Thedfext General Assembly of thoE. , of L, Convenes in November. ONE OF TEE LAEGEST EVER HELD. What Executive Boarder Costello Bays of '" Miners' Outlook. TWO COKTENTIOXS OP COAL DIGGERS The time and place for holding the next session of the General Assembly of the Knights of Labor have just been arranged by the General Executive Board. Hereto fore this has been fixed by the Assembly, but at the Indianapolis session last fall the matter was left to the G. E. B., with At lanta, Ga., New Orleans and Albany, If. X., to select from. Mr. John Costello, the Pittsburg member of the G. E. B., arrived in the city yester day and. In speaking on the subject, said: "We bave decided on Atlanta for the next General Assembly ana the meeting will be held on the second Tuesday in November." Mr. Costello says It will undoubtedly be larg er than the last G. A, and maybe as large as any ever held. The order Is growing rapidly, ana In some trades the membership has doubled. This will give them more representa tives in tho General Assembly than any they ever had before. Robert Watchorn, National Secretary of 135, composed of coal miners, and John Costello bad a consultation yesterday, and. in speaking of tbe condition of affairs in the district, the former said: "We will have about 12 delegates In the next General Assembly, which means that tbe membership has doubled, as we only bad six delegates at the last convention, and these represented 18.000 members." .STRENGTH OP THE 3IINEBS. Mr. Costello said: "I would not claim more than 10 delegates sure; but we may have 12 or more before tbe next national convention of miners is held." Tbe annual convention of N. T. A 1S5 will be held at Wilkesbarre on the third Wednesday In September. At this meeting tbe strength of tbe miners in the district will be known and the representation in tbe General AssemMv fixed. There will be one delegate for every 3,000 mem bers. There will be two miners' conventions to-day. One will be a meeting of railroad dlggers.whlch will be held at Knights of Labor Hall. The ob ject is to get a better plan of action in the store order business. Since the decision made re cently to fight tbe pluck-me" stores, a busi ness man of this citv has offered to contribute $250 toward a fund to aid the miners in their fight against company stores. Other contribu tions, it is believed, can be obtained, and for this reason another plan will adopted to fight the store system. TOPICS FOB DISCUSSION. J Some mines have already suspended opera tions; but the leaders of the movement to abol ish the stores claim that this was not author ized. At the convention to-day tbe plans will be fully explained and arrangements made to continue the war on the company stores. The officers of sub-division 5, N. T. A 135, K. of L, composed of river miners, have called a convention to be held to-day at Monongahela City, to consider tbe action taken at the West Elizabeth meeting, agreeing to a reduction of one-half cent per bushel. The miners in the Fourth pool are urged to send delegates. The following points will be taken up and dis cussed: First Price per bushel Tor mining coal. T bocond What steps shall be taken to abolish the pluek-me" store. Third bhall a difference of price be paid for mining where a "pluck-me" exists and where It docs not? LESS OF HOOP IRON. An' Unexpected Result of Oil Shipments Across tbe Ocean In Bulk. The Globe Refining Company has just shipped 24,000 staves and 1,400 barrel heads away off, to Havre, where they are to be used to repair old oil barrels that were made in this country and used Jn the export trade. The custom has al ways been to ship back to this country all the old oil barrels. Here they would be usea"'tho second time instead of new ones for the domes tic market. But since refined oil is being shipped in bulk across the Atlantic there have not been very many old barrels brought back. Staves are also sent to Europe by the Standard Company for repairing purposes. A gentleman conversant with the facts said yesterday to a Dispatch reporter: "There are not one-tenth of the barrels made for oil shipments in this country now that there were when the Standaid first built refineries in the East. Then the daily shipments of barrels were between 45,000 and 50,000, and for such an amount it would take over 250 tons of hoops. A set of six boops for an export barrel weighs 12, and on a domestic one 10 pounds. This was enough to keep almost two such mills as that o f Fainter & Sons on double turn, it being the largest light iron manufacturing works in the United States." Conl Lands Sold. The property of Lewis Staib, consisting of about 220 acres of coal land in Washington county and property in Monongahela City, was sold at auction yesterday in tbe United States Marshal's office. It was purchased bv Marshall McDonald, the coal dealer, for $10,000. The property was sold on the suit of Alex. Mont gomery, who held a judgment against Staib lor 82,205. To Help the Strikers. . Governor Hovey, of Indiana, has issued a proclamation asking tbe people of tbe State to assist tbe miners in tbe Brazil coal district, who bave been on a strike for some time against a reduction of from 85 to 70 cents per ton for mining. They are in disrress, trata proclama tion of tbls kind is something unusual. There are about 5,000 people suffering on account of the strike. No Slcnntnres for a Week. President Weihe, of the Amalgamated Asso ciation, said yesterday that no signatures bad yet been received to the Amalgamated Associa tion scale. He does not believe any of tbe firms will sign until tbe end of the month. When asked what was new in tbe Carnegie scale, he said be did not know anything at all about it, as the matter was in the bands of the Confer ence .Committee. HORSFORD'S ACID PHOSPHATE For Sunstroke. Esq,, master In the Brace Brothers boycott case, has completed his re port. It is now in the hands of the attorneys for examination and exceptions. Tbe master finds that, of tbe def ondants, Joseph L. Evans, W. B. McAuliffe, Felix Malre, T. J. Dicus, George Dovey, and M. P. Carrick were di rectly Implicated in the boycott of Brace Brothers. As to tbe other defendants, the evidence was not sufficient to connect them with it. The testimony showed, however, that a number who bad not been made defendants bad been connected with the affair. In the matter of damages the evidence sub mitted was unsatisfactory. The plaintiffs pro duced but little testimony to show their loss, though it was made clear that their business bad been greatly damaged. Tbe master allots them a little over 52,400 damages. The princi pal point in the case was to show the connec tion of the defendants with the boycott. They denied having bad anything to do with it, and rested their case on this. As to the matter of damages the defense submitted no evidence. The suit was against individuals and not against the K. of L., or any organization. No direct evidence was produced that tbe K. of L. had taken part in the boycott, though the cir culars and placards distributed, which were submitted, indicated that fact. The preliminary injunction in tbe suit was issued against Evans. McAuliffe and Maire to restrain themlrom continuing the boycott. In case tbe master's report is approved by the Court, the preliminary injunction will be made nnaLand made to include Dovey.Dicus and Car nek. The amount of damages to be paid Brace Brothers will also be decreed, and the costs of tbe case to placed on the defendants. Tbe attorneys, in whose hands the report now is.havc ten days in which to file with the master exceptions to it. A LITTLE TAKE. Another Ornnmcntal Project for tho Benefit of the Exposition. The directors of the Exposition Society held a meeting at the building on Buquesne "Way yesterday. A suggestion was made that 'the vacant land below tbe building, about two acres in extent, be beautified in some way, and a small park made of it. It was expected that several representatives of street car companies would be present, but none of them appeared. However, that did not dampen the ardor of the board, as they bave bad many disappointments to contend with so far, and have passed them all by. One conclu sion w as resolved on, and that was that the building could and would be completed in time lor the proposed fall exhibition. They have already more application for space for exhibits than have ever been made to former exposi tions held here, and this confidence of an open ing as intended is appreciated. Commissioner Fink, of the Eastern Trunk Line Association has written a letter to General Manager Johnston, stating that all exhibits for tbe Exposition in this city will be returned free of freight charges, if the goods are sent back within 30 days after their arri val here. TO BE A TEST CASE. The Salvation Army to be Banished from the Sonthslde at Last. The Southside police are going for the Sal vation Army, and Inspector McKelvey had the captain and the lieutenant of the religious warriors arrested Monday on the charge of be ing a public nusiance. John Coslett was de tailed to bring Captain John Smith and Lieu tenant Evan Davis, S, A, to the lockup. Both gave bail fora bearing next Thursday. Inspector said last night in reference to the affair: "1 am going to make a test case out of this and I can tell you that I did not go into it with out taking proper legal advice on the matter. Tbe people in the neighborhood of the Salva tion Army headquarters on Sarah street bave for a long time complained abont the conduct of the army. I have no objection to them fol lowing their religious ideas in their own hall, but when it comes to disturbing tbe people with a band of noisy instruments, which they say make music!then the thing gets too tough and it must be stopped. THEI ASK HIM TO EXPLAIN And meantime Johnstown Carpets Must Re main Unbeaten. When the good ship Hudson steamed into port last evening she was boarded by Officer Fitzgerald, armed with authority from Ironton, Ohio, to arrest a colored man named Samuel Ewbanks. Samuel was there In all his glory, arrayed in, among other things, an elegant hunting-case gold watch, with Howard move ment. The charge against Samuel is burglary. Mr. Ewbanks stated he was on his way to Johnstown to clean carpets, and he exhibited an extended list of names certifying to his merit as an artist in this line. Twas or no avail, however, at present, the officials deciding that Johnstown carpets might remain dirty until Mr. Ewbanks cleaned bis own skirts of the charge-against him. Hobxe & Co.'s TVnn AvAnnn Rtjireu THE TROUBLES ENDED Two of the Eleventh Ward Teachers Dropped, and One Reinstated. MISSES FORBES AND PAINE OUT. There May Soon be More Music in the Air for the Directors. INFLATED BEPOEIS ARE HOT WANTED The trouble among the teachers of the Eleventh ward school has been settled for the time being by the re-election of one of the three teachers, who had been dropped, and the election of two new ones, to tatte the places of the other two teachers upon whose case the board "refused to take action. Mrs. Iu V. Bennett, a grammar department teacher in the Grant school was elected Assistant principal to fill tbe place of Miss Forbes, who has been teaching in the school for the past 13 years. Hiss E. E. Boyse, of Etna, was elected to fill Miss Paino's place, and Miss Aughenbaugh, one of those who had been dropped before, was reinstated. At the meeting of the Board of Directors last night tbe committee which was appointed at the indignation meeting Monday evening appeared and presented their petition and res olutions. They were kindly received by the board, who informed them that the petition would be GIVEN FULL CONSIDERATION. That the members of the board gave the peti tion full consideration is attested by their actions. After the committee had retired, tbe board proceeded witb the election of the teachers with the result as. above stated. Principal Johnston, who the citizens claim was the cause of all the trouble was present and looked after his in terests. Two of tbe members of the board were favorably disposed toward reinstating the other two teachers Miss 'Paine and Miss Forbes, but tho intinenco of the princi pal upon the other threo members' pre vented their re-election. It was expected that Miss Taggart, a sister of one of the members of the board, who has been applying for a posi tion at the school for the pan fonr years, would receive favorable consideration. The action cf the citizens, threatening a court in- i unction restraining them irom employing ler, probably bad something to do with her not being elected. TVITH NO BITTERNESS. After the meeting Judge Slagle, President of the board, stated that they parted witb Miss Paine and Miss Forbes, with nonS but the kindest feelings. He regretted that the two teachers, were not in harmony with the ideas of the principal, and it was necessary to let them go. It is probable that something will be devel oped later, and another indignation meeting may be held soon. Miss Forbes and Miss Paine are among the oldest and best teachers in the city, while Miss Aughenbaugh. who was re-elected, has not had much experience. Miss Paine has been teaching in the school since 1872, and has hundreds of friends in tbe ward. The principal of the school was censured for inflating the reports of tbe attendance of the pupils, and the practice was ordered to be stopped. The matter of seeing that the pupils are vaccinated is also causing trouble. A great many of the children were found to be attend ing school, who did not have their health certificates signed by the health officer of tbe district. It is tbe duty of tbe principal to look after this matter, but Mr. Johnston claimed that be did not bave time. HELPFE0M GERMANY. A Committee of Prominent Men From Bre men to Aid Johnstown.
