THE HATOR SIGNS TEE RESOLUTION
The park question has raised a hornets'
nest around the head of Chief Bice low, of
the Department of Public "Works, in the
shape of people who -want special privi
leges, for -which they are willing to pay.
First are the advertising scheme men who
want chances to erect fountains, which will
not alone assuage the thirst, but also inform
the public that Bunkom's Bene Bitters are
an excellent application for the complex
ion. The amount offence advertising which
is asked for would cover miles of superficial
line work, and in fact the park as an adver
tising center would pay for roofing it in with
iron and glass, and making a conservatory
of the whole arrangement, if one-half the
applications for advertising space were
granted or iheir promises redeemed.
Then comes the wagonette man who would
drive visitors all around .the park for a
quarter, and was willing to pay for the
privilege as little as possible. The pony
track man was next in the livery business,
and he would let children eallop about 100
yards for a dime, if he could get the track
for a very slight consideration, or be allowed
to slight the consideration. The merry-go-round
man insisted upon having a chance

the city, except that afforded by the reports
i of the Health Bureau, and the projectors of
swings simply made by their arguments a
pendulum motion in Chief Bigelow's ideas
which resulted in a headache.
As for the restaurant privileges and the
Tinibable finding of mineral wells upon the
ground they are simply innumerable. TThe
mineral spring can be made on short notice
br three laborers, and a combination of dis
carded skeletons of bustles, a natural flow of
water and a few pounds of Glauber s salts,
so the bids for mineral well privileges are
very high.
Another difficulty arises out of the estab
lishment of the parks, a question from a de
bating society, from which a delegate saw
Chief Bigelow yesterday to get pointers on
who would have to pay tor the parks.
BIGELOW FOUGHT SUV.
The question raised was whether the nec
essary taxes should be placed upon prop
erty, be a personal tax or a sort of general
assessment. Mr. Bigelow declined being
the releree in the discussion, but thought
the East End Club which took up the sub
ject ought to define the lines between the
affirmative and the negative of the discus
sion.
Another point, with regard to the regula
tion and government of the parks, which
was touched upon yesterday in The Dis
yatch, the election of a park commis
sioner on the suggestion of a citizen, was
covered by a statement from Chief Bigelow
yesterday that the legislation had so far
provided for the park projects being in
charge of the Department ot Pnblic "Works.
where it would probably remain, at least

As for the zoological garden suggestion
Mr. Bigelow was heartily in favor of it, if
It could be sbown to cost the city nothing.
He laughingly acknowledged the promise
of a monkey, a pair of squirrels and a
canary bird as starters for tbe collection.

garden would be one ot luture development,
saying one thing at a time was enough.

, The employes of the Allegheny postoffice
department are anxious that there quarters
be changed to a new building for more rea
sons than that of a larger space. Aside
lrom the fact that they are crowded and be
coming more so every day, they are at pres
ent, for some cause or other, being overran
with mice. At night time, when there are
but a few clerks on duty, the little pests
take possession ot the place, and Inst and
gambol about over the tables and through
the mail packages to their heart's
content. Only a change of building will
remedy the matter, as a change of adminis
tration does not apply to mice.
FIREMAN GOOD DEAD.
He Did Not Securer Consciousness After the
Accident.
fireman John Good, who was so seriously
injured in the wreck of No. 13 at Bessemer
Sunday night, died yesterday morning at
the "West Penu Hospital. He was but a
short time married to a LawrencevilJe lady.
The funeral will be in charge of General
Putnam Council No. 125, Jr. O. TJ. A. M.,
of which he was a member. An inquest
will be held this morning.

A NOVEL DEVICE,
Which is Attractive BInch Attention on the
Traction Line.
Passengers on the Fifth Avenue Traction
Companies car, Kb. 21, have been greatly
interested during the past two or three days
by a new device in operation there for an
nouncing the streets as the car proceeds on
its way over the line. The machine is
placed above the car door and its graceful
outlines and elegant finish add to, rather
than mar, the interior beauty of the car.
As the car passes a street the clear tone of a
bell is heard, drawing the attention
of the passengers to a handsome
sign, reading, "Next street" "Grant,"
"Smithfield" or ""Wood," as the case may
be, a separate and independent sign being
displayed for every street. A street being
reached and passed, the tablet bearing its
name is rung down that is, at the sound of
the bell announcing another street, it turns
down and over, exposing on the back an ad
vertisement which continues in view until
the next street is passed. The ingenuity,
the simplicity and effectiveness of the de
vice are marvelous. As an advertising me
diam, whoever saw the like? The satisfac
tion to passengers of the announcing part of
it is very noticeable. To advertisers the re
sults will scarcely be less satisfactory, since
their advertisements are bound to be read
by all on the car. A feature that will
commend it most to passengers, is
that it leaves no one dependent
upon the irregnlar and often indistinct or
wholly unintelligible notifications of the
conductor. No matter how dark the night,
or how impenetrably coated with ice or
steam the windows, the utmost stranger may
at all times know his exact whereabouts on
the road. The knowledge of the next streets
for a whole block before they are reached
gives all tbe passengers ample time to
gatner their bundles and be ready to leave
the car the moment it stops at their destina
tion. In this way the delays in dis
charging passengers are much reduced
and the car can make unusually
good "running time.,' This machine is
away ahead of anything ever attempted in
its line, and yet is not as perfect, we are
told, as its inventors propose to make it Is
it to speak to us audibly and say, "Awake,
sluggard," when we doze, overworked apd
weary, in the midnight car? The device
was patented in September, 18S9, by the
American Manufacturing Company, No.
313 Wood street, under the name "of the
"Street and Station Announcer," and dur
ing the first weeks of October a few of the
completed machines were exhibited in the
"Western Pennsylvania Exposition in this
city, where they attracted the earnest atten
tion and hearty approval of practical rail
road men, and the enthusiastic indorsement
of a warmly interested rlubhc. On steam
cars the announcer is designed to be worked
by air; on cable, electric -and other cars,
automatically, or by a pressure of the foot;
or on all cars by a pressure of the hand.
