THE DEPAETMEKT OP AWAEDS AHEAD
After a long interval of suspense, the De
partment of Awards met yesterday after
soon and approved a number of street im
provements and setter contracts. The most
important subject of discussion (being the
heaviest contract for street improvements
taken in hand for some time) was the grad
ing, paving, curbing, sewering and build
ing a retaining wall along the bluff below
Grandview avenue in. the Thirty-second and
Thirty-fifth wards. The ground under dis
cussion is about two miles in length, extend
ing from 'Wyoming street to Oneida, and the
present rainy weather, which is tearing the
real estate away from beneath the feet or
foundations of the property holders, natural
ly makes them anxious. The sidewalks along
the bluff are particularly dangerous after
dark, in many places the hand rail being
totally cnt away, and liability to accident
being imminent. One of the property
owners on Grandview avenue cited last
evening the case of a woman, who fell over
the mutt a few months ago at night ana re
mained with a broken limb some CO feet
down until being discovered next morning,
as a proof of the dangerous condition of the
street.

bids were opened from Booth & Flinn,
Martin Jovce, Sloane & Mcllwaine, 21c
Cormick & Moran and H. C. Howard.
There were so many calculations to make
and the bids were so nearly alike that, on
motion of Mr. Bigelow, they were referred
to the clerk for tabulation and the award
will be made at a future meeting. "Without
making a close examination ot the figures,
it appears that .Martin Joyce is the lowest
bidder, though the clerk's calculations may
show to the contrary. The lollowing
awards were made:

A PfcBCEDENT AND A WABXTXG.
As in all courts of power to distribute,
the Department of Awards had a case yes
terday to serve as a precedent. Ott
Bros, were bidders on the Cypress street
sewer contract; but when the meeting com
menced business Charles Ott, who was in
the Council chamber lobby, asked permis
sion to withdraw his bid on account of the
fact that since he had banded it in he had
discovered the figures were placed too low.
This was refused, as he was told that a man
putting in contracts for such work should
consider beforehand what he was doing, and
be careful of his own interests as well as
those ot his bondsmen. After the bid was
presented and received it could not be re
called. Mr. Ott felt very much aggrieved over the
matter, and expressed himself warmly, say
ing it was unfair to hold any man to a con
tract made through a confessed mistake, and
upon the face of which it was apparent he
would lose money. The ruling in the case
was made final, however; but, to the great
relief of Mr. Ott, when the bids werenpened
it was discovered that Eagen & McQuaide
had made a much lower bid than he had.

The practice vessel is to be constructed as re
quired by the aforesaid act of September 7,
1838, viz: 'To be built by contract in accord
ance with the terms ot the "act to increase the
naval establishment' approved August third,
eighteen- hundred and eicbty-aix." The con
tracts for the construction of said vessels
will contain provisions to the effect that
the contractor guarantees that wheel
completed and tested for speed, under condi
tions to be prescribed by the Navy Depart
ment, tne speed developed by said gnnboata
upon such trial shall be not less than, an aver
age of 13 knots per hour, maintained success
fully for four consecutive hours, during which
period the air pressnre in the flreroom shall
not exceed one-half inch of water; and tho
speed developed by said practice vessel opoa
such trial shall not be less than an averager of.
