A Meeting Held to Consider a Change
in Flitting Day.

About 75 people attended the meeting of
real estate agents, landlords and tenants, at
Old City Hall yesterday afternoon, called
for the purpose of considering the proposed
change of moving day from April 1 to ilay
1. Thomas Liggett presided and stated
briefly the objects of the meeting.
He stated that the real estate agents are
not taking an interest in the movement be
cause of personal interests as they have noth
ing to win or lose, no matter how the question
is disposed of. but they are agitating the matter
because they know the wants of the people,
many of whom have asked them to changa
moving day if possible. He stated the general
objections to moving on the 1st of April. The
variegated nature of the weather, the concen
tration of business to a short period of the year
azd'the sickness resulting from an exposure to
bad weather all come in forcondemnaDonby
those Interested in the matter.
TO START THE DISCtTSSlOS".
William H. Phipps. of 2918 Penn avenue,
'offered a motion that in future .May 1 be fixed
as the annual moving day. A discussion then
followed which, while entirely devoid of any
'; great enthusiasm, showed very plainly that the
general sentiment of those present was against
any change at the present time. Captain R.
Robinson, of Allegheny, said he feared that
'those in whose interest the meeting was en
deavoring Jo legislate were thoso who moved
tno or three times a year, and it wouldn't make
any difference when the annual moving day
was. thej would move whenevertbeygot ready

D. C Martin said he understood the legal
moving day was April 1, and the only way it
could be changed would be through the Legis
lature. Ue understood, further, that the city
lias arrangement made for collection of water

A RADICAL, SUGGESTION.
Dr. Beeze suggested that it would suit the
farmers better if the moving day was changed
.tto November Land offered an amendment to
4tftbat effect, but the amendment received no
second.
D. P. Black said the meeting was considering
the question as it affects the cities of Pitts
burg and Allegheny, and the farmers liad
nothing to do with it now. Mr. Black favored
the motion to change tho day to May.
Johu J. Pettitt threw cold water on the mo
tion by saying that he thought a mistake was
being made to try to pass sncli a motion at such
a meeting. There had been snch a clamor for
Fomething because it would benefit the tenants.
Hot a tenant had been heard favoring the
scheme. Mr. Pettitt said he was satisfied the
people are not anxious for a change or they
would have been present. The size of the
audience representing over 300,000 people
showed that the mass of the people are not
stirred up.
PEOPLE WHO MOTE SPORADICALLY.
Hugh M. Adams, a tenant, said he did not
care whether the change was made or not. He
knew tenants who had moved heretofore at all
tunes in the year and supposed they would do
so in the future.
Thos. H. 'Wilson, of the East End, said he
represented 55 tenants, all of whom are in favor
"of the change.
X. W. Taylor said he had hoped that ho would
hear something about the sanitary condition of
the city and how it was effected by the annual
moving day. He said he thought the people
who favored the change must bo subject to
Epring fever and wanted moving day postponed
a month for their benefit. This remark brought
Dr. Beeze to bis feet again, and he said be knew
Seople who had tpnng fever all the time, and
e guessed they would die with it.

Frank Van Gorder, of the East End, favored
thevihamre, because it affects the poorer and ;
middle classes. The rich can live on the paved

districts. Mr-Pettitt thought the interests of
those who live on nnpaved streets were no more
worthy of consideration than those Of the
farmers.
John Kirkpatnck said he would be willing to
vote for the motion if the tenants had been
present to give au expression on the matter.
After some further discussion of a minor im
portance the meeting adjourned until some
future date, when an effort will be made to
have, a fuller representation of the tenants.

Brown-Scquard's Elixir of Lire.'
A distinguished Frcnchv$hysician by the
name of Brown-Sequard has recently made
some declarations before Ihe Society or Bi
ology in Paris which have, with various ad
ditions and distortion;, been heralded to
every part of the, civilized world. The as
sertions that have created such attention
were neither wonderful nor unusual, and
lave gained their chief notoriety from the
source from which they emanated. He
merely claimed that' be had discovered a
fluid which he nroenred from certain glands
bf recently killed animals, which fluid, if
injected into the blood of old people, wonld
produce an exhilaration of considerable
duration, seemingly rejuvenating the de
crepit and bringing back youthful vigor to
the aged. This has been claimed to be true
by many distinguished experimenters, and
the force of their testimony has been added
to the strength in which this claim has
taken hold on the public mind. Three
is an almost universal superstition that
health depends on some secret entity or sub
stance that it is the good fortune of some to
possess and the bad luck of some to be with
out. That is to say, there resides somewhere
in nature, hidden either in the body of
some beast, bird or reptile, or in the earth,
sea or vegetable kingdom, some potent gas,
fluid or solid, which, if not already discov
ered, will be, or at least may he, which,
when discovered, will sustain" life indefi
nitely and cure all diseases. This supersti
tion prepares the way for the most absurd
claims to enjoy temporary acceptance and
find eager welcome by those who are
expecting some such discovery to be
made, and await impatiently the announce
ment of it. But all this is undoubtedly the
dream of, a fanciful speculation ana the
phantom 'of a diseased imagination. Ex
pectations based on snch notions as these
will always "be doomed to bitter disappoint
ment, whether they are fed by the
dictums of scientific societies or the
fnlminations of quackery. " Nowhere
in heaven or earth is there any potent par
ticle or life prolonging elixir that will ef
fectually secure us against disease, but at
all times and in all places we will be ex
posed to the exigency of sickness. The
sooner such hallucinations are destroyed the
sooner will the care of the body in health and
the cure of the body in disease take the
place of vague longingB and mysterious an
ticipations. There are three remedies that
stand approved by science, experience and
common sense. One provided with these
can afford to bid adieu to vagaries and dis
pense with the use of charms and elixirs.
With the Tonic, Pe-ru-na, that touches into
new life the least onset of flagging strength
or wasted vitality; with the laxative, Man-a-lin,
that deftly stimulates every declin
ing function or clogged excretion, and the
blood-purifier, La-cu-pi-a, that removes the
slightest blood taint or disfiguring eruption,
one can enjoy the keen pleasures ot healthy
existence, while others are hazing anxiously
up and down the earth in search of occult
potencies and magic mixtures. In the midst
of ephemeral cures which enjoy brief
reputations and sink into oblivion again,
Pe-ru-na, Han-a-lin and La-cu-pi-a nave
made a steady and substantial growth, until
they are recognized as standard family med-'
icines, to be found in thousands of homes
from Maine to California. That Pe-ru-na
can always be relied upon in the treatment
of all affections of the throat, bronchial
tubes and lungs, diseases of the kidneys
and bladder, and female weakness, 4s a fact
too well known to furnish any excuse for a
waste of time and money in experimenting
with new cures for these affections. Man-a-lin

curing dyspepsia, biliousness, constipation,
piles and liver complaints, that few can be
persuaded to use any other medicine for
these diseases. For all constitutional dis
eases, blood taints and syphilitic poisons,

deviating record of cure, that it is down
right folly to endure a miserable existence
with any ot these affections without giving

PROPOSALS FOR THE CONSTRUCTION
of two gun-boats and one practice vessel for
tbe United: States Navy. Navy Department

autbori ty conferred by the acts of Congress mak
ing appropriations for the naval service, ap
proved September 7. 1883, and March 2. 1889.

ing bidders, for the construction, exclusive of
equipment and armament, by contract, of
three vessels for the United States Navy,
which, for the purposes of this advertisement,
are designated as follows: Gunboats No. 5 and.
No. 6. Two steel gunboats of about 1,000 tons
displacement each. Practice vessel. One steel
practice vessel of about 800 tons displacement.
Gunboats No. 5 and No. 6. are to be constructed
in accordance with the requirements of the
aforesaid act of MarchZ,18S9.viz:That'nhe act of
August third, eighteen hundred and eighty-six.
entitled 'An act to increase the naval establish
ment,' so far as applicable, shall govern tbe
construction of the two steel gunboats: and
said vessels shall be of domestic manufacture."
Tbe practice vessel is to be constructed as re
quired by the aforesaid act of September 7,
1888, viz: 'To be built by contract in accord
ance with the terms of tbe act to increase tbe
naval establishment,' approved August third,
eighteen hundred and eighty-six." The con
tracts for the construction of said vessels
will contain provisions to the effect that
the contractor guarantees that when
completed and tested for speed, under condi
tions to be prescribed by tbe Navy Depart
ment, the speed developed by said gunboats -upon
such trial shall be not less than an aver
age of 13 knots per hour, maintained success
fully for four consecutive hours, during which
period the air pressure in tbe nreroom shall
not exceed one-half inch of water; and the
speed developed by said practice vessel upon
snch trial shall not be less than an average of
12 knots per hour, maintained successfully for
four consecutive hours, during which period
tbe air pressure in the ash-pits shall not exceed
one-half inch of water: and in the case of each,
vessel, for every quarter knot of speed so de
veloped above said guarantee, tbe contractor
Shall receive afpremium. over and above the
contract price of five thousand dollars: and for
every quarter knot that such vessel fails of
reaching said guaranteed speed, there shall be
deducted from the contract price the sum of
fire thousand dollars: but that if, under the
conditions prescribed as aforesaid, cither 61
said gunboats shall tail to successfully develop
and maintain, for four consecutive hours, an
average speed ot at least 12 knots
per hour, she shall be rejected, and.
if. under such conaltions. said practice
'vessel shall fail to develop and main-
tain, for such period, an average speed of at
least U knots per hour, she shall be rejected.
Said vessels are to be constructed in accord-,
ance with plans and specifications provided or r
adopted by the Secretary of the Navy. Plans
and specifications, forms of proposals embrac
ing a general statement of provisions
to be included in the contract for

this Department, and may be seen and
examined at tbe department, "where all in
