the act of July, 1839, 1 hereby give notice
that every person (excepting the Justice of
the Peace) who shall hold any office or ap
pointment of profit or trust under the Gov
ernment of the United States, or this State,
or of any city or incorporated district,
whether a commissioned officer or otherwise,
a subordinate officer or agent, who is or shall
be employed under the legislative, execu
tive or judicial departments of this State, or
the United States, or of any city or incor
porated district, and a0 that every member
of Congress and State Legislature, andof the
Select or Common Council of a city, or
Commissioner of any incorporated district,
is by law incapable of holding or exercising
at the same time the office or appointment
of Judge, Inspector or Clerk of any election
of this. Commonwealth, and that no Inspec
tor, Judge or other officer of any such elec
tion shall be eligible to any ofiice to be then
voted for.
And further, The first section of the act
of March 8, 189, aforesaid, provides as fol
lows: And it shall be "the duty of the judges,
inspectors and clerks of each'of said town
ships, boroughs, wards, precincts and dis
tricts to receive at the said election separate
tickets, either written or printed, or partly
written and partly printed, from each of the
qualified voters of this State who may offer
the same, and to deposit therein in a box or
boxes to be for the purpose provided. by 'the
proper officers. Which tickets shall be
printed separately, one labeled on the out
side "Amendment to the Constitution," and
on the inside ".For the Prohibitory Amend
ment" or "Against the Prohibitory Amend
ment;" the other labelled on the outside
"Amendment to the Constitution." and on
inside "For the Suffrage Amendment" or
"Against the Suffrage Amendment."
Section 2 That the election on said
amendments shall in all respects be con
ducted in the same manner as the general
elections in this Commonwealth are required
by law to be conducted, and the returns
thereof shall be made, certified and re
turned by the election officers of respective
districts in the same manner and at the
same time as the returns ot a general elec
tion. And whereas, by virtue of the Constitu
tion of the State of Pennsylvania, adopted
December 16. 1873.
Every male citizen 21 years of age, pos
sessing the following qualifications, shall be
entitled to vote at all elections: First He
shall have been a citizen of the United
States at least one month, t Second He
shall have resided in the State one year (or
if having previously been a qualified elector,
or native born citizen of the State, he shall
have removed therefrom and returned, then
six months) immediately preceding the elec
tion. Third He shall have resided in the
election district where he shall offer to vote
at least two months immediately preceding
the election. Fourth If 22 years or up
ward, he shall have paid within two years a
State or county tax, which shall have been
assessed at least two months and paid at
least one month before the election.
Section 5 The electors shall, in all cases,
except treason and breach of security of tbe
peace, be privileged from arrest during
their attendance on elections, and in going
and returning therefrom.

Tbe undersigned, Viewers of Street Improve

ages sustained in the opening of Atlantic ave
nue, from Liberty avenue to Rosetta street in

To the Select and Common Conncils of tbe
city of Pittsburg:
Tbe undersigned, Viewers of Street Improve
ments in tbe city of Pittsburg, appointed by
the Court of Common Pleas of Allegheny
County, and anthorized by an ordinance passed
on the 30th day- of July, A. J3. 1889, a copy of
which is hereto attached, to make an assess
ment of the cost aad expense of constructfeg
a public sewer on Meadow streetfrom Lincoln
avenue to Larimer avenue, la said city, upon

visions of and in accordance with an act of As
sembly of the Commonwealth of Pennsylvania,
entitled "An act authorizing and directing
Councils of cities of the second class to provide
-for -the improvement- of streets, lanes, alleys
and public highways, sewers and sidewalks, re
quiring plans of streets, providing for the ap
pointment of a Board of Viewers of Street Im
provements, prescribing their duties, granting
appeals to Councils and Court providing for
the assessment and collection of damages and
benefits, authorizing the use of private prop
erty, and providing for filing Hens and regulat
ing proceedings thereon, and prohibiting the
use of public streets without authority of
Conncils," approved the 14th day of June, A. D.
1887: respectfully report:
That, having been first duly sworn and quali
fied according to law. they proceeded in the
manner and according to the directions of said
act, to discharge tbe duties of their appoint
ments; that having viewed the premises, tbey
made an assessment of said cost and expense
upon the property benefited, and caused a plot
and statement to be made, as required by. said
act, and, baying given to the owner of each lot
ten days' notice of the time and place of meet
ing, they met on the 12th day of May, A. D.
1889, at tbe office of the Board of Viewers. In
tbe city of Pittsbnrg, heard all complaints
and evidence thereof, and, havlng-made all
modifications and corrections which tbey deem
proper, assessed tbe cost and expense ot con
structing said sewer upon tne following prop
erty, upon each for (he amount set opposite
