The Prohibition convention at Harrisburg
having chosen J.' B. Johnston, treasurer of
the Pittsburg Oil Exchange, as the candi
date for State Treasurer in the fall election,
he lias received a letter of notification from
John A. HcConnell, chairman of the com
mittee. In it the chairman says the notifi
cation was delayed somewhat, which he ex
cuses by saying the committee deemed it
.wise to make the campaign short and sharp.
The letter of acceptance of Mr. Johnston,
which is somewhat brief, but pointed, was
given to the public last night and is as fol
lows: Pittsburg, Pa., October 17, 1S89.

tee: Gentlemen In reply to your notification
of mv nomination to tee office of State Treas
urer by the Prohibition party, I take this op
portunity to express to your committee and
through the committee to the Prohibitionists
of Pennsylvania my gratitude and sincere
thanks for the honor conferred in choosing me
as their standard bearer in the coming cam
paign. In replying to the nomination thus tendered
permit me to reaffirm my adherence to the
principles of the prohibition party, believing
them to be right, and being right, believing they
will prevail.
In the progress of civilization and the devel
opment 01 aavancea ana iioerai innns 01 gov
ernment, whereby the people are accorded the
greatest possible l.bertics consistent with safe
ty, questions of vital importance arise, and
thicu must of necessity be solved.
The suppression of the liquor traffic evil
being a question of great pruminenco before
tbe people of this State and nation at tne present
time, affecting, as it does, all social, political and
moral reforms, demands at tbe hands of the
lan-making power, the people, careful consid
eration as to the best means to secure the same.
Our system of covernment Is wrought out
through political organizations or names, which
adopt and advocate certain methods for the
settlement of pending questions requiring gov
ernmental solution, such as the suppression of
tbe liquor traffic.
Three political parties exist in Pennsylvania,
and submit in their platforms methods which,
if successful in securing through the ballot box
the control of State government, they will put
in force for the settlement of all pending ques
tions. It will scarcely be denied by any think
ing person that the most pressing question for
practical solution at the present time is that of
the suppression of tbe drink traffic
The Democratic party defends the liquor
traffic by its opposition to prohibitory, which it
calls sumptuary, laws, and favors its perpetua
tion by license laws. The Republican party in
the past had no policy for or against the liquor
traffic until by official declaration at its recent
State Convention it declared that it "heartily
indorsed the Brooks hied license law." thereby
adopting as its method for the suppression of
the liquor traffic restricted legalization by high
license laws, thus repudiating prohibition as a
means for tbe correction of the evils arising
therefrom.
Tbe Prohibition party was organized and ex
ists for tbe purpose of securing the suppression
of the liquor traffic by prohibitory enactments.
It repudiates any policy or plan that tends to
legalize or license the same. At tbe same time
It takes hold of other political questions, such
as tbe protection of tbe Sabbath, trusts, labor
problems, foreign emigration, etc., and clearly
defines its policy toward the same, as a reading
of its declaration of principles will disclose;and
being a party of sobriety is more eminently
fitted for bandbng the affairs or the Govern
ment, as sobriety in public officials, as in indi
viduals, is always advisable
It may be said" by some earnest conscientious
persons who desire the abolition of tbe drink
traffic that it is not properly a question for
political solution, and should be left with mor
alists rather than with statesmen to solve.
Webster defines politics to be "tbe science of
government, that part of ethics which has to do
with tbe regulation and government of a State
or nation, tbe preservation of its safety, peace
and prosperity, the defense of its existence and
rights against loreign control and conquest,
the augmentation of its strength and resources,
and tbe protection of its citizens in their rights,
with the preservation and Improvement of their
morals." This clearly indicates that any ques
tion affecting the people in their moral or ma
terial rights as does the suppression of the
liquor traffic, is a proper one for political a cita
tion and political action, and, therefore, most
certainly proper as a basis of principles on
which to establish political parties. .
The nominee. In becoming the candidate,
loses his individuality, and as such I accept
the nomination so generously tendered.

Mr. Johnston starts out to-day on the
stump and will proceed to make as many
converts as possible to the cause of cold
water before the snow flies. The recent di
vision on making temperance a 'political
issue in the ranks of the W. C. T. TJ., in the
opinion of temperance leaders, indicates
that the next vote will be much smaller
than the last one.

A Juvenile Depredator Arrested In City nail
Yesterday,
The women who work at scrubbing and
cleaning the ofiices in the City Hall have.
for several weeks, been missing articles of
jewelry, money and handkerchiefs from
their wraps, which they had in a closet on
the third floor. Yesterday one of the ele
vator men saw a girl of about 14 vears en
tering the closet He took her to Inspector
McAleese's office, where there were found
in her pocket a breastpin and silk handker
chief which had been stolen from two of the
women. The girl gave her name as Ella
Dott and her home as Ingram station. She
was taken to the Centra station and there
held lor about two hours, when the In
spector released her. She said that her
mother sent her to town to beg, and she
promised to go home.

The new Gillespie ladder truck, to be
placed in Engine House Xo. 3, will be re
moved from the car to the house to-day.
Chicl Brown took a look at the truck yes
terday, but he said that he would not give
his opinion of it until he saw it in operation.
He expects, however, that the apparatus
will prove to be a very great improvement
over anything of its kind which the city
owns. Its short length, lightness and capa
bility of being elevated at various angles
and in quick time, are its chief recommen

Considerable complaint is made bv
pedestrians by the obstruction of the side
walk at the corner of "Wood street and
Sixth avenue, where tbe new German
National Back is being erected. Both
streets at the corner are covered with build
ing materials.

Tb Boiler Maker Officially Fin Their
Faith to Steel They Sny1t Beat Iron
Hollow A Report of Singular Interest.
Yesterday's session of the boiler makers
was taken up in hearing reports and in dis
cussing items of interest to the trade. The
first business was to hear a report on man
holes and manheads. The first report
recommended that all manhole openings be
made in the form of heads ot boilers 10x16
inches in size. For drums and fronts of
tubular boilers an opening of 9x15 was sug
gested. Mr. Bynal advocated uniform
manholes and handholes for the entire
country.
Various theories as to the weak and strong
points ot shells, heads, reinforcements, etc.,
were advanced at length. The committee
was continued to hand in a further report
at the next meeting.
The Ccmmittfe on Materials and Tests
here introduced a supplementary report of
the utmost importance to steel and iron man
ufacturers. The report was the subject of a
long discussion at the afternoon session.
The following is the report:
Your Committee on Materials and Tests, to
which had been added Mr. Leonard, of Ontario,
and Mr. Cahall, of Ohio, met yesterday after
noon to consider the claims of iron as a mate
rial for boiler construction. Wo had the bene
fit of the experience and advice of an expert
boiler iron manufacturer. After duly weighing
all statements and arguments by the advocates
of iron we can only adhere to our original de
cision, that iron as a material for general boiler
construction is out of date.
While in the standard of steel" recom
mended by us and adopted unanimously by the
convention, we limited ourselves to require
ments and tests which any good steel mill can
comply with In its c eryday product, and with
in a range of cost making it practical and possi
ble for every maker of safe and honest boilers
to use it in bis regular line of trade; and while
still better material can be furnished for
special requirements by the steel mills; it ap
pears that the best possible "boiler iron" of to
day, while undoubtedly better than tbe best
brands ot 10 or 20 j ears ago, cannot reach tne
moderate limits of tensile strength and ductil
ity established for the A.B.M. A. brand of
Doner steel, ana mzi tne moaeru, anu prac
tically universal shape of test section, adopted
by this convention, cannot bo conceded by the
iron men, so that as a compromise between the
modern "eight-inch" section and the antiquated
"groove!' section your committee conceded a
"two-inch" section for iron.
It appears, however, that for certain locali
ties where either necessity or prejudice com
pels tbe use of impure feed waters, without
previous purification by any of the well-known
mechanical or chemical means of modern good
practice, boiler manufacturers are obliged to
use iron in place of steel boilers, or at least in
certain parts of the same. And it is known,
moreover, that the slags or impurities of iron
resist corrosion better than Iron itself. .
We therefore recommend that the brand A
H. M. A, with the addition of the word "Iron,"
may be granted to manufacturers of boiler iron
whose product will come up to the following re
quirements: Tensile strength, 52.000 to 62.000
pounds per square inch; elongation not less
than 20 per cent; test Dieces two inches in
length between fillets, cut both lengthwise and
crosswise of tbe sheet; tbe iron to show no
laminations, but to be homogeneous through
out. On fracture it must show only one quality
of texture across the entire break.

Gossip on the Sale or the Brash to the
Thomson-Hoaiton.
S. A. Duncan, General Agent of the
Allegheny County Light Company, stated
yesterday that the published sale oi the
Brush Electric Company, to the Thomson
Houston Company wonld have no effect on
Pittsburg electric light interests.
The consolidation of tbe Brush and
Thomson-Houston Companies, leave but
lour large arc light companies in the busi
ness in the United States. They are tbe
Westinghouse, of this city, the Thomson-Houston,
the Schnyler and" the
Western Electric, of Chicago. Their
combined capital aggregates about
$18,000,000 or $19,000,000. The cause of
the latest combination was to prevent inju
rious competition. The Edison Company
do not run arc lights.

goods.
The second floor is devoted mainly to
wraps and sacques. Erom sealskins down,
there are hundreds of styles and patterns,
all new, fresh, correct in mode, artistically
shaped, and the best materials. There is no
better assortment of wraps for ladies',
misses and children in the city. Curtains
portieres and muslin underwear, fill the re
maining space on the second floor.
In the basement and the third-story the
reserve stock is kept, and in extent it is'verv
large. But space fails to tell all there is to
say in praise ot these excellent stores. By
all means visit them.

Baseball.
Probably no game this season has created
a mora widespread interest than that be
tweea the Chicago club and the Allegheny
club, now in full swing at Fleishman &
Co.'s store, Market st. The perfect play on
the part of the Allegheny club gives great
satisfaction to the onlookers. The Ditcher
ot the Chicago club pitched a very good
game, showing good speed and good curves.
The pitchers of both clubs fieldedsplendidly.
Every baseball player should see this game,

tion in miniaturejof a game of baseball,

Interests Are Identical.
A PLEASANT MEETING LAST NIGHT.

Makers' Trade Mark.

Last evening the National Association of
Stationary Engineers, Lodge No. 5, Alle-
gheny, entertained several of the boiler
manufacturers now in this city. The social
meeting took place in the rooms of the N.
A. S. E. at No. 19 Federal street, which
were gaily adorned with draped flags and
other decorations. President M. B. Scott oc
cupied the chair, and was supported by A.
G. Carley, Secretary and State Deputy.
The attendance of lodge members was large
and added -much, both to the beauty and en
joyment of the occasion. About a score of
the boiler makers put in an appearance.
After a few opening words from the
Chairman, Colonel Meier, a prominent St.
Louis manufacturer, was called on to ad
dress the meeting. He complimented the
lodge on the handsome decoration of its
hall, and referred in brief terms to the
Manufacturers' convention, which, he said,
bad come to several resolutions highly im
portant to engineers. Some of the news
papers, he said, had made a pother over
this convention, alleging that its object was
to whoop up prices. This was a great mis
take. The object was to improve the ma
terial and workmanship of boilers
and to create a uniform standard of ex
cellence. Henceforward the manufacturers
had resolved to place the trade mark, "A.
B. M. A.," npon every sheet used in their
works. Let the engineers see that that
trade mark was on every sheet in their
boilers, as its absence might mean danger
to users of steam power.
A fact which manufacturers and engi
neers agreed in condemning was that coun
try employers were in the habit of hiring
non-licensed engineers. This was a crying
shame, and it should be remedied by a stern r
State inspection law.
Mr. D. Ashworth, member of the lodge,
replied forcibly, and coincided with the re
marks of Colonel Meier. He enlarged npon
the fact that it was minute flaws in boilers,
which caused boiler explosions.
A.'H. Beynel,M. E. Superintendent of the
Bichmond Locomotive and Machine Works,
was then introduced. He said that since the
stationary engineers and the manufacturers
had so many interests in common, they
shouldiform an offensive and defensive
league, to resist the employment of non
licensed engineers on the one hand, and to
promote the use of the trade-marked boilers
on the other.
Chairman of Convention Lappan said that
this meeting was an informal indorsement
of Mr. Beynel's suggestion. The conven
tion had come to that conclusion during
their last session, and although no regular
league had been established, the meeting
would recognize in future that there was a
thorough understanding between the manu
facturers and the stationary engineers.
Tbe formal character of the meeting then
relaxed, and the proceedings wound np with
social conversation and discussion.
