The regular session of Pittsburg Councils
was held yesterday in both branches, Select
Councjl beating its own record by holding
the shortest session of the year, lasting just
45 jninutes. On the call of wards a number
of ordinances were presented and referred
to the appropriate committees. Mr. "Warm
castle presented a resolution requesting the
Chief of the Deportment of Public "Works
to furnish an estimate of the cost of erect
ing a water tank in the Nineteenth ward to
supply the residents of part of the Eigh
teenth and Nineteenth wards with a supply
of water. Iu presenting the resolution,
Mr. "Warmcastle said that there was a large
area in those two wards that was situated
higher than the Hiland avenue reservoir,
and in consequence the people were without
a supply of water. It would be too expen
sive, he thought, to pipe the water from the
Herron Hill reservoir to supply this dis
trict, and if the resolution was adopted it
might be found that a tank would supply
the demand at a comparatively small cost
The resolution was adopted.
Mr. Bigelow was asked about the matter
later, and said it had been contemplated by
him for some time. His idea is to erect a
large iron tank on Winebiddle Hill, run
ning the water by gravity from the Hiland
avenue reservoir as near to that point as
possible and pumping it to the lank with a
small pumping engine.
CLEANING THE STREETS.
The resolution requesting the Chief of
the Public "Works Department to clean the
streets of the Seventeenth ward was adopted,
but Mr. Keating took occasion to remark
that it was a ridiculous thing to do to tell
the chief of that department to do what he
well knew was necessary, but lacked money
to do. If the streets of the city were to be
kept clean, Mr. Keating said) the appro
priation for that purpose would have to be
quadrupled. He advised the people ol the
Seventeenth ward to have all their streets
paved if they wanted them kept clean.
A resolution providing for the repaving
of Butler street from Fortieth to Forty
ninth streets, to be referred to the Finance
Committee, and included in the appropria
tion of 1890, was adopted after a motion to
strike out the clause including the improve
ment in the appropriation was passed.
The following ordinances were passed
finally: x
Authorizing the Chief of the Department of
Public Safety to purchase lots in the Thirty
second and Thirty-filth wards for fire depart
ment purposes; grading, paving and curbing
Barton street from Fifth avenue to Forbes
street: grading and paving Jumonville street
from Fifth avenue to Forbes street; grading,
paving and curbing Sheridan street from Penn
to Ellsworth aTennes; grading, paring and
curbing Thirty-sixth street from Charlotte
street to Railroad street; sewer on Lincoln ave
nue from Mayflower street to the Negley run
sewer; sewer ou Twenty-sixih street from Penn
avenue to the Allegheny river.
"W. A. Magee presided at the meeting of
Common Council. Alter the presentation
of several street ordinances and resolutions,
which were referred, Mr. Duncan presented
a resolution for a water main on Brereton
avenue from Twenty-eighth to Thirty-third
street. "With it he presented a communica
tion from Superintendent Evans, of the fire
bureau, to Chief Brown, in which he said
that at a fire at this point on October 14 the
nearest ping was 1,600 feet away, and this
caused such a delay that the department
was practically powerless.
HOUSES CLOSE TOGETHER.
- The neighborhood is closely bnilt up and
if a better water supply is not afforded there
is danger of a fire that would be beyond the
power of the department. Mr. Duncan
said in support of the resolution that three
to four houses are being built in this neigh
borhood a week and about eighty have been
built in the last six months. They have no
protection from fire whatever. The resolu
tion was passed.
Mr. Ferguson presented a resolution ask
ing the Chief of the Department of Public
"Works to make an estimate of repaving
Butler street from Fortieth to Forty-ninth
street with block stone. Adopted.
Mr. Fereuson also presented a resolution
asking the Chief of the Department of
Public wonts to nave tne streets or the
Seventeenth ward cleaned. Mr. Ferguson
said that at present the people out there had
to walk ankle deep in mud. He alleged
that the street hose had been loaned to the
Citizens' Traction Company and cut up, so
that it could not be used again. For this
reason the streets can't be cleaned. It was
a ridiculous outrage on the people, he said,
and if something was not done thev would
go into court. The Twelfth, Fifteenth and
Sixteenth wards were as bad, but Hiland
avenue was swept every day. Mr. Bigham
moved to amend by making it include the
whole city. Mr. Ferguson agreed if he
would insert the words "particularly the
Seventeenth ward;" and in this shape the
resolution was adopted.
Mr. Donehoe, from the Finance Com
mittee, presented an ordinance increasing
the salary of fire alarm telegraph operators
to J1.150 per year; passed. Mr. Donehoe
also presented an ordinance fixing the title
of the heads ol departments as "General
Manager."
Messrs. Ferguson and Duncan ridiculed
the idea.
CHIEF-A LITTLE TOO COJIMOJT.
Mr. Magee explained that the only reason
for changing the title was that when the
chiefs of the departments went away from
home for information they were taken for
chiefs of fire departments, etc, and not
given an opportunity to learn what they
went after. Mr. MacGunnigle moved to lay
the ordinance over to the next meeting; he
could not believe that a man like Captain
E. C. Elliott could not impress strangers
with his true worth and position. The
motion to postpone was adopted.
Mr. "Wright presented a resolution as
follows:
Whebeas, Mr. J. S. AVightman, member of
Common Conncil from the Twenty-second
ward, has tendered his resignation as a mem
ber of this body; the close attention given to
the business of the citr. Doth in council and
committee by Mr. Wightman.has demonstrated
that be is a useful and valuable member, and
council can illy spare bis services; therefore.
Resolved. That J. S. Wightman be requested
- to withdraw his resignation.
The resolution, almost tbe first of its kind
offered in council, was unanimously adopted.
The Select Council resolution granting
the Eighteenth Regiment and Battery B a
lease of the Fifth avenue market house,
passed finally by a unanimons vote, and
after attending to some routine business
council adjourned.
Messrs. Carnahan, Shannon and Bierham
have been appointed on the committee to
call on Andrew Carnegie relative to the
publio library.

Superintendent Turner, of the Panhandle
Eailroad, was seen yesterday regarding the
report that their company had bought con
siderable land in the Chartiers valley so
that the company could increase their
freight yard accommodation. He said:
"It is true that we have purchased about
30 acres of land in the Chartiers valley.
For the past few months the increase in our
freight business has been so great that we
have been hampered in handling the cars.
The laud we have bought adjoins our pres
ent yard, and it is our intention to lay side
tracks down at once. The clearing of the
ground and the putting down of the tracks
will give employment to about 500 men for
several months."
"In the future we expeot to erect repair
shops where all the work on freight cars
will be done. As soon as the lines are laid
we shall build an additional freight depot"
An interview was sought with Mr. "W. J.
Hammond. He was, however, in Denver,
Col., but his son stated that his father had
purchased a tract of land, and it was his
intention to erect a large steel plant. He
said since his father's mill burnt down on
Second avenue, 12 months ago, they had
ceased to manufacture steel. He said that
when the new plant was built, they would
resume their steel business.
LOTS OF COAL IN MOTION.

The river yesterday ran about 12 feet, and
there was a large movement of coal. Not
as much was sent down on Sunday as would
have been the case had this been the first
rise of the season, because many of the
steamboats were down the river, and had to
fight their way upagainst a very strong cur
rent. Almost all of the coal awaiting the
second rise was sent out yesterday morning.
W. H. Brown Sons sent out the Sam Brown,
the Swift, the Kelsey and the Pennev, in
all conveying 32 coal boats and 4 barges,
carrying about 820,000 bushels of coal.
John A. "Wood & Son sent down 250,000
bushels. The steamer Pacific, of the Mo
nongahela Towing Company, took out 6
boats and 5 barges, carrying' about 180,000
bushels for various shippers. "W. "W.
O'Neil & Co. sent 20 coal boats by the Dick
Fulton and the Fred "Wilson, with 500,000
bushels. To-day theTomLysle will take
out 12 barges, with 150,000 bushels, for
George Lvsle & Sons. Joseph "Walton &
Co. sent down the Sam Clark with 10 barges
for Louisville.
The shipments from this, port since the
rise began two weeks ago have amounted to
aDout 8,000,000 bushels. Joseph "Walton &
Co. have shipped 1,550,000, "W. H Brown
Sons a little over 2,000,000 bushels, and
John A. "Wood & Son about 1,000.000
bushels. These three firms are the largest
shippers in the port, and represent fairly
well the magnitude of the coal trade from
Pittsburg.
Further shipments will be made to-day,
as boats are coming up the river to take
down tows. Among the steamboats to ar
rive is the Bob Pritchard, which will push
a tow for Joseph Walton & Co. That vessel
is owned bv Hon. B. S. Carr, President of
the West Virginia State Senate, who will
be in the city this morning.
The river last evening was falling slowly,
but the stream will undoubtedly keep up
for some time. It is the permanent fall
freshet. The Allegheny was reported yes
terday to be rising at Oil City.
A Receiver Desired.
A. W. Bristor yesterday filed a bill in
equity against Wm. Schomaker and George
Buidfuss. He states that in April, 1888,
the three went into the furniture business
together, calling tbe firm tbe Schomaker
Furniture Company. In August, 1888, the
defendant;, withont any justification, re
fused to recognize him as a member of the
firm. He now wants a receiver appointed
and an accounting of the firm's business.

The insufficiency of the supply of natural
gas to some of the mills within the city and
neighborhood is causing a deal of dissatis
faction all round.
The Philadelphia Company is no longer
able to keep up with the demand, and some
firms are looking for a supply elsewhere.
Shoenberger & Co. have been idle for the
past week while waiting for a line to be run
into their works from the Equitable Com
pany's main, to which company the firm has
decided to change.
The managers of Carnegie. Phipps &
Co.'s Union Mills were notified by the Phil
adelphia Company on Saturday that for the
present the supply of gas between the hours
of 6 o'clock in the morning and 12 o'clock
would be short, and in turn the puddlers
were informed of the fact They were told
that it would be necessary for the day pud
dlers to start in at 12, noon, and work until
9:30, making five heats, to be followed by
the night turn, which would commence
charging at 10 o'clock and work until 6
A. M. To this scheme the men
DECIDEDLY OBJECT,
and have refused to work any longer
on the all night turn rule. They
suggested to the managers that they
should work six heats, or three heats in
each turn, which could be effected in 10 or
11 hours. The managers want the men to
work but five heats, and also require the
two turns to work week about, but the men
object to this arrangement also. They pre
fer each turn to alternate every second day.
The loss in output to the firm is about 45
tons of iron each week, and the men claim
that they could make 30 heats if the man
agement would allow them to work 24 heats,
as they suggested, but under the existing
rule each turn can make but 25 beats. A
committee of the men has been appointed to
consult with the firm in the premises.
The managers of tbe Vesuvius mill,
Sharpsburg, asked their puddlers last week
to change the working hours for one week.
They agreed and commenced to work at
1 o'clock f. m., each turn to make four
heats, but it was impossible to make eight
heats between that time and 6 o'clock next
morning. The puddlers went to work yes
terday morning at the usual time. It was
stated that tbe restriction on the output of
muck iron last week was equal to 80 tons.
In view of the continued scarcity of gas,
several of tbe furnaces recently repaired
have been remodeled so that they can be
made ready for coal in a few minutes.
GOIKG BACK TO FUEL GAS.
At the Pittsburg Forge and Iron Works
arrangements are being made for a return to
fuel gas in the finishing department
The Pittsburg Tube Works, Soho, which
has been idle for the last two weeks, owing
to the insufficient supply of natural gas, re
commenced work yesterday on halt turn,
but during the day the supply became weak
and there is a possiblity of the mill having
to shut down again.
William Charles & Co., of Allegheny,
stopped four of their nut furnaces, owing to
the shortage of gas, and laid off four of their
hands. The rest of the men wanted to di
vide up the work so as to keep those laid on"
in work, but the firm would not hear of it.
Subsequently the firm discharged all its
men.
