THE LEGAL THASES OP THE QUESTION
The descending rain pattered Ticiously upon
the roof of the Union Rink, on Allegheny ave
nue, Allegheny, last evenine, hut the Prohi
bitionists took to it just like ducks; not a whit
deterred from crowding the edifice. His
Honor. Judge White, arrived simultaneously
with a tremendous gust of wind that shook the
edifice, bat His Honor was apparently in his
element, and having deposited his reeking um
brella and wiped the glistening rain drops
from his hirsute appendage, he pro
ceeded to fire invectives and epigrams
at his friends. the enemy. There
was a long platform, along which the judge
paced incessantly, and when he reached the
extreme end and balanced himself on his toes
a good point came out and the audience got to
expect it and applanded accordingly. From
first to last there was no demonstration of hos
tility, and no one had the temerity to take np
the speaker's oft repeated challenges. He had
things his own way and swayed his audience as
effectually as if he were convincing a jury.
His Honor commenced by an eloquent picture
of the liquor man sui generis, aud drew with
careful exactness an oral sketch of a mighty
monster with whom a battle royal is to be
w aged next Tuesday. Proceeding, the speaker
said: "Now J;am willing to;be contradicted on
any proposition I adancc I am here to ad
vance arguments for prohiuition. and if lam
not exact in my deductions I shall welcome cor
rection. Does any one dispute the fact that
the liquor people are stronger now than at any
time in the past two centuries? And yet
license of one kind or another has always
been in vogue. If this is the case
license is a failure. Who will
sav that high, low, or any other sort of license
will control the evils of intemperance. The
excess of drinking is largely the result of
foreign ideas transplanted from Germany and
implanted here. Three years ago nine-tenths
of our saloon keepers were foreigners. Though
they have been weeded out in the past two
ears llaughler the foreigners are still in
the majority. Because this was a 'free' country
they imagined they could break down all
bounds and override our laws, selling on Sun
day, election day and all other days.
BREWERS SET THEM UP.
"Men who cannot;speak a word of English
have been set up in business by brewers on con
dition that the beer brewed by the capitalist
thould be sold exclusively. Why, a brewer
came to see me during the License Court session
with a pathetic plea for a man who, he said,
would be ruined if he didn't get a license be
cause he had so heavy a rent to pay. Upon
inquiry I found that the poor man was pajing
this heavy rent to the brewer whose creature
he was. A minister of the gospel you
know some preachers are black sheep
Lame to beg me to give a license to
a German who belonged to his
church. I said to the minister: JIy friend,
don't you know that they would put your
saloonkcepiog friend in jail in Germany if he
sold such vile adulterations there as he sells
here?" I told the brewer that the beer he
made was impure. Ok, no it isn't,' said he. I
make goot, very goot peer." My friend,' said I,
don't vouuse coculous tndictwinjour brew
ery?" 'Ok not much, not much, not much,
said he, and then I told him that I didn't be
Jiete in giving Germans a monopoly. I thought
the Irish and Americans should get a chance.
And yet these Germans talk about their per
sonal liberty being invaded!"
THE LEGAL STATUS OF IT.
"I don't believe that a license law is a sinful
piece of legislation, for license laws do do some
good after alL But I think it is unwise and in
consistent for the State to grant licenses. The
bale of liquor is the greatest evil in the State,
ruinous to individuals, terrible in its effects
upon families, and yet you ask me to concur in
the action of the State in giving sanction to
such an evil. We seek to prohibit th. sale and
use of liquors as a beverage a common drink,
because it confers no benefit upon the people
' but actually the reverse. There is another in
consistency. The people are taxed to keep up

county and I call beer th meanest kind of
lienor, although some of our German friends
disagreed with me in License Court I believe
that our jails would be empty, our Criminal
Courts unnecessary, ana our police force di
minished. Ana who are to be benefited? Not
our young men who play pool and billiards in
our gilded saloons; not the workingmen of Al
legheny county who poured a million dollars in
the till cf saloonists last year; not our homes
or our families, but two sets of men, saloon
keepers and manufacturers. Who are to be
benefited? That's the naked question!
KOUOn OS THE BAR.
You all saw a long list of Philadelphia law
yers and a little list of Allegheny county law
yers who signed their names to an opinion that
the proposed amendment was unconstitution
al. Now, don't vou know that when any lawyer
gets a good fee he can scrape up an argnment in
favor of any side of a question? Laughter.
These lawyers say that it is unconstitutional to
amend the Constitution! Why, there are 50
things in the Constitution not one-tenth as im
portant to our well-being as thisgreatquestion.
Why is it not proper to amend our Constitution
and take away from the State its sanction of
this wretched business. The liquor
people have money, and they are
always fighting liquor laws. They
shriek for high license and yet go into our
Supreme Court with protests against the
workings of the Brooks law. They are never
satisfied. Do vou remember the local liquor
act of 1S72T Why, it was a deluge upon our
community as severe as the Johnstown flood,
doubly infamous because secured by corruption
of legislation. This question must be taken
out of politics. I don't know much about poli
tics, but I am told that- at every municipal
election here each of the saloons has to have so
much campaign money. Before Mayors can be
elected in either of the twin cities they have to
make certain promises. The liquor men are
after free trade, and the corruption of politi
cians is a means to an end. This question
must be taken out of politics. Pnt the amend
ment into the Constitution an 8 you'll then
have something which can be changed only by
the power that put it there. You and I know
that for years the men who have run for office
in this county have had to truckle to the sa
loon element. The work of License Court in
the past two years has broken the backbone of
the animal. Go to the polls on Tuesday and
kill it
"They say it will hurt business. I pray God
It will hurt one kind of business. I dou't think
it will hurt fellows who take in SS3.000 in one
rear. The liquor men can get ont of business.
They'll have time enough. The manufacturers
may suffer, but it will only be an incident in
the progress of society. The law didn't tell
them to build breweries. They went into the
business at their own peril, knowing that the
State could limit their rights. They had their
eyes open, and mustn't be surprised if the
btate taccs awav their business.
"This personal liberty talk is all bosh. If aman
starts a gamming ueu me law win not only
shut np his place of business, but fine him and
Imprison him. If a man starts a schindery on
Western avenue he may own everything, but
be must not maintain a nuisance or his per
sonal liberty wiU melt away in jail. Men can
not sell obscene books or immoral pictures.

these are infractions of personal liberty.
The fact is the individual must yield to the pub
lic good, and so it is with the liquor traffic By
the way, have you seen the liquor literature?
It's worth preservation. I have some of it in
my pocket now. When a man tells a lie there
is sumething heroic in telling a big one. These
men are all heroes. We must make liquor
selling disreputable. Drive it off our main
streets and on to back alleys and secret places
and men will be asbamed to sell or drink it.
Prohibition does prohibit, for there arc
boroughs in Allegheny county which are not
represented on the Criminal Court calendar.
"I regard the coming election day as the most
important event in this State in my lifetime!
Did you see that crowd at License Court?
Laughter. I wish I had a photograph of
them. I am a little prominent in thi license
business, but 1 shall thank Gnd when I cast my
. rote for prohibition. Go home and work for
it, cast your vote for it and you can go home
and sleep soundly and wake up the next mora
le and be gratified forever because you voted
for temperance and right."

Funeral Services Over the Remains of the
Late Gcter C Shidle.
The funeral of Geter C Shidle, who died at
Atlantic City, on last Tuesday, took place from
the Sixth Presbyterian Church, corner of
Franklin and Townsend streets, yesterday aft
ernoon at 2 o'clock.
Dr. J. T. Patterson, pastor of the church,
preached the funeral sermon. He dwelt at
some length on the well-known character of
the deceased, saying that he was well liked by
all with whom he came in contact. He further
stated that he was an upright Christian. "No
person," he said, "had any cause to reproach
him. He was honest and trusted by all."
Rev. Patterson told what hymns Mr. Shidle
was most fond of when living. They were,
"Rock of Ages," "It is Weil With my Soul."
and "God be With You Till we Meet Again,"
dra wine lessons from each. His pastand future
life were spoken of.
Concluding he said; "He can never come back
to us, and we would not have him do so. as he
will be far happier on the golden strand."
The hymns sung by the choir were "Nearer
Mv God to Thee," "Sun or My Soul," and "It
is Well With My Souk" The choir was com
posed of men whose names are as follows:
Prof. Harry Horner, Dr. J. Guy McCandless,
J. W. Dihn. Job Ablett, J. E. Porter, Prof. R.
M. Morton, H. L Thompson and Dr. W.
T. English. Prof. W. H. Slack was the or
ganist. The pall bearers were Lee S. Smith, Charles
C. Baker, J. L. Lytle. William B. Lnpton, S.
C. McCandless and Jos. Eichbaum.
Although it was requested that no flowers be
sent, eight beautiful designs were furnished
by the lodges ol which he was a member and
by friends. A cross made of tube roses was
sent by No. 1 Cotnniandry.
The church was crowded to its utmost capaci
ty, and the remains were followed to the Alle
gheny Cemetery, where they were interred, by
about 40tf people in carriages. About halt of
this number were members ot the same orders
that the deceased used to belong to. The fun
eral was the largest that has entered the ceme
tery for a number of years.

Will Vote Against It.
Because prohibition was introduced into
Pennsylvania as a fraud, it has been nursed
here as a fraud.
It is wrapped in the livery of heaven, but
it comes to serve the deviL It comes to
regulate by law our appetites and our daily
lives. It comes to tear down liberty and
build up fanaticism, hypocrisy and intoler
ance. It comes to confiscate by a legislative
decree the property of many of onr fellow
citizens. It comes to send spies, detectives
and informers into our homes; to have us ar
rested and carried before courts and con
demned to fines and imprisonment?. It
comes to dissipate the sunlight of happiness,
peace and prosperity in which we are now
living, and to fill our land with alienations,
estrangements and bitterness. It comes to
bring us evil, only evil, and that continually.
Let us rise up in our might 'like one man,
overwhelm it with such a demonstration of
popular indignation that we will never hear
of it again in Pennsylvania as long as grass
grows or water runs.
PENNSYLVANIA RAILROAD.
Tlironcli Trains Over the Slnln Line.
The main line of the Pennsylvania Hail
road will be open through between Pitts
burg and Harnsburg to-day, and trains Nos.
1 and 12 will be rnn through to and from
Philadelphia and New York by the direct
route. It is also expected that train No. 10
will run through by the direct route to
morrow. Other trains are also to be put in
service to-morrow or Hondav.

"An act to increase tbe naval establishment,"
approved August 3, 1SSS, (24 Statutes at Large,
page 215.) sealed proposals are hereby invited,
and will lie received at this Department until
12 o'clock noon.on MONDAY, the eighth day of
July, 1SS9, at which time and place they will be
opened in tbe presence of attending bidders,
for furnishing about four hundred and twenty
eight (428) tons (2.240 pounds) of stel protective-deck
plates, forty (40) ponnds per square
foot, for use In the construction of said cruiser,
about two hundred and fourteen (2141 tons of
such plates being for tbe upper layer of plat
ing, aim aoont two nunarea ana iourteen
(214) tons for tbe lower layer there
of. Such plates to be delivered
at such place or places in tlio navy yard,
Brooklyn, N. Y., as the Commandant of that
yard may designate. Deliveries to commence
within thirty (30) days from the date of con
tract, ?nd to be completed within sixty (60)
days from such date. The plates to be in ac
cordance with a detailed schedule, which may
be seen on application to the Bureau of Con
struction and Repair, Navy Department. All
such plates to be of domestic manufacture,
and to be accepted only after passing such
tests as ma be prescribed therefor by the Sec
retary of the Navy. Proposals must be made
in accordance with forms which will be fur
nished on application to tbe Bureau of Con
struction and Repair. Each proposal must be
accompanied by satisfactory evidence that the
bidder is able to furnish and deliver the mate
rial for which he bids. Each proposal must be
accompanied by a certified check, payable to
the order of the Secretary of the Navy, for an
amount equal to 5 per cent of the bid. The
check received from tbe successful bidder will
be returned to him on bis entering into a
formal contract for the due perform
ance of tho work, and giving bond
for the same, with satisfactory surety, in
a penal sum equal to 25 per cent of the amount
of his bid; but in case he shall fail to enter
