Special Legislation for a Fire Director 'llecessarj. JIAHT ITEH8 FOE PUBLIC PERUSAL Chief Brown yesterdav completed his es timate of the appropriation necessary for the Department of Public Safety for 1890, and the "report was handed to the Mayor in ac cordance with the charter ordinance which requires each department to thus report be fore January 1 of each year. The communi cation to the Mayor reads as follows: December a, 1889. Hon. William licCallln, Mayor, City of Pitts burg; Dzab 8m Exhibit "A" heretofore attached Is the estimated appropriation necessary for the De partment or Public Safety for the year 1890. Ex hibit "11" is an estimate of the amount of money necessary Tor the lighting or the various houses In the bureaus of police and tire. No. 6 to cost 53,500, and No. 8 to cost S4.0S3 68. The Item of horses Is put down at 13,1)00, but on this sublect the. report says: "This item will be credited on account of sink ing fund, with several thousand dollars that willle derived from the sale of horses, as there are a number of horses that are worn out that It will be to the interest of the city to sell." No provision is made ln the estimate for the proposed office of Fire Director. THE FIBE DIRECTOR. In speaking of the matter the Chief said that while he bellevedthere wai a necessity for a man in that position he did not believe that Councils would favor its creation this year, and besides there were other things that were more imperative, such as a fire and patrol boat for the rivers. If Councils saw fit to recognize the necessity for ths fire boat a special appro priation would have to be made for that pur pose. A lot for a fire engine house in the Thirty-fifth ward, to cost 82,600, Is another feature of the Fire Bureau estimate, .the same being according to an ordinance already passed. There are ordinances before Councils now lor the purchase of similar lots in the Thirty-first and Thirty-second wards, but Mr. Brown thinks if Councils want them they must "be specially provided for In the appropriation. Other items of the fire bureau are 2,500 for a chemical engine, $5,600 for hose and fire ex tinguishers, and $1,100. each for two new bose carriages. The item of salaries for the entire Fire Bureau foots up $175,310 18. Of the appropriation for the Police Bureau the report states: "If the ordinance now pend ing before Councils for 25 additional policemen be passed, the appropriation to the Police Bu reau would nave xo oe increaaeu ,9i. i tv meet theiraalarJea." Among the items for this tmreatrareffaooorortbe completion of o. 4 police station; JlOOOforflnlshing anitJInrnlsh 'ing No. 3 patrol station; 2,500 for repairs to station hooses:3.104 for tent of Central station, Nos. 1, 4 and 7 patrol stables; the item of sala ries foots up 1255,607 50. BIG ELECTBICAL CHANGES. The Bureau of Electricity estimate includes the replacing of 38. old fire alarm boxes at $100 each, and supplying 15 new ones at 1125 each; also the "purchase of b patrol boxes and booths at a cost of 225 each; $4,600 is asked for, to keep mt with the improvements in electrical aODli anees; the total salary list of this bureau is' I14.71U. No new features are embraced In the annro - priationsaskedfortheBureausof Health.BuiId. fng Inspection, or Plumbing and Gas Fitting inspection, me salaries oi me xieaiiu xiureau amount to $18,612 60, and the -others (4,740 and JL600 respectively. The statement shown In exhibit "B" is the amount of money necessary for the lighting of the various bouses in the Bureaus of Police and Fire, as prepared by the Allegheny County Light Company and the Superintend ent or tne .Bureau oi electricity, it mciuues the lights for bouses already wired and lighted as well as the expense of wiring and lighting those not already provided. The total for the Police Bnreau ,is $4,057 20 and for the Fire Bureau $7,856, slaking a total of $11,113 20. As stated in the introductory letter to the Mayor, It the item of lighting is not included in the appropriation of tne Department of Public 'works, this sum will have to be added to the total of the Public Safety appropriation, mak ing it that much larger. A JiELIABLE PAKACBA 1 GIYEN. Dr. Byron Clark, A. M., M. D., Professor of Theory and Practice of Medicine in the Edectic College of the City of New York, and an expert on influenza, is at the Sev enth Avenue Hotel. The doctor is a distinguished-looting gen tleman of the old school. He wears a high hat of the crush order, a suit of broadcloth, with the coat cut a la cutaway, and a collar several inches in height He is a portly looking gentleman, and when at home lives at No. 107 "West Ninety-eighth street New York City. Two or three times a year he visits the larger cities throughout the country and treats persons suffering from chronic dis eases. He has not visited Pittsburg for nearly a year, hut while here yesterday called upon about 20 patients. While on a trip throughout the country his son. Homer L. Clark, teacher of physical diagnosis in the same college! takes the place of bis father as Professor of Theory and Practice. WHAT THE VISIT EETEALED. Dr. Clark was encountered in the corridor of the hotel last evening by a Dispatch repre sentative. When asked what he had been doing in Pittsburg he said: "Just come Tip to my room, young man, and I will show you what I have been doine. I have visited about 20 patients to-day and prescribed for as many more, who are suffering from chronic diseases." The interior of the doctor's room might be aptly described as being en dishabille. Pack ages of medicine, opened 'and unopened, were scattered all about the room. "To give you some Idea of what a medical practice may amount to, I will show you this, said the doctor, as he opened a journal and ex hibited the names and the number of. persons to whom he bad prescribed since the 27th of last March until December 23. The whole number aggregated 6,703, or an average of IS per day, excepting, of course, the days on which he lectured. "Now about this influenza which has spread over Europe, said the Doctor. It is not new by any means. We have It constantly in our midst, but at periods of every few years it goes like a whirlwind over the country. It is not dangerous by any means, except to the very young and the aged. It is carried from place to place by bacteria, and I do not doubt but that in a few weeks it will be ALL OVEB THIS COUNTBY. "If you newspaper men do not scare the peo ple into taklnglt I do not anticipate any seri ous trouble. Here is a book which I consider among the highest authorities.' It was pub lished in 1837 by E. CHughes, late demonstra tor of clinical medicine in the Jefferson Medi cal College of Philadelphia. It is entitled "Hughes' Compend of Practice." in which be describes the symptoms of the influenza as fol lows: The onset Is sudden, with a chill, followed by rever, tne temperature' reaenrag- iui- to u, a quick compressible pulse, and severe shooting pains In the -eyes, frontal sinuses. Joints and muscles. The chill and rever Is rapidly followed by chilliness along the spine, wltn pains In the throat, or coarseness, deafness, coryza, sneezing, watery eyes, and a very irritating cough, some times becoming bronchial. The tongue Is furred, there Is' anorexia, epigastric distress, nausea, vomiting:, and oflen diarrhoea. "The complications are often lobar or catar rhal pneumonia, which add to the gravity of the attack. The cough may outlast the disease several weeks. "The following is given as a panacea for the trouble: Quinine, 2 to 4 grains: Morphia, 1-12 of grain: laurel water. 1 dram. Take every four to six hours. "That Js one of the best prescriptions I know of," said the doctor, "andlwouldreconimendit to all who are seeking relief from the scourge, if such it may be called. There Is very little serious danger to be apprehended, although it may result seriously to persons who are af flicted with catarrh or asthma." The GeouraphlcalXImlts Within which Hostetter's Stomach Bitters performs its mission of preventing and curing disease are well nigh measureless. Northland South America. Europe, Australia, and the islands 'of the Caribbean and Pacific are in- f eluded in this area. Wherever malaria, the universal Scourge, is found, there the bitters is the recognized specific, as it is also for dys pepsia, rheumatism, liver and kidney com-, plaints and constipation. 185a Holmes' Best. 1889.
