A Proposition to Continue the Mechanical
Display for a Week.
AtL PREPARATIONS BATE BEEN MADE
The visit of the delegates to thean
American Congress to this city will be dis
tinguished by the attendance of all the
members of that Congress. This will be the
only city in the tour where snch wjll be the
case. The reason for this, as explained by
Mr. Cnrtis, in a letter written by him a few
days ago, is that Pittsburg is considered by
everybody to be the center of the iron and
steel industry in this country. This is the
particular thing which the delegates desire
to investigate, and in that way Pittsburg
will be the most interesting city in their
rounds to a majority of them.
The delegates from this country and two
or three of the foreign commissioners who
have been engaged in independent investi
gations, and have not been with the tour
ists, will join the body of the Congress in
Pittsburg. In view of this fact Mr. W. E.
Schmertx, the President of the Chamber of
Commerce, yesterday sent the following
telegram to Mr. James G. Blaine, the emi
nent Secretary of State:
The Chamber of Commerce of Pittsburg
earnestly desires your presence upon tbe oc
casion of the gathering of the International
American Congress on November 6. 7 and 8.
As a Inll attendance Is expected here, your
vjsit would be mot timely, and would bo bailed
with pleasure by your many fncnas.

The telegram was sent about 2 o'clock yes
terday afternoon, so that no reply is ex
pected until this forenoon.
WILL ABBITE ON TIME.
President Schmertz yesterday received
from William E. Curtis, the representative
of the State Department with the delegates
a letter saying that the special train will
arrive in this city promptly at 6 O'clock to
morrow afternoon. 'The Keception Com
mittee from this city will depart at 2:15 r.
M. by a special train for Steubenville, where
the delegates' train will be met,
"Work on the decorations by Eoenigk, and
on the floral ornaments by the Murdochs,
will begin at the Monongahela House
to-day.
A proposition will be made at the meet
ing of the directors of the Exposition Soci
ety to-day to continue the exhibition of
machinery and appliances which are being
put in place for inspection by the Pan
American Congress. The suggestion that it
be continued on the Saturday lollowing this
inspection has met with such general com
mendation, that it is now suggested that the
building be kept open the entire week fol
lowing. The directors are confident that
the scheme would meet wit a favor, especi
ally in this city, where so many are inter
ested, directly or indirectly, in machinery
of so many varieties.
SHAX.Ii MAKEBS IK LIKE.
As is well known, the space has nearly all
been taken up by manuiacturers of small
goods, such as brushes, brooms, shoes and
tbe like, which are as important in their
way as commodities reauiring larger ma
chinery in tbei- manufacture. The latter
can be and will be Feen by the delegates iu
their tour of the larger mills and factories,
and the only opportunity they will have in
seeing the smaller machinery will be at the
Exposition, where they will be concen
trated. The electrical display, however, which is
contemplated, will not be one of the smaller
attractions. On tne contrary, it will be
large, and perhaps the biggest display of
electrical appliances ever shown outside of
an exposition of such -appliances alone.
About haif the entire hall has been allotted
to the interests centered in the Wetiughouse
patents and those controlled by the Thomson-Houston
Companv.
The hall itself, will be made very attrac
tive with flags and bunting, a special dis
play being prepared of the colors of the na
tions having a representative in the Con
gress. The details! the exhibition and the
proposition to continue it for a week will be
discussed at length by the Board to-day.

Deserve Rebuke.
Surprised by the substantial Indorsement
of the candidacy of Arch C Bo wand by rep
resentative members of the bar, and made
desperate by their inability to induce the
Bar Association to indorse Johnston, the
friends of the latter yesterday perpetrated
one of the boldest confidence games on the
public yet attempted in ft local political
campaign. They made a copy of tbe list of
attorneys, arranged in alphabetical order,
which is kept in the Frotnonotary's office,
and had the whole list published with the
statement that "the following named attor
neys are for Johnston for District Attorney."
The fraud was so apparent that the Leader,
which has stopped at nothing in its efforts
against Bowand, declined to be a party to
it. But the Press, with its Democratic
editors, was glad to serve up the mess to its
readers.
"What was intended to be tkboom for John
ston proved a great boomerang, however. As
soon as it was glanced at by persons familiar
with the names of attorneys the fraud was
apparent. Scattered through the list of al
leged supporters of Johnston were the names
ot attorneys who have long been dead.
Among these was-the name of the late A. C.
Hover. The names of a number who have
removed Irom the city among them that of
M. H. Houseman were also freely used.
But the climax of impudence was reached
by the publication of the names of a large
number of the members of the bar who were
for Bowand first, last and all the time, and
concerning whose position there never has
been any doubt. Included, uuder this head
were the names of W. "L. Bird. Josiah.
Cohen, E. E. Cotton, John P. Cox, C. S.
and J. P. Crawford, Dr. JohnDouglass, W.
C. Erskine, J. A. Evans, Chas. A. Eagiu, C.

Such deception as was attempted on the
voters of Allegheny Tcounty, by the Demo
cratic managers aided by the Pittsburg
Press, should be most severely rebuked.
This end can best be obtained by voting to
day for Arch H. Bowand for District
Attorney.

The material to be delivered promptly In ac
cordance with the requirements of the sched
ule. All material to be of domestic manufac
ture, and to be accepted only after passing
such tests as may be prescribed therefor by
the Secretary ot the Navy. Proposals must
be made in accordance wi:h forma which will
be furnished on application to tbe Bureau
ot Steam Engineering, and any one or
more of the classes designated may be
embraced in tbe same proposal, but no bid for
a portion of a class will be considered. Each
proposal must be accompanied by satisfactory
evidence that the bidder is able to furnish and
deliver tbe material for which he bids; also, by
a certified check; payable to the order of tbe
Secretary of the Navy, for an amount equal to
fiveper cent of tbe bid. The check received
from tbe successful bidder will be returned to
him on his entering into a formal contract for
tbe due performance of the work and giving
bond for the same, with satisfactory surety, in
a penal sum equal to twenty-five per cent of tbe
amount of his bid; but in case he shall fail to
enter into such contract and to rive such bond

ance of his proposal, the check accompanying
such proposal shall become the property of
the United States. All checks accompanying
proposals which are noc accepted will be re
