A STREET PAEADE OF SOCIETIES
An important religions event of next
Sunday will be the dedication of St. Agnes
Soman Catholic Church, on Fifth avenue,
Soho. The ceremonies -will be exceedingly
impressive and will be the first ecclesiasti
cal functions of the Bishop of Pittsburg,
Bt Ber. Eichard Phelan.
The musical programme will be very
strong. Ch. Gounods "Messe Solenelle"
will be given with Hiss Grace Miller and
Messrs. Brockett and Sohmer as soloists;
Miss Annie B. Mc Aleer, as harpist; Gern
ert's orchestra of 30 pieces and a chorns of
30 voices in conjunction -with the organ.
Solemn High Mass, Coram Pontificio, will
be snng.' Before the sermon, by Bev. Mor
gan M. Sheedy, Campana's "Veni Creator"
will foe sung by Miss Caroline Schmertx,
with violin obligate by Mr. John Gernert.
lambillotte's exquisite "Landa Sion" will
be rendered as the offertory. The dedica
tion will be by the bishop, according to the
enstomary ritual of the Soman Catholic
Church.
A PABADE IN ITS HONOR.
The Catholic organizations of the county
are making preparations for an immense
parade Sunday morning in honor of the
dedication. It is expected that the demon
stration will be one of the largest held for
some time. Yesterday Grapd Marshal
Joseph Bosinski issued the following order:

TOBMAIION OF THE PARADE.
The Grand Marshal and staff will assemble
at St. Stanislaus K, Catholic Church, Twenty
second and Small streets, at 8:30 A. M. sharp,
Sunday. December 15, 1SS9. to proceed from
there to the corner of-Fifth avenue and Grant
street, where the main body will form.
The first division will consist of Major John
Coyne with six companies of the Irish Battalion
ana the Ancient Order of Hibernians.
The second division will consist of the Polish
uniformed knights and the societies of the
same order.
The third division will consist of Colonel
Felix McKnigbt with eight companies ol rifles
and the A. O. H Band of Erin.
The fourth division will consist of the Emer
ald Beneficial Association.
Tbe first division will form on Grant street.
right resting on Fifth avenue: the second divis
ion on Filth avenue, right resting on Grant
street; the third division on Seventh avenue,
richt resting on Grant street: the fourth di
vision on New Grant street, right resting on
Seventh avenne; the fifth division, composed
of societies not mentioned and pebple in car
riages, will form on liberty street, right resting
on Grant street.
The route will be from the corner of Fifth
avenue an I Grant street, along Fifth avenne
to St. Agnes Church.
All divisions will be at place of formation at
8.30 A. 3L sharp. The parade will move at 9 A.
M. sharp, and it Is honed that all societies par
ticipating will be ready to move at that hour.

HEALTH AND BEAUTY.
Two Tblncs Tliat Are Inseparable, and How
to Preserve Them.
The subject of good looks is one in which
everybody takes a deep interest, and it is
natural and proper that everybody should
do so. If we did not all like to apnear well
in the eyes ot other persons, how soon would
we become untidy, unkempt, slovenly and
dirty. It is because of this universal desire
to make a good appearance that men and
women keep themselves clean and dress
well. It is a trait, therefore, that serves a
most useful purpose.
Opinions as to what conslitntes beauty
differ widely. Persons that are regarded as
handsome by one are declared to be posi
tively homely by another. "Pretty is as
pretty does," say some; others pay no heed
whatever to character or conduct, but judge
wholly by external appearance; some hold
that the features are the correct criteria;
others that the expression has everything to
do with it.
But, while views on these points are
widely divergent, all agree that no person,
and especially no woman, can be beautiful
whose complexion is bad. Hermind maybe
cultured, her character noble, her features
regular, and her expression charming; but
if her face is covered with unsightly pimples
and other skin eruptions, her beanty is
marred and spoiled. It is for this reason
that the appearance of the smallest blotch
upon the face annoys a woman beyond ex
pression. And when blotches appear in
great numbers, covering the vrhole lace as
they olten do, ber life is made absolutely
miserable. With men the effect may not be
the same in degree, but it is the same in
kind.
The eruptions of the skin that thus dis
figure the face are divided Into two classes,
each one of which embraces a number of
less distinct varieties. These two classes are
acute skin diseases and constitutional skin
diseases. Both classes are very disfiguring,
but the latter class is always chronic and
more difficult to cure than the other. It
will be useless to attempt to give the names
of all the varieties belonging to these classes,
because most of them are scientific names
and would not be recognized by the general
reader. Some of them are patches of differ
ent colors and sizes some are blisters, and
some are pimples of different colors, sizes,
shapes and characters. All are unsightly
and annoying. Some of them burn, some
sting and some itch, and all destroy the
looks of the face.
Many persons, not understanding the na
ture of these eruptions, seek to both conceal
and remove tbem bycertain external appli
cations aud operations. They invariably
fail. And why? Simply becanse the root
of the trouble is more than skin deep. These
eruptions indicate that the whole system is
ontof order; that the blood is impure or
diseased. To cure them, therefore, it is
necessary to get the system in order and to
purify the blood. In other words, pimples
show that the body is not in a healthy state,
and it must be restored to health before they
will disappear. Certain external applica
tions are beneficial, as is shown by Dr.
HartmanB useful "Ills of Iiife." But the
internal remedies, the remedies that get
right at the root of the whole trouble and
destroy the impurities that feed the eruptions,
are by far the most important. As there are
two classes of eruptions, so there are
two remedies; and the remedies that have
met with the most unparalleled success in
the cure of these eruptions are Pe-ru-na and
La-cu-pi-a, the former for acute diseases of
the skin, and the latter tor the constitutional
and chronic diseases. Their success in the
cure of these diseases has indeed been re
markable. Sometimes it is advisable, when
taking either Pe-rn-na or La-cu-pi-a, if the
bowels are constipated, to take Man-a-lin to
regulate the liver and keep the bowels in
order. One trial will satisfy anyone that
they are all that it is claimed they are.
They demonstrate their own worth in man
ner far more convincing than words. Give

Hon. Mahon H. Chance Gives Some
Interesting Figures.

$4,000,000 WASTED IN EXCHANGES
The Hon. Mahon H. Chance, Secretary of
the American Tariff League, is in the city
on business connected with the association.
Mr. Chance says, with regard to the opera
tions of the league, that it has a strong com
mittee at the Capital to watch the action of
Congress with respect to tsrifflegislation.
The committee will prepare statistics on in
dustries concerning which legislation may be
proposed, and nll appear before the Commit
tee of. Ways and Means iorthe purpose of af
fording it all requisite information relative
to the industries proposed to be legislated
upon. It will advocate the addition to the
free list of all commodities nqt manufact
ured in this country, and raw materials for
use in this country which are not manu
factured herein.
NOT HOBBrULX BADICAL.
It will advocate jute being put on the free
list, for it argnes that until some inventive
genius has produced a machine to handle
it, it will be impossible ior this country
to -compete with the cheap labor
of the East Indies. The committee
will further advocate the subsidizing
of steamship lines to Sonth American ports.
Comparing the amount ot snbsidy riaid by
the maritime nations for carrying mails and
other purposes, Mr. Chance said that out of
823,000,000 expended, England paid $4,500,
000; France, 56,750,000; Germany, $3,250,
000; Italv, $3,500,000; Brazil. $1,
750,000; Spain, 51,000,000; the Argen
tine Republic, $1,000,000; and the
five Central States, $71,000. The 42 United
States of America paid only $49,000 to its
own ships, bnt to ships of other nations
$448,000.
In 1888 the United States bought from
South American countries goods to the
valne of $117,000,000, but as these goods
were paid for through European exchanges
this country actually paid an additional
$4,000,000.
HOW TO save $4,000,000.
Mr. Chance says that the committees will
urge upon Congress the necessity of sub
sidizing ships for an inter-American trade,
and he holds that the $4,000,000 now paid to
loreign countries would go far in this direc
tion, be saved to the country, aud go far
toward improving commercial relations with
the South American countries. Spea&ing
of railroad traffic, Mr. Chance said that the
United States possessed 48 per cent of all
the railroad communication of the world,
and yet it carried freight for less rates than
the other 52 per cent
Indian Auocletlon Meeting.
The regular monthly meeting of the
Woman's National Indian Association of
Pittsburg and Allegheny will be held this
afternoon at 3 at No. 49 Stockton ave
nue, Allegheny. This will be an unusual
ly interesting meeting, as the delegates to
the National Association Conference, held
recently in Newark, N. J.f will make their
reports.

Che practice vessel is to be constructed as re
quired by tbe aforesaid act of September 7,
1SS8, viz: "To be built by contract in accord
ance with the terms of the "act to Increase tho
naval establishment,' approved August third,
eighteen hundred and eignty-six." The con
tracts for the construction of said vessels)
will contain provisions to tbe effect that
the contractor guarantees that when
completed and tested for speed, under condi
tions to be prescribed by the Navy Depart
ment, the speed developed by said gunboats
upon such trial shall be not less than an aver
age of 13 knots per hour, maintained success
fully for fonr consecutive hours, during which
period tbe air pressure in tbe fireroom shall
not exceed one-half inch of water; and tho
speed developed by said practice vessel upon
such trial shall not be less than an average of
12 knots per hour, maintained successfully for
four consecutive hours, during which period
the air pressure in the asb-pitsshall not exceed,
one-half Inch of water; and in the case of each
vessel, for every quarter knot of speed so de
veloped above said guarantee, the contractor
stall receive a premium, over and above the
contract price ot five thousand dollars; and for
every quarter knot that such vessel fails of
reaching said guaranteed speed, there shall be
deducted from tbe contract price the sum of.

conditions prescribed as aforesaid, either of
said gunboats shall tail to successfully develop
and maintain, for four consecutive hours, an
average speed of at least 12 knots
per hour, she shall be rejected, and
If. under such conditions, said practice
vessel shall fail to develop ana main
tain, for such period, an average speed of at
least U knots per hour, she shall be rejected.
Said vessels are to be constructed In accord
ance with plans and specifications provided or
adopted by tbe Secretary of the Navy. Plans
and specifications, forms of proposals embrac
ing a general statement of provisions
to be Included In the contract for
the vessels will be prepared by
this Department, and may be seen and
examined at tbe department, where all in
formation essential to bidders can be obtained.
Said vessels must be completed within two
years from the dates of the respective con
tracts, and payments on each vessel will be
made in twenty equal installments, as the work
progresses; npon bills duly certified, from
which ten per cent will be reserved to be paid
on tbe full and final completion of the con
tracts. Tbe cost of said gunboats, excluding"
the cost of armament, but including equip
ment, is limited to an amount not exceeding
350,000 each, and the cost of said practice ves
sel is limited to an amount not exceeding $260.

shipbuilder and other person who shall show,
to the satisfaction of the Secretary of the
Navy, that within three months from the date

accompany the proposals or be submitted to the
department In advance. Each proposal muse
Include the construction of both the vessel and
her machinery complete in all respects, as re-
quired by the plans and specifications, and
contracts will be made separately for each
vessel, including hull and machin
ery. Proposals for each vessel are
divided Into four classes, as follows:
Proposals for Hull and Machinery. Class L
For the construction of tbe hull and ma
chinery, including engines, boilers and appur
tenances, complete in all respects, in accord
ance with the plans and specifications provided
by tbe Secretary of the Navy. Proposals for
Holland Machinery. Class 2 For the con
struction of the hull and machinery, including;
engines, boilers and appurtenances, complete
in all respects, in accordance with the plans
and specifications provided by tbe contractor.
Butno such proposal will be considered unless
accompanied by as lull and complete plans and
specifications of such hull and machinery as
aro issued by the Department for tbevesseL
and a satisfactory guarantee of tbe results of
tbo same if adopted. Proposals for Hull and
Machinery. Class 3. For the construction of
the hull according to tbe plans and specifica
tions provided by the Secretary of the Navy,
the contractor to put in engines, boilers and
appurtenances of any design which he may
consider more suitable than those called for by
said plans and specifications, not to exceed,
however; in 'weight, nor in the space to be
occupied, that allotted in said plans and
specifications. But no such proposal will be
considered unless accompanied by as full
and complete plans and specifications of such
proposed engines, boilers and appurtenances
as are issued by tbe Department for the vessel,
and a satisfactory guarantee ot the results of
the same if adopted. Proposals for Hnll and
Machinery. Class 4. For the construction of
the machinery, including engines, boilers and
appurtenances, complete in "all respects, in ac
cordance with the plans and specifications pro
vided by tbe Secretary of the Navy. For tbe
construction ot the hull complete in all respects
in accordance with the plans and specifications
provided by the contractor: but no such pro
posal will be considered unless accompanied by
as full and complete plans and specifications of
such hull as are issued by tbe Department for
the vessel, and a satisfactory guarantee of the
results of the same if adopted. The arrange
ments for the accommodation of all machinery,
coal, armament, fittings, equipments and stores
complete, must be for the same articles and
equally convenient and commodious asthose
contained in the Department's plans and speci
fications. Bidders who may desire to offer to
construct more than one of said vessels, may
embrace, in orio proposal, either two or three
of said vessel', tbe price ot each being given
separately. Bidders are not restricted to ono
proposal, i. e., the same bidder may propose for
one or more of the vessels under one or more
ot the four classes of proposals, as above speci
fied. Each proposal mnst be accompanied by
a cash deposit, or satisfactory certified check
payable to the order of the Secretary of the
Navy, which shall become the property of the
United States in case the successful bidder J
