stay by tbe old standard. Tbe white ribbon should be our badge of hope and power. Lovingly, Mart H. Jokes, President Pennsylvania Woman's Christian Temperance Union.
