Mr. H. M. Eppstein, Secretary and Gen
eral Agent of the Finlay 'Brewing Company,
of Toledo, who has been in Pittsburg since
the latter part of last week, Las been travel
ing in the eastern part of the State in the
interests of his business, but not in any way
connected with the anti-Prohibition cam
paign, left for ho'jie last evening. Before
going, he chatted entertainingly with re
porters, and said:
This is. Indeed, a queer community. I am
astounded that it silently and without protest
tolerates some things. My ideas of liberty in a
republican form,of go vermnentare not, I think,
exaggerated; but they conflict radically with
the exhibition of arbitrary judicial power
which Pittsburg exemplifies and suffers from.
Here is a uan who assumes that the Brooks law
meant practical prohibition, and confiscation
of valuable property,

whatever to sanction such interpretation. IThe
law was manifestly never meant to do any
thing but restrict the lower and regulate the
better elements of the liquor business.
l never saw or heard of anything like it and
the effects it has produced. At my hotel here,
last Sunday morning, I found I had lost my
toothbrush. Before completing my toilet,
therefore, I sought to buy a new toothbrush at
the drugstore over the way. "N o, you don't,"
exclaimed the druggist's clerk. "There are too
many Law and Order spies abroad in this city.
Ton may not be one of 'em; but we can't sell
you anything but medicine, and that only on
prescription." A toothbrush being one of those
things a fellow cannot borrow, I bad to go with
out one till Monday.
I have never been drunk in my life; yet Hike
jny glass of beer with my morning meal. But X
couldn't have it, even at my hotel, on Sunday.
But, worse than that: X went out Sunday to
take dinner with friends in the East End
nice, well-to-do people who believe, as I do. in
observing every law in its letter and spirit, if
not misconstrued or strained into something
never contemplated by the law-makers. At
dinner I related my experience in the morning.

The lady of the house replied: "That reminds
me, Mr. Eppstein, that X have an apology to
make. We have no bread for dinner. Cir
cumstances I couldn't control led tne to forego
the Saturday custom of baking for Sunday. X
had no idea that our grocer, who has to keep
open store to handle milk on Sunday morning,
w-ould refuse to sell me a loaf or two of bread;
but he did. He said he dare not do it My
neatest neighbor hadn't enough bread to lend,
without making her own supply short for Sun
day; to here wo are, with a very good dinner
otherwise, but no bread."
I say this is a strange community that will
Bubmit to such environments without a protest.
The practical prohibition applied here, without
any vote as yet to sanction it, ought to have
aroused your business men, your Chamber of
Commerce. I believe that Mr. Buscb spoke
truly when he said your community would be
boycotted by Western brewers. Our business
here is ruined; and why should we, in return
for such treatment, buy bottles, corks or appar-'
atus in Pittsburg? We won't do it.
We all believe that Philadelphia mandamus
on the License Juages will result in such a
review as will necessitate at least the granting
of licenses to the Prospect Brewing Company
there, and to Mr. Harry Darlington here.
In Memoriam.
At a special meeting of the Board of Di
rectors of the German-American Insurance
Company of Pennsylvania, held Tuesday
V evening, May 28, 1889, the following minute
"was unanimously adopted:

field. His 36 hours of excruciating pain ended
with the blessed relief that death alone can
give.
His connection with this company dates
from its organization. Last January he
commenced his twelfth year as direc
tor and for 11 years he has been a
faithful and efficient member of the
Committee on Insurance Eisks. His rela
tions with his fellow-directors and with the
officers of the company were of the most
cordial nature. He was prudent in counsel
and sound in judgment. His bnsiness in
tercourse was marked with Sdelity and fair
dealing. He was gentle and unassuming in
manner; high-minded and honorable in all
the'relationsoflife. "Wist prouder record
can any man leave than that he was up
right in all his dealings with his fellows ?
The death of Otto Helmold makes a void
in this board that will be hard to fill. "We
have lost a useful member, the community
a good citizen, and his family a kind and
loving husband i-nd father. He passed the
allotted three score and ten, and"after life's
fitful fever sleeps well."
To his bereaved family we tender our sin
cere and heartfelt sympathy in thei sad af

An Alteration Wn Found Necessary on the
.New Postoffice.
TVork. was resumed on the new Govern
ment building yesterday, and, according to
Superintendent Malone, as well as to a state
ment from the Government Building In
spector, Pattison, there will not be any
more delays until the building is finished.
About 30 men were occupied around the
building during the afternoon. Some of
them were hauling the granite blocks, by
means of a derrick, to the top of the build
ing, and others were engaged with trowel
and mortar to put them in their proper
places.
"Now, then, who was right," said a gen
tleman who may be- called Mr. Malone's
right hand man, "when- we said the top
layer of stone was out of plumb where the
men are taking the stones away and replac
ing them to make everything come into
line? There was something wrong after
all."
Mr. Pattison, the Government Inspector,
was sitting in the office, and when a Dis
patch reporter asked him whether he
would not say anything regarding the
building he stated:
"I can very well understand that the peo
ple ot Pittsburg are unusually interested in
the progress of this structure, and I wish I
were in a position to be able to tell yon I
something, but I have to obey orders. How
ever, you may be assured of one thing, and
that is that the work wil be'prosecuted now
without any material delay. You hear the
noise of the steam engine, the clicking of
tne nammer, the grating of the chisel and
the scraping of the trowel; well, that is a
good sign, is it not?"
"Would you tell me whether there really
was much wrong with the building to cause
snch a delay as has already taken place?"
"Well, there was something wrong, but
not enough to justify us in blowing up the
whole building with dynamite. No, I can
not tell you any particulars. T am a Gov
ernment official and I report to the Govern
ment." Nevertheless, it was positively demon
strated to the reporter that the upper layer
of stone is being replaced to make the work
perfect.

Robinson Township.
People who make a study of venomous
serpents say they renew their fangs soon
after losing them and renew them indefi
nitely often, so that it isn't safe to fool with
them for a very great length of time after
dentistry has been perfo-med.
K. J. Phillips, of Robinson township,
collared a copperhead on Sunday which had
two complete, sets of fangs, the" underlying
set being fully half an inch long, and had
the longer ones been extracted the reptile
would have still been able to do effective
work, and it certainly showed sufficient dis
position to be ugly to be a very uncomforta
ble neighbor.
POSTPONED FOR A WEEK.
The
Condemnation of Property for the
Herr's Island Sam.
A meeting of the Government Board of
Viewers had been called for yesterday after
noon, to determine the value of property at
the foot of Twenty-second street, before its
condemnation for the erection of Herr's
Island Dam. '
The board consisted of Messrs. D. B.
Oliver. Captain W.W.Young and T. C.
Lazear. The meeting was postponed until
next Tuesd&v. becanse there ms no nnnrnm
of the board. Captain Vandergrift owns
the property. He wants more than TJ. S.
District Attorney Allen was willing to
allow.
Sent to the Poorhonse.
Mrs. J. w. Edict was sent to the Alle
gheny City Home by Secretary Hunker yes
terday. She was deserted by her husband
about six months ago, and has been in the
Homeopathic Hospital for three "months'
suffering from paralysis. The other day she
was taken to the house ot some friends on
Goodrich street, but they could not keep her
and she was taken in charge by the Poor
Board.

lie Prosecutes His Warfare Against Disor
derly Houses Circulars Being; Prepared
His Object.
Alderman M. IT, Cassidy seems to have
'been in earnest when he made the assertion
that he was going to start a systematic war
fare against all disorderly houses in the
"First ward. "While talking to a Dispatch
reporter about his proposed crusade, he
said, yesterday alternoon:
"I have made up my mind to do this
thing, and if I am let alone I will accom
plish it. I know all the places which are a
disgrace to the city, and I am going to have
them locked up. If you want to know
what object I have in view in making my
self a public benefactor, I will only tell
you this: The Police Department has com
menced the work in the First ward, but
they have not finished it yet Well, that is
wnat mtena to ao. wnere tney lert on x
shall .start in."
"Are you going to confine yourself to the
First ward alone?"
"Oh, no. I am going at all of them, over
the entire city. Wherever I can find a
house of disorder and can get sufficient evi
dence against it I will have an information
made against the party or Darties keeping
the house and the case will be vigorously
prosecuted. 1 am having 200 circulars
printed now, and asfsoon as I get them one
of the circulars will be mailed to each house
against which I have a charge to make. It
will be a notification that prosecution will
be commenced on them at once. I have
already four people notified, and when these
cases are disposed of others will follow. No,
I am not going to make the names public
until I have them altogether."
SHADTSIDE EPISCOPALIANS.
The Church of the Ascension to be Dedi
cated To-SIorrovr.
To-morrow morning, Ascension Day, a
sew Protestant Episcopal Church in this
city, lately erected on "Ellsworth avenue,
near Neville street, will be dedicated. Rev.
George Hodges, of Calvary Church, will
preach .the dedicating sermon, and the
Bishop and other clergy of the diocese will
be present The vestry of the church hare
made strenuous efforts to have the edifice
ready for occupancy on Ascension Day, and
have succeeded.
The rector of the new church is the Kev.
Robert W. Grange, late of Steubenville, 0.
He has been with this new parish in its
chaotic state for the last three weeks, and in
that Bhort time has taken strong hold upon
his people. The Rev. Mr. Grange will con
duct services on Sunday next, and preach
for the first time in the new church.
This new parish starts under very favor
able auspices. The present church will ac
commodate about 400 people; has a beautiful
Sunday school room, vestry room, kitchen
and everything a modern first-class church
requires. All the pews have been already
taken except 12.
Mr. E. M. Fergusen gave a large lot of
ground, on part of which the present church
is built, and there is sufficient left for an
other church. The success of this new
parish has been so encouraging to the vestry
and the congregation that already there is
talk of building another church "and using
the present one as a chapel. The vestry are:

That is What Led Bev. J. K. Meltorn to
Decide to Resign.
Bev. J. C Melhorn, of Grace Evangel
ical Lutheran Church, Southside, says that
a lot of clashing women have caused the
trouble which, on Sunday next, will result
in his resigning: to become the pastor ot his
former and always united and harmonious
congregation at Preeport. These women
got a lot of gossip going, for which they
alone were responsible, and then, by telling
him some of their stories, managed to hitch
his name thereto when next the gossip was
retailed.
This, taken in connection with his publio
utterance to American Mechanics "Palsied
be the hand that casts a vote for whisky"
had made snch trouble that, since Easter, it
had been an unpleasant pastorate to hold.
Accordingly, against the expressed wish of
the majority, who would have preferred to
Surge the church of Its brimstone, he had
ecided to resign and go back to a more har
monious congregation. His services here
have always been well attended, however.
