Two Dead Wires Found in Decidedly
Dangerous Positions.

The discovery of dead wires appears to be
a popular amusement just now, in the same
raauner as "slumering" was made fashion
able first in London and then in the English
reflector, If ew York.
Some more important cases have come to
light within the last 21 hours, and whether
the dead vires reaches the sight of public
knowledge firal, or a light wire, is a very
serious question. One cm be found strung
' on Fifth avenue, making the danger line
just op'.iosite Oliver, McCHntocfc & Co.'s
place of business. This is possibly a very
dangerous crossing, and might occasion a
Are or a fatal accident at any moment. The
other is at the corner of Herron avenue and
"Wylie, where the wire hangs down by the
telephone pole, where one can hardly pass it
without touching, and the danger is appar
ent to the most superficial observer.
These facts, brought to the attention of
Chief Bigelow, of the Department of Pub
lic Works, together with the knowledge
that the city atmosphere is stratified bv
dead, which in conjunction with the living
wires, might do more harm to life and
property than "The Quick and the Dead"
could do morally during its brief popular
ity, brought hiiu to the conclusion that the
wires must go underground. He said that
all the wires between Grant street and the
Point must go underground within a year.
A POSITIVE ASSURANCE.
As a proof that the recent agitation is
bearing good fruit, Chief Bigelow in.ormed
the newspaper man that the officials of the
different companies nromised him to get to
work on the underground system as soon as
possible, and he was hopeiul that the year
would see them buried.
Councilman Sam K. Duncan, when asked
what he thought about the possibility of
getting the wires underground in that time,
said:
I think that if the proper way is adopted to
do so, wtuch in my mind is a snbnay, it cannot
be done within the specified time, or anywhere
near it without practically discontinuing busi
ness throuch the creator portion of the dis
trict on the principal thoroughfares during the
greater portion of the year. Then it would be
a most delicate piece ot engineering to lay the
subway or any other underground system
through the various underground works which
now have right of way, including natural and
artificial gas, water, cable car and sewer ss
terns. There will be considerable expense at
tached, too, which will be subjec of delibera
tion, including the necessary stoppage ot busi
ness in the First, Second, Third, Fifth and part
of the Twelfth wards. Such a subway as I
should think necessary ought to admit of a man
walking the entire length to make repairs, and
afford the necessary entllation, with other
conveniences in the shape of side chambers for
storage of material to save tune in adjusting
any disarrangement.
IT -WILL COST MILLIONS.
The cost; That is impossible to calculate
just now. Get some contractor to do it for you
on whatever basis mav be adopted. I don't
know how they want it done or how skimped
the projectors may wish the underground sys
tem to be. On a proper scale, however, I am
certain that 3.000,000 would not cover the ex
pense of proper construction. As I said before
some very intricate engineering work would
have to be done, say on Fifth avenue where the
traction company will have to stop business on
the lower division while the underground sys
tem is being constructed, unless it is designed
to place it under the sidewalk, which will throw
all the pedestrian travel on one side of the
street and cripple business on the other.
As to bearing the cost, of course the electric
light companies will hare the worst of it, for
both companies using copper wire the actual
exoense to a telephone company wonld be less
than one-third of that to the light company, as
the former can bunch its wires closer and use
them much smaller.
On the dead wire question I can freely say
that I believe there are a great many in the
city, and they should be taken down. There
are certainly no dead electric light wires, as
the company could not afford to allow so much
metal to lie idle at 11 cents per pound. Another
thing about that phase of the question is that
there are scientific thieves as well as safe
crackers and sneak thieves, and they would
soon learn where idle copper was plenty.
IT WAS STOLEN PROMPTLY.
About two years ago we put up a line out
Penn avenue and some metallurgical klepto
maniac stole it before we got it into use. A few
days ago a similar case occurred in New York,
where rapid connections are being constantly
made on account of competition to acquire ter
ritory. A whole district was stolen before the
connections were made.
Now you can see for yourself that it is an
easy thing to have small iron wire, costing
about J10 per mile, dead, as you have already
mentioned, through discontinuing connection
with telephones tLrough changes in business
locations. This will be more readily under
stood when the labor of taking down that S10
worth of wire would cost S20. if not more, and
the average householder appears on bis roof
with a club to prevent any operations of tho
linemen. When you understand that small
copper light wire is worth J160 per mile it will
be naturally concluded that there are no dead
electric light wires swinging loose.
A BUSINESS man's views.
A stockholder in the Pleasant Valley
Electric Eailway. and one of Pittsburg's
most prosperous business men, was inter
viewed at his residence in Allegheny yes
terday, on the subject of electric overhead
wires. He stated that he knew so little
about electricity that he did not wish to be
quoted, but belore he finished talking on
the subject he demonstrated that he was
more conversant with it than half the people
who claim to be experts.
The only danger to be feared Is from the
heavilv charged electric light wires when they
get old.
There is no danger when they are first
pat up, but the chemical action of the weather
on the covering for a period of two or three
years will gradually corrode it or wear it off
entirely, thus leaving the wire exposed.
CHANGED -HIS POSITION.
I was in a lawyer's office, up here on Dia
mond street the other day when the subject of
wires was brought up.
The lawyer was standing at his window and
he called our attention to an electric light wire
in front of the building from which all the in
sulation had been removed for a space of six
or eight feat. If ow, suppose that wire running
from the messenger box into my office were to
come in contact with that heavily charged
wire for an instant only. That gentleman who
is now resting his head against the messenger
box would fall over a corpse.
The gentleman referred to changed his
seat without unnecessary ceremonv.
If the light wires are properly insulated there
can be no danger from them. There can De no
danger from the electrical street railway wires
because if more than S00 vr.lt ir
them the machinery will burn out and the
whole business stop. It has been repeatedly
demonstrated that 500 volts will not kill any
body, although, of course, no one cares about
taking 500 volts voluntarily. It would not be a
pleasant experience, but it would not be fatal.
I might strike a man over tue head with a base
ball bat and it wonld not kill hna, but he would
hardly enjoy the sensation.
He would not let me do it, I don't suppose, if
he could help himself, and that is just the way
witbclcctncity. Five hundred volts can be
taken without destroying life, but the after
effects would not be enjoyable.
A JOKE TO BE SHOCKED.
Before we abandoned the double trolley sys
tem on Observatory Hill, there was scarcely a
week tbat some of the workmen did not re
ceive the full current of 400 and 600 volts. If
they were on one of the poles at the time,
which are only about 15 feet high, they would
drop off of course, but they looked upon such
an event as a joke. Thev never felt the effects
of it for more than an hour or two. ThewiTesi

The talk about subways or sewers is all right
In old and wealthy cities like London and Paris,
hut by the time the subways would be con
structed In Pittsburg or Allegheny the Sheriff
wonld be in possession of all the property
along the streets uhlch were favored with sub
ways. They cannot be thought of In the two
cities for many years yet
The greatest annoyance I have felt from
wires is caused by careless linemen, who cut
wires down and let them lie In the street and
when horses come along they either step on the
ends of the wires or get them wrapped about
then-feet and are often cut so badly that they
are ruined, and useless for further service. I
have had several horses maimed in that way.
If the people could only be brought to look
into the electric street railway methods of
operation, they would soon see the fallacy of
their argument about their being dangerous.
Look at the number of places electric railways
are in operation at the present time in the
United States, and see how few accidents have
occurred. Indeed I cannot recall a single ac
cident where human life has been lost. It is
all the fault ot the heavily-charged electric
light wires, and unless they are heavily charged
wo could not have street lights. What will be
done with the dangerous wires is a problem
which must be settled between the proper city
officials and the electric light companies.

satisfaction In the Society.
President Marvin of the Exposition So
ciety stated yesterday that he had no Knowl
edge of any dissatisfaction among the life
members of the association. If there was
any he said he wanted representatives of
The Dispatch to be at the meeting to-day,
and give the dissatisfaction a good airing.
Mr. Marvin said:
"I cannot conceive of any person being
dissatisfied, and if there are any such mem
bers in existence, I do not know ot them.
The actions of the officers of the society are
open to criticism, and the people who tint
up their money to erect the Exposition
buildings have a right to criticise us as
much as they please. We are only human
beings, and as such I suppose we are liable
to make mistakes. It you can get 13 men
together to go through what the officers have
gone through the pan year I would like to
know where they are. I do not know of any
set of men who will sacrifice their personal
interests to snch an extent. However, if
the members of the society object to our
actions they have the right to do so. If
they think others give better service than
we can, why let them elect whoever they
choose. I am sure the present set of officers
will be glad enough to get out and turn the
work over to others."
Captain Batchellor, Secretary of the so
ciety, expressed about the same views, and
said he did not know of any trouble.

THAT INSURANCE CONVENTION.
A movement for a. Heeling of Agent Which
No One Here Understands Several
Airenls Give Tbelr Views.
The following telegram was received by
The Dispatch from Hamsburg:
A State convention of Insurance agents will
be held in this city on the 13th inst, for the
purpose of perfectiag an organization to pre
vent brokers in New York and other points
from placing insurance at lower rates than
local agents are authorized to charge, and to
prevent adverse legislation.
Mr. Edwards, of Edwards & Kenny, rep
resenting the Liverpool, London and Globe,
when interrogated upon the convention call
said: "Ihave received an invitation to at
tend the convention, but no explanation of
its objects. The movement is an entirely
new one to me, nor can I ascertain anything
definite in regard to it by inquiry among in
surance men here. Several gentlemen of
my acquaintance have also been invited, but
I know of no one who intends going.
There is an organization and a very
thorough one known as the 'Middle Depart
ment,' which has been in active existence
for a number of years. It is composed of
special agents who inspect risks and adjust
loses. They have annual meetings which
are generally held in Harrisburg, because a
central location, though they sometimes
meet on the seashore."
Mr. King, President of the Cash Insur
ance Company, on being questioned said:
"I know nothing whatever of the proposed
convention. Occasionally agents come here
representing companies that we know noth
ing of, and take risks perhaps below regular
rates. I cannot exactly understand how any
convention could effect anything from the
simple fact that anyone having a license can
take insurance at any rates they see fit Onr
recognized insurance men here are all mem
bers of the Board of 'Underwriters, and all
charge the same rates. They are honorable
men and would not place risks at rates lower
than the schedule fixed by the company."
Several other gentlemen who were inter
viewed on the subiect concurred in the gen
eral opinion that it was merely a proposed
meeting of local agents, probably from the
smaller towns, whose main object is perhaps
by some concert of action to secure protec
tion for themselves against brokers in New
York and elsewhere who in doing business
with their companies direct, are materially
lessening the receipts of said agents. Some
of these companies very unfairly write poli
cies over the heads of their local agents at a
rate which the agents themselves cannot af
ford to accept. Am pie protection is afforded
all legitimate companies by the State law,
and there is no just cause or ground for com
plaint on this score.
